A Man-i-fes-to - noun -
is a public declaration of structure, policy, and aims, especially
one issued before or during an aeonic transition or “Cosmic
Changeover” by a liaison officer of a galactic agency.

Manifesto
“The Olive Branch or the Lightning - Take your Choice”

The Galactic Federation is directly opposed by the Black Lodge,

which is also called the Black Brothers of the Left-hand Path, and
other similar names and titles that can be mutable and misleading.
Simply put, they sow seeds of duality and disorder.
From a strictly human perspective, the Galactic Federation is
composed of nine states of awareness:
1. Dreams or internal visions of ships or lights.
2. Sightings of ships or lights in the outer world.
3. Contact with a liaison officer, ship, angel, or lights on the causal plane.
4. The Observation Deck of a “mothership.”
5. The Operations (Flight) Deck of a “mothership.”
6. Starship Commander.
7. Fleet Coordinator.
8. Sirius Radio Administrator.
9. Galactic Center.

It should be noted, right at the outset, that any listed encounters are
conducted via the eighth, quantum, neurocircuit, which always
involves a “break” in common, everyday reality.
In the case of the Galactic Federation, such “breaks” include, but are
not limited to, internal or external visions of, or contact with,
spaceships, flying saucers, UFOs, angels, stargates (portals), and
mandalas at the zenith of a temple or a skyview.
Extraterrestrial or supra-human Alien contact is commonly considered
part of this paradigm, but it plays no required part in the Galactic
Federation defined States of Awareness. The only requirement is to
contact one’s own true nature at specific levels of consciousness.
These visions or interactions result from a superimposition of extra-
dimensional scenarios upon the background of the dense physical
plane, and they are generally perceived upon the causal plane.
The so-called causal plane is a term that is synonymous
with the Higher Mental plane, the ABSTRACT MIND.
It is a general band of consciousness that has three
subplanes. These encompass the fifth, sixth, and seventh
neurocircuits, known to Qabalists as the triad of …
Tiphareth-Geburah-Chesed.
The causal plane is the present battlefield for control, or freedom, of
the collective consciousness of humanity. As this battle “spills over”
into the material world, one can see the two sides lined up, but only in
an ABSTRACT sense - because the lines of demarcation have purposely
been blurred (a process known as lying, fake news, propaganda,
appropriation of the sacred symbols of Arcania, instigated rebellions
and wars, mass shootings, and assassinations.

 Members of The White Brotherhood are also known as
Light Workers, Light Warriors, or more commonly
as “white hats.” They are often initiates of some
ancient, spiritual lineage, but many are not
formally affiliated with any such Order.
Members of The New World Order are
also known as The Deep State or The
Illuminati (a title stolen from the ancient
spiritual societies of Arcania). They are more
commonly called “black hats.” They are often
members of some ancient, super-rich family, but others (mercenaries
and agitators) are simply “contract employees,” and have not been
born into any such familial bloodline.
The differences can be confusing, mainly due to purposeful confusion.
The lines are drawn more clearly in Avatara Terrestrialis, a document
that is furnished freely upon request. For the sake of visual clarity, the
Organizational Charts of the agencies of both light and darkness are
appended herewith. See Attachments A & B, pages 14 & 15.

Agencies and agents of The New World Order can be outwardly

identified by their political stance and their financial position.
Politically, they are promoters of a One World Government without
borders. Financially, they represent the one-percent that owns fifty-
percent of the Earth’s measurable resources, and who are attempting
to destroy the middle class in order to reap the other fifty-percent.

One of the primary objectives of the Galactic Federation is to promote
synthesis; that is, a resolution of opposites into a common designation.
It is fully understood that by identifying these two cosmic antagonists,
a certain amount of duality, or illusion, is portrayed. But this is strictly
relative.
From the viewpoint of common humanity, these matters are regarded
as illusory and hallucinogenic in nature. In fact, a person who
encounters these realms in an egocentric, unbalanced, or
overwhelmed manner, and talks about it, is likely to be medico-legally
branded as paranoid or schizophrenic, or both.
From the viewpoint of the accomplished initiate, this entire scenario is
seen to be an illusion created by the mind in order to explain its dual
nature to itself.
But in between these two poles of perception of illusion, the individual
human unit must always be prepared to deal with things as they
appear on their own plane.

The concept of these interdimensional scenarios slowing down and

(partially or completely) imposing
themselves upon the three-
dimensional matrix of physical
reality, is not to be lightly dismissed.

Likewise, the concept of the perception of any

individual speeding up and (partially or
completely) becoming aware of themselves upon
the causal plane of abstract reality, is not to be
readily discounted.

Membership in the Galactic Federation, at any level of perception, is

strictly a matter of personal awareness. Either you’re in or you’re out.
There are no dues, fees, enrollment forms, or donations to be made.
Being “in” is limited to the actual level of perception of the individual.
The various levels are now listed, and they are described in noteworthy
detail, so as to exhibit the full spectrum, and thus avoid confusion.

 Levels of Galactic Federation Awareness
Belief in ships or angels
The belief in the Galactic Federation, without actual contact of any
sort, is considered to be probationary, and the believer plays no part
in the activities of galactic alignment.
Endless groups, seminars, websites, and channeled messages are
available to the general public. Unfortunately, these sources are laced
with illusion and biased scenarios. Discrimination is advised.
1. Dreams or internal visions of ships or lights
Anyone who has, or had, visions of spaceships or significant light
formations has established entry-level status in the Galactic Federation.
These visions may be sleeping dreams or waking reveries. They are
not confirmed by objective visual sightings in the outer world. Due to
the amount of radio static and glamour inherent at this level, the
individual is not operative in the conflict with the Black Lodge … but he
or she is vulnerable to attack from, or deception by, those dark forces.
Some practical method of psychic protection is highly recommended.
This would include banishing, clearing, establishing shields, etc.

 3. Contact with a liaison officer, ships, or lights on the causal plane

Officers operating at this level are able to recognize other officers of

the Galactic Federation wherever they may meet them, including
etheric communication in the digital realm of cyberspace (www).
Any officer of the third level is de facto a pilot of a scout ship, whether or
not they choose to entertain that notion. Scout ships are small, single- or
triple-crewed ships used for surveillance, surveying, and rescue.
Medium cruisers are fully armed and armored, with room for up to
seven officers. The capacity of any ship refers to group workings.
At this level, the individual becomes operative in the conflict with the
Black Lodge … and he or she is likely to be attacked by he dark forces.
Assaults may “hit” the physical, emotional or mental bodies, or any
combination thereof.
A full range of electromagnetic and psychic defense is required at this
level. Any phenomenon of conflict may be correlated between the
style of a psychic attack and one’s inherited and personal karma.
Consider that, and behold the battle-field.

All scout ships are linked to a mothership. A return to a mothership
allows one to observe the nature of the battlefield from above the
world of personal duality. An understanding of the cosmic forces at
play beyond the mind will be experienced.

A Black Hole is found at the Galactic Center

It is coincident with the radio signal, Sagittarius A*.

Sagittarius A* is a bright and very compact astronomical radio

source at the center of the Milky Way galaxy, near the border
of the constellations Sagittarius and Scorpio. It is part of a
larger astronomical feature known simply as Sagittarius A.
Sagittarius A* is the location of a super-massive black hole, like
those that are at the centers of most spiral and elliptical
galaxies.
Data about the Milky Way's central black hole have led to the
conclusion that Sagittarius A* is the site of that black hole.

This “cosmic hierarchy” is not a metaphor or a model. It is an accurate

description of an archetypal phenomena (see Carl Jung, Flying Saucers).
These phenomena are described only for those who have been listed
herein (Level 1 and above).
The initial, immediate goal for any participant is Level 3. The long-
range goal is Level 4, which is the natural resting place for any human
being. The Qabalists call it Binah.
