2. About the Abu Dhabi Quality and Conformity Council
Abu Dhabi Quality and Conformity Council (QCC) is an Abu Dhabi government
entity established in accordance with Local Law No. (3) of 2009 to raise the
quality of Abu Dhabi’s exports and products traded locally. QCC consists of a
council of regulators and industry with a mandate to ensure provision of
quality infrastructure in line with global standards.
o QCC’s functions are divided into six key areas:
• Developing standards and specifications
• Capacity building of metrology systems
• Strengthening testing infrastructure
• Launching conformity schemes
• Protecting consumer interests
• Ensuring fair trade
o QCC’s key stakeholders include regulatory authorities, consumers,
retailers and wholesalers, industry, conformity assessment bodies (CABs)
and importers.
QCC supports regulators and government organizations through offering
quality and conformity facilities, expertise and resources that allow them to
implement products safety and compliance requirements and regulations.

4. Foreword
Public health pest control is vital service that is required to maintain the public health and life quality
of the society which it plays an important role in managing disease vectors and discomfort agents.
Public health pests include any animal or organism that can cause considerable damage to human
and its environment. Real or perceived damage can be medical, psychological, economic, or
aesthetic. Public health pests’ populations are dynamic and have continuous invading behavior by
which the pests keep moving and translocating in wide areas considering no limits or borders for
their existence and survival. For this reason, public health pest control needs to be carried out in a
comprehensive and integrated manner that requires the collaboration of all stakeholder of the
society.
The commercial and private entities that are out of Tadweer scope and play a significant role as
primary source of infestation that enables the pests’ populations to re-infest the public areas and
rebuilt their populations, hence, prolong their existence. Highly Important Entities are one of the key
sectors in Abu Dhabi. Having poor public health services in these entities can badly affect the public
health by providing hidden and sufficient harborage and breeding sites for public health pests
resulting in significant re-infestation that would threaten public health for Abu Dhabi society.
Tadweer has developed this guideline in response to the increasing importance and awareness of
public health pest control. This standard was built based on the following legal references:
1- UAE Federal law no. 10 for the year 2020 regarding pesticides
2- UAE Federal law no. 13 for the year 2020 regarding public health
3- UAE Cabinet decree no. 27 for the year 2012 regarding public health pesticides circulation
4- Standard municipal guide for permitting requirements public health pest control companies.

5. Working Group
The Professional Working Group was organized by Abu Dhabi Quality and Conformity Council
and established in April 2021, which was requested by Abu Dhabi West Management Center
(Tadweer) to prepare Abu Dhabi Guideline for Standard Service Scope and Frequency of Highly
Important Entities – Public Health Pest Control Services in cooperation with the related
stakeholders including representatives from government and private sectors.

6. Purpose
Tadweer has developed this guide to ensure providing effective public health pest control services
for Highly Important Entities by setting the required standard service scope and frequency to:
1. Set the proper service frequency that is able to disrupt pests’ populations based on the nature
of public health pests’ life cycle and population dynamic.
2. Set the proper service scope that covers all potential pests’ infestations.
3. Define the role of Highly Important Entities and service providers in having good public health
pest control programs.
4. Define special requirements needed for facilities.
5. Provide guidance for highly important facilities to build their pest control service
specifications that can be used for service agreements.
Tadweer has developed this standard in response to the increasing importance and awareness of
public health pest control. In addition, Tadweer has also built this standard to act in line with
Department of Municipalities and Transportation (DMT) circular No. 2, 2020 regarding waste
management and public health pest control.
7. Scope
7.1. SCOPE
The requirements of this guide are applicable for all Highly Important Entities and public health
service providers in UAE. Highly important entities are listed in table 1. This guide was built to set and
define the suitable and required service scope, frequency, and specifications of public health pests
control programs, however, it does not include pest control methodologies, pest control
methodologies and standards are mentioned in detail in UAE technical guidelines for integrated pest
management.

8. Terms and definitions
For the purposes of this guideline, the following terms and definitions shall be used unless
the context indicates otherwise:

▪ To provide an initial survey report (base line survey), that describes the
current situation for infestation levels of targeted pests, official
identification for the observed pest (from approved lab or to refer to
Tadweer in this regard) in each targeted area, in addition to identify
breeding habitat for the pest (by map), the reasons / conditions behind
pests’ presence in the sites and what is the required corrective action.
▪ Service provider shall target pests in all breeding sites in addition to the
adult stage’s sites (comprehensive larviciding and adulticiding control
services)
▪ To maintain all the time client safety and control team safety as well, as
per the best recommended practices in pest control field and the local
regulations of UAE
▪ To provide pest control record (logbook) to the client in the site (to be
available with contract management and accessible for Tadweer
inspectors), containing related pest control services data such as (but
not limited to):

o Visits schedule and frequency in general
o Report for each visit
o Materials safety data sheets
o Traps and bait station maps
o Summary for used equipment and materials in the site (arranged
in a table forms)
o Duration (time in – time out),
o Taken procedures taken.
o Pest infestation levels,
o Used pesticides (type, mixing ratio and quantity),
o Periodic pest survey records
o Preventive recommendations for the client (photographed if
possible)
o Names and positions of control team with their signatures and
contacting numbers.
▪ All previous data should be summarized from Services provider in a form
of daily reports (visits reports) in the logbook, in addition to monthly
reports and any further requested data from the client, and these
reports should be provided to Tadweer as well.
▪ To provide qualified staff as per Tadweer qualification requirements, to
ensure staff professionalism and the quality of provided service as well.
▪ To Provide sufficient knowledge for client on how to properly implement
cultural and physical practices that will reduce or prevent pests’
population.
▪ To use only registered and approved pesticides, materials, tools, &
equipment
▪ To comply with Tadweer instructions and guidelines, in addition to all
local and federal laws regulations
▪ Service provider should provide organizational structure chart for
control teams showing responsibilities, jobs description in addition to all
contacting details (such as calling numbers, email addresses, etc.…) to
insure proper chain of command, smooth flow of operational actions
and clear communication channel between the client and the services
provider.

▪ Service provider should provide operational plan showing teams
distribution and visits dates/ timing for each location (plan should be
approved from the client)
▪ Service provider team should always wear company uniform with clear
logo and available company ID’s.
▪ Service providers shall provide the contact details of control team to the
client, contact details shall include name, position, mobile phone, email
address for all control team members.
▪ Provide sufficient knowledge for client on how to properly implement
cultural, habitat modification, and physical practices that will reduce or
prevent pests’ population, this knowledge must be documented in the
form of formal recommendations or required actions and to be reported
to the clients.

The standard service scope shall be built based on two main domains, the pest range of the
service and the area range where the treatment shall take place.

In case of any other introduced vector pest with a medical importance, it will be included in the scheduled
program in the internal and external areas as per Tadweer technical guidelines

10.1.2. AREA SCOPE
Public health pest control services shall cover all areas where pests can inhabit and pose risks to
human beings, animals, and the environment. The range that shall be covered for Highly Important
Entities domain includes (but not limited to):
Indoor areas Kitchens, internal drain and sewage system, bedrooms, bathrooms, basements,
utility rooms, electrical rooms, ornamental plant pots, storage rooms, dining
rooms, buildings roofs. wooden structures, living rooms, dressing rooms,
furniture, and any other rooms or objects inside the building
Outdoor areas Sewage manholes, storm water manholes, yards, standing water pools, irrigation
water tanks, garbage containers, parks, trees, plantation, animal shelters, animal
manure fertilizers, swimming pools, utilities boxes and rooms, and any other
areas or facilities within the perimeter of the real estate.

10.2.2. UNSCHEDULED SERVICE FREQUENCY
Unscheduled services are provided in irregular basis depends on pest’s occurrence and customer
demands for the pests that occur occasionally. The initiation of unscheduled services mostly done by
the client, however, once the service is carried out there shall be certain follow up treatments to
ensure that pest problem is solved. Those follow up shall be carried out in regular basis until the pest
problem is vanished.
Note: providing pest control services shall always include inspection and survey. Other services can
be carried out separately, all together or any combination that can solve the pest problem depending
on the situation. Therefore, it is not necessary to include chemical treatments or all services in every
service, the service may sometimes be limited on conducting inspection and monitoring in case of
low or zero infestation.

10.5.1. INTRODUCTION
Waste treatment facilities or waste collection points include any area, premise, or facility where
solid waste, garbage, food waste, organic waste, green waste, municipal waste, sewage, animal
carcasses, sludge, or animal manure are collected, stored, treated, dumped, processed, or
composted. Waste treatment facilities can include (but not limited to)
1- Landfills and dumping sites.

10.6.6. SPECIAL REQUIREMENTS
1- No chemical treatment shall be carried out in the presence of students and all chemical
treatments shall be carried out when the students leave the school or in holydays.
2- In case of dangerous pests. Dangerous pest shall be eliminated immediately, however, the
area of treatment shall be evacuated completely in at 50 m diameter from workplace.
3- Do not carry out any treatment until having official permission form entity management.
Entity management grant permissions only when they are fully aware about the treatment
and associated risks.
4- Never to spray residual treatment in furniture used in classrooms and cafeteria.
5- All poison baits used for rodents, flies, ant, cockroaches shall be used inside bait stations.
6- Strictly follow the safety instructions of Tadweer TG’s
