CHAPTER I

THE PROBLEM ANDS ITS SETTING

This chapter discusses the introduction of the study, background of the

study, theoretical framework, statement of the problem, scope and limitations,

significance of the study and definition of terms.

Introduction

The peaceful day to day life of a student inside a campus is because of

the security measures put in place by the campus security. Everyone is

accountable for maintaining security; it is not just the chief security officer's and

the school security force's job. With the right guidance, instruction, and cultivation

of the necessary personal dedication, even the most challenging schools may be

converted into a secure and safe learning environment (Mabanglo, 2020).

Campus security is something that educational institutions either practice or

adopt, and everyone involved—administrators, academics, staff, students, and

others—needs to be acutely aware of this issue. In keeping with this, aside from

the several significant duties that come with managing a university, one of the

most prevalent problems that a campus must handle is campus security.

Teachers now understand that security and safety are the cornerstones of all

learning. The degree of safety that kids perceive in the school environment has a

direct bearing on their attendance and academic achievement. Feeling

vulnerable makes it difficult for young people to focus on their studies, and an

environment of dread compels educators to switch from instructing to policing.


Concerns about safety and security are quickly becoming in importance in any

conversation about raising academic achievement across the board in schools.

For youngsters of school age, schools are among the safest places to be.

However, despite the said campus security practices, educational

institutions in United States (US) have been threatened and had actually

experienced security breaches when a mass shooting at high school in Parkland,

Florida wherein 17 were killed (Chuck, et al, 2018). The implementation of zero-

tolerance policies in numerous states and school districts has resulted in kids

facing harsher consequences for breaking school rules. In certain instances,

criminal charges have been imposed for violations that were previously handled

as school disciplinary concerns.

Furthermore, a lot of districts and schools have implemented stringent

security measures in tandem with the introduction of zero-tolerance rules. These

measures include the deployment of armed security guards, the installation of

surveillance cameras and metal detectors, and other steps aimed at bolstering

security. Opponents of zero-tolerance rules have noted that many schools have

neglected some programs and school settings that are crucial to academic

success, student well-being, and school safety by exclusively focusing on

security. (Garver & Noguera, 2012). Most shootings that in the United States has

changed a lot of Security Protocols inside Campuses and even though there are

no instances in the Philippines with the same problem, but to ensure such higher

level of security inside the Campuses, awareness of the students of the protocols
and security measures must be measured in order to know if the students can

follow it properly.
