Q1. In your opinion what are the strengths, gaps or limitations of 2009 higher education
proclamation in Ethiopia
Strengths
The proclamation established a legal framework that guides institutions to focus on quality
education and research. It also created a balance between institutional autonomy and
accountability to the government and public interests.

Limitations
The proclamation does not apply to institutions that are primarily religious or that only offer
diploma and certificate programs.

Other challenges in Ethiopia's higher education system include:

 Underfunding: The system is underfunded, which can lead to underresourced libraries, large
classes, and a shortage of equipment and supplies.

 Staffing: There is a shortage of academic staff, especially experienced professors.

 Connectivity: There is poor connectivity and a lack of technical expertise.

 Curriculum: The curriculum is inflexible.

 Access to education: There are challenges with access to education.

 Quality of education: There are challenges with the quality of education.

Q2. Do you think that current academic and administrative bodies of higher education institution
in Ethiopia are competent enough to meet the expectations of the society?

The academic and administrative bodies of higher education institutions in


Ethiopia face many challenges and may not be fully able to meet societal
expectations:
 Quality of education: The quality of education in Ethiopian higher education institutions
(HEIs) is a concern. Graduates may not be well equipped with the required
competencies.

 Academic staff: There is a shortage of experienced professors and a need for more
qualified academic staff.

 Research capacity: The research capacity of universities is a challenge.

 Institutional policy: Ethiopian universities may not be responsive to current


globalization demands or graduate employment demands.

 Governance: The higher education system in Ethiopia is regimented in its


management.

 Working environment: The working environments in HEIs are poor.

 Educational resources: There are inadequate educational inputs.

Some say that effective leadership and management are essential for HEIs to
achieve their objectives. The Ministry of Education has taken steps to improve
the quality of education, such as requiring all university teachers in public
universities to complete the Higher Diploma Program (HDP).
Q3. Based on your experience as a higher education teacher, discuss the theoretical, structure and
practical option for the success of heis in Ethiopia.

Some theoretical, structural, and practical options for the success of higher
education institutions (HEIs) in Ethiopia include:
 Training: Provide training opportunities for teachers at all levels, including pedagogical
training and training in their area of specialization.

 Teacher qualifications: Ensure that academic staff are qualified for their positions. The
minimum teacher qualification in Ethiopia is a diploma, but many teachers are hired who
are below the standard for the position.
 Teacher compensation: Increase the income level of teachers. Teachers in Ethiopia
are underpaid and complain about low salaries, poor working conditions, and no fringe
benefits.

 Curriculum: Review the curriculum.

 Funding: Establish new funding arrangements.

 Student contributions: Consider a graduate tax as a way for students to contribute to


higher education costs.

Other challenges in Ethiopia's higher education system include:


 The quality and relevance of science and technology programs
