ORDER:

1' The Committee was constituted for fixation of fee in respect of Self-
Financing Professional colleges under the Chairmanship of Hon'ble Mr.
Justice K, VENKATARAMAN.

2' Most of the Engineering Colleges have submitted their proposal along with
documents for revising / increasing the fees payable by the students,

3. In fact,3 years back the fee has been revised and it is due for the
academic year 2O2O-2O2I. Some of the colleges were inspected by the
Chairmanof the committee himself and some colleges by the Sub-
Committee appointed by the Chairman. Such Sub-Committee was
appointed, since due to COVID-19 the, Chairman of the Committee could
not visit the Colleges.

4. The report of the Sub-committee, the documents enumerating the


infrastructure provided in the respective colleges and the income and
expenditure of the colleges were perused.

5. As stated already the Chairman himself visited certain colleges to find out
the infrastructures available therein. The auditor also investigated the
income and expenditures submitted by the various colleges,

6. The following seat sharing for admission of students in Self Financing


Engineering Colleges is already in vogue for several Years,

7. The following fee structure was fixed during 2077-ZOLB for

B. Though based on the available materials, the fees has to be revised /

increased, due to COVID -19 it has been felt by the Committee that the
parents of the students will find it very difficult to pay the fees. However,

reasonable increase of fees has to be made considering the facilities


available in the Engineering colleges and income and expenditure.

9, The following factors were considered by the committee

i, Principal adopted by Sri Krishna Committee


ii, The expenditure details submitted by the colleges in proposals

iii. Request submitted by the representatives of the Colleges regarding


Skill Development and placement rraining expenditure

iv. Seat sharing for admission of the students in Self Financing

Engineering Colleges.

10' Keeping in mind all the above factors, which have been set above, the
Committee is of the view, that the fee prescribed for the students
admitted in the Government Quota need no change for the academic year

2O2O -202t. However a sum of Rs. 20,OOO/- could be increased as tuition

fees to the students admitted in the Management Quota to the following

Colleges.

t4. For all other Colleges except the colleges set out in para 10 and 12, the
fees prescribed in the year 2017-2OIB shall prevail for the academic year
2O2O-202I. the fee structure will be taken up for consideration for all

colleges for the academic year 202I-2022.

15. In addition to the above fees, the institution is permitted to collegect an


amount of Rs,5,000 /- per student as development fee.

16. In addition to the above recurring annual fee, the concerned Institutions
are permitted to collect a refundable one time caution deposit not
exceeding Rs,5,000/- per student at the time of admission, to be
refunded at the time the student leaving the institution.

t7,In addition to the annual fee, the institutions set out in para 10 are
permitted to collect an amount of Rs.15,000/- and the colleges set out in
para 12 are permitted to collect an amount Rs.7500/- per student
towards Placement and Training fee subject to the following conditions:

. The institutions have to necessarily submit the details of


expenditure towards Placement and Training at the end of every
year.

. The institutions have to submit the placement details of the


institutions at the end of every year,

o It is made clear, that if the Committee is not satisfied with the


performance of the college regarding Placement and Training
provided to the students and placement record of the college, the
Committee will withdraw the fee fixed for placement and training
fee to the above institutions,

. The above fee fixed for Skill Development and training is only for
one year, it will be renewed during 2O2t-2022 based on the
performance of the colleges,

The instructions shall set up the inhouse training centre (or) shall
have tie-up with the training centers to increase the skill set of the
student.

. It should be made available to all the students,


18. It is made clear that the fee fixed by the Committee is the maximum fee
to the charged by the institutions. It does not mean that the Colleges
cannot charge less fees. It is open to the institutions to charge lesser fee
than the fee fixed by the committee, if they so desire.

19, If any institutions seek revision of the fee fixed, it is always open to the

said institutions to apply for revision of fee to the committee along with

the relevant records and book of accounts to the committee. The

Management of the Self Financing Engineering Colleges are directed to

cover all the students under Students Group Insurance Scheme. The
above fee does not include Hostel, Transport and mess charges,

20, The Committee recommends to the institutions to consider granting of


partial waiver concession of Rs.7500/- per annum in case of deserving

meritorious students. Further it is learnt that some colleges are waiving

the fees payable by the meritorious students, this committee


recommends that more colleges could take the responsibility in paying

entire fees for the poor students as well the students from the rural areas

apart from the meritorious students.

21' The Committee directs the Institutions shall not collect or levy any other
recurring or non-recurring fee including capitation fee.

22. Any deviation of the order of this committee will entail serious penal

consequences like withdrawal of approval by AICTE and disaffiliation by

the concerned University as well as imposition of fine.

23. Any student / parent aggrieved by overcharging of fees if any, by the


Institutions is at liberty to approach the committee for redressal.
