I. Introduction
It is clear that the allegations raised in the complaint do not meet the
requirements for impeachment set forth in the 1987 Constitution of the
Philippines, specifically under Article XI, Section 2, which stipulates that
public officials may be impeached for “culpable violation of the
Constitution, treason, bribery, graft and corruption, other high
crimes, or betrayal of public trust.”
None of the actions mentioned in the complaint fall within the ambit of these
grounds. The charges are either irrelevant or without factual foundation, and
as such, do not constitute an impeachable offense.
I urge the Honorable Committee to consider the broader context and dismiss
this baseless complaint in accordance with the principles of fairness and
justice.
In light of the lack of merit, the absence of concrete evidence, and the
political motivations behind this complaint, I respectfully request that this
impeachment case be dismissed at the earliest possible opportunity.
VI. Conclusion
I trust that the Honorable Members of the Committee will act in accordance
with the Constitution, the rule of law, and the principles of justice. I stand
ready to cooperate fully with the proceedings and provide any additional
information or clarification necessary to resolve this matter.
