Dear Honorable Members of the Committee,

I, Sara Duterte, Vice President of the Republic of the Philippines, in


response to the impeachment complaint filed against me by Representative
Neri Colmenares and others, respectfully submit this formal reply to the
allegations made in the complaint.

I. Introduction

I am fully aware of the gravity of the charges brought against me in this


complaint, and I wish to reiterate my unwavering commitment to upholding
the Constitution of the Republic of the Philippines and performing my duties
as an elected official with integrity and honor. I deny the allegations made
against me in the complaint and respectfully request the dismissal of this
impeachment case for lack of merit.

II. Denial of Allegations

The impeachment complaint lodged against me contains accusations that I


have committed actions deserving of impeachment, specifically related to
misuse of public funds. This charge is unfounded, politically motivated, and
do not meet the constitutional standards necessary for impeachment.

1. Allegation 1: Misuse of public funds


I categorically deny the accusation that I misuse of public funds. The
record of my actions as Vice President and former Mayor of Davao City
clearly shows that I have consistently acted within the bounds of the
law and with respect for the people I serve.

My actions on this matter were fully compliant with government regulations,


and the funds in question were utilized for their intended purposes.

III. Legal and Constitutional Basis for Dismissal

It is clear that the allegations raised in the complaint do not meet the
requirements for impeachment set forth in the 1987 Constitution of the
Philippines, specifically under Article XI, Section 2, which stipulates that
public officials may be impeached for “culpable violation of the
Constitution, treason, bribery, graft and corruption, other high
crimes, or betrayal of public trust.”

None of the actions mentioned in the complaint fall within the ambit of these
grounds. The charges are either irrelevant or without factual foundation, and
as such, do not constitute an impeachable offense.

IV. Political Nature of the Complaint

It is also important to note that the impeachment complaint filed against me


appears to be politically motivated, stemming from partisan interests rather
than any legitimate concern over my conduct in office. I firmly believe that
the timing and nature of this complaint are indicative of a broader political
agenda rather than a genuine effort to uphold justice.

I urge the Honorable Committee to consider the broader context and dismiss
this baseless complaint in accordance with the principles of fairness and
justice.

V. Request for Dismissal

In light of the lack of merit, the absence of concrete evidence, and the
political motivations behind this complaint, I respectfully request that this
impeachment case be dismissed at the earliest possible opportunity.

I remain committed to serving the Filipino people with honesty, transparency,


and respect for the rule of law. I ask that this committee thoroughly review
the facts and evidence before taking any further action on this matter.

VI. Conclusion

I trust that the Honorable Members of the Committee will act in accordance
with the Constitution, the rule of law, and the principles of justice. I stand
ready to cooperate fully with the proceedings and provide any additional
information or clarification necessary to resolve this matter.

matter will be resolved justly and expeditiously.
