Prevention Cost

(a) Preventive measures adopted by the Contractor.

As a direct result on the consequential effects of the pandemic the Contractor have
to incur cost as part of the mitigation measures as required under the directives
passed by the Philippines government:

a. Face masks or such other protective equipment which can effectively


lessen the transmission of CoVID-19.
b. enforcing minimum public health standards

c. Clean the work areas with disinfectant and make sure that water, soap and
sanitizer are available in all washrooms and toilets.

(b) Access Control and other precautionary

During this critical period, the Contractor was obligated to comply with the
requirements as spelt out in the Omnibus Guidelines on The Implementation of
Community Quarantine in the Philippines in order for the construction work to be
operated lawfully, including:

*All persons are mandated to wear face masks or such other protective equipment or
any combination thereof, which can effectively lessen the transmission of COVID-19.

*Maintaining of social distancing protocols to be observed.

*Non-essential work gatherings shall be prohibited.

*Provision of isolation facilities for Persons under Monitoring (PUMs), and suspect
and confirmed COVID-19 patients.

*Establish contact tracing and contact monitoring protocols. trace close contacts of
confirmed individuals.

(c) Standby cost for Chinese Employees forbidden to Enter into the
Philippines.

Imposition of any foreign nationality coming from China or its Special Administrative
Regions including within 14 days immediately preceding arrival in the Philippines has
been to China or its Special Administrative Regions was enforced on 31 January
2020 and leading to 8 March 2020, where proclamation was issued by the President
of the Philippines declaring a State of Public Health Emergency throughout the
Philippines arising from Covid-19.

On 2 February 2020, directive from the Civil Aeronautics Board, Department of


Transportation in the Republic of Philippines imposed the temporary banning entry
into the Philippines of any person regardless of nationality directly coming from
China or its Special Administrative Regions including within 14 days immediately
preceding arrival in the Philippines has been to China or its Special Administrative
Regions

During this period, the control policies relating to entry requirements and flights
suspension have hampered the Chinese employees scheduled from mobilizing /
entering to the Philippines.

(d) Additional cost caused by special mobilization

Where the nationality of the Contractor’s majority overseas staff was from China and
in lieu of the prohibition order*, recruitment of technical specialist and operatives
from other Asian countries (Thailand & Singapore) outside the prohibited category
were sought to support the project.

In this aspect, the Contractor had incurred additional cost as in renumeration, flight
tickets, meals and accommodation for the external supporting teams.

2. Detection Cost

(a) Nucleic Acid Test Cost

Chinese Nationals who are to fly from the Philippines to China are required to
take the Nucleic Acid Tests and Serum Antibody Test for COVID-19 within 3 days
(72 hours) before boarding and only those who test negative will be allowed to board
the plane. Similarly, for all China-bound seafarers, they should provide negative
certificates for BOTH nucleic acid and IgM anti-body tests for COVID-19 within 48
hours prior to boarding the vessel.
This arrangement has resulted in additional cost incurred for all out-bound workers
heading back to China.

3. Isolation Cost

(a) Establishment of Quarantine Facilities

In the course of managing symptomatics within the workforce, the Contractor is


required to establish Quarantine facilities in the isolation of any worker suspected of
infected with Covid19. Such facilities must be separated, well-ventilated room in the
workplace and regularly be decontaminated with appropriate disinfectant as per the
guidelines provided by the Department of Health.

The Contractor is obligated to provide salary for the suspected infected personnel
during the period of quarantine and the in addition to the construction cost involved
in the erection of a separated quarters to house those personnel having
asymptomatic and symptomatic conditions. This has resulted in significant cost
absorbed by the Contractor.

(b) Medical Expense for Workers with asymptomatic and symptomatic


conditions.

While majority of the workers from the Contractor are not qualified to avail of the
medical benefits in the Philippines for treatment. In accordance to the Department of
Labour and Employment. Labour Advisory No: 04/2020, the employer shall shoulder
all the medical expenses of any affected worker until full recovery.

As such, due to this unprecedented situation, the Contractor had incurred significant
amount of costs involve in exercising flexibility and compassion in granting paid
salary and medical cost for the man-day lost which was not cost for in the project.

(c) Extra Travel & Quarantine cost for employees entering into Philippines

A total of 224 personnel who are related to the project collectively entered into the
Philippines during the period of 23 June to November 2020. They are subjected to a
mandatory fourteen (14) days quarantine requirements based on the guidelines
prescribed by the Department of Health which must be strictly observed.

This result in additional costs incurred for the entirety of the quarantine period for the
affected personnel.

(d) Additional Measures for Site Security Control

As per the recommended guidelines delineated by the Inter Agency Task Force for
the Management of Emerging Infectious Diseases (Resolution No: 12 & 50), the
Contractor established the ‘Chinese United Defense Team as part of the due
diligence effort in demonstrating compliance towards the national effort in the
management of social distancing measures, movement and safety measures in the
Covid-10 response protocol for the workers and visitors within the project worksite.

The team play a crucial role in contributing to the effort to control the disease in
fighting the coronavirus in its ranks into a round-the- clock effort involving in
patrolling, screening, ensuring the observance of safety precautions in the mitigation
of the coronavirus that are inimical to one’s health. As such, the Contractor has
incurred significant cost in the provision of additional measures for site security
control

(e) Delay and Quarantine Cost via Seaport for all Maritime Vessels

On 4 February, the Bureau of Quarantine from the Department of Health have


imposed immediate measures at all seaport for all maritime vessels (Cargo vessels)
calling from China, including Hong Kong and Macau Special Administrative Region,
in the past fourteen (14) days to be boarded at the quarantine anchorage.

In such coordinated effort to reduce the risk of further spread by the Agency via
shipment, this has resulted in the Contractor experiencing numerous missing
equipment and/ or delay in arrival to site which is unforeseen that significantly impact
on the programme deliverables.
