School-Based Child Protection Handbook

Introduction

The safety and welfare of children are the top priorities of Balite I Elementary School. This handbook
complements the school’s Child Protection Policy by providing clear, actionable guidelines to ensure all
children are safeguarded from abuse, exploitation, violence, and bullying. It aligns with DepEd Order No.
40, s. 2012, emphasizing a zero-tolerance policy for child abuse in any form.

Chapter 1: Roles and Responsibilities

Child Protection Committee

The Child Protection Committee (CPC) ensures the implementation of this policy. Members include:

 Chairperson: Maylene D. Ferran (School Head)

 Vice-Chairperson: Alyssa Jane E. Benedicto (Guidance Designate)

 Committee Members: Representatives from teachers, parents, the Barangay Council for Child
Protection, and the Supreme Pupil Government.

Responsibilities:

1. Ensure all staff are aware of the policy.

2. Attend training on child protection.

3. Act as the primary contact for child protection concerns.

4. Submit annual reports on child protection issues to the division office.

5. Review and update the policy annually.

Chapter 2: Guidelines for Reporting and Responding to Incidents

Steps for Reporting Abuse:

1. Listen Carefully: Avoid making assumptions or asking leading questions.

2. Document the Incident: Record the date, time, location, and nature of the disclosure or
incident.

3. Report Immediately: Submit the report to the Chairperson or Vice-Chairperson of the CPC.

4. Maintain Confidentiality: Share information only with those involved in resolving the case.

Actions Following a Report:


 Initial Assessment: The Chairperson evaluates the information.

 Parental Notification: Parents are informed unless doing so risks further harm to the child.

 Referral: Serious cases are referred to the Local Social Welfare & Development Office (LSWDO)
for further assessment.

Chapter 3: Preventive Measures

Creating a Safe Environment:

 Conduct regular anti-bullying campaigns.

 Integrate lessons on children’s rights into the curriculum.

 Organize seminars for parents on positive discipline.

Positive Discipline Approach:

 Promote self-discipline and respect among students.

 Avoid corporal punishment and encourage constructive feedback.

Chapter 4: Training and Awareness Programs

For Staff:

 Annual workshops on identifying and handling child protection issues.

 Orientation on legal obligations under DepEd policies.

For Parents:

 Sessions on understanding children’s developmental needs.

 Strategies for fostering a supportive home environment.

For Students:

 Age-appropriate programs on recognizing and reporting abuse.

 Peer support initiatives to combat bullying.

Chapter 5: Record Keeping and Confidentiality

Record Management:

 Maintain secure files for all reports and investigations.
