The said convention was participated of the different professionals in the field of guidance
and counseling. This 17th National Convention boasts of the dynamic line up of credible resource
speakers and facilitators who helped spell out the quality of work in the counseling field while
integrating the role of client’s family and personal capacity in the enhancement of psychological
well-being.
Since it was a gathering of the different counselors, the participants were able to know
different practices in the field of guidance and counseling. We recognized different counseling
techniques applicable in our profession in today’s new mindset of our clientele.
In the final phase of the seminar, we do workshop through different psychological cases
issue which our learning’s tested.
Participants were able to gain new techniques pertaining to guidance and counseling
profession. The participants were able to upgrade their perception, knowledge and appreciation on
the counseling profession.
The said convention is very helpful in today’s growing emotional and psychological concerns
faced by many people in the world, thus, the skills and knowledge must be applied efficiently.

I. Rationale
To promote inclusive growth through decent and productive work is at the heart of the
Department of Labor and Employment (DOLE) thrust of assuring that favorable economic and labor
conditions are established and maintained eventually leading to the “inclusiveness” principle as an
accepted practice in the Philippine labor market. This year’s 19th National PESO Congress houses the
annual convergence of more than a thousand PESO Managers across the country together with
legislators, and employment stakeholders as they forward gainful employment under the theme “Sa
PESO may Disenteng Trabaho ang Bawat Pilipino”. Understanding this concept explains the necessity
of harnessing intermediary employment facilities that have the capacity to touch base with the
greatest number of people especially those actively searching for work and the vulnerably
unemployed, with emphasis on the youth and women sectors. This is the reason why the DOLE has
consistently advocated for the institutionalization of all Public Employment Service Offices (PESOs)
nationwide. Only by transforming the PESO as the main employment brokerage facility of the
country would we be able to alleviate the burgeoning concern on jobs-and-skills mismatch. Because
it is a public entity, its inclusive or non-discriminatory nature makes it a strategic mechanism for
deploying government-initiated employment service programs, projects, and activities. It is to
believe that tapping this institution will help bridge the perceived gap between manpower supply
and demand.
II. Objectives
The said convention was participated of more than a thousand PESO Managers across the
country together with legislators, and employment stakeholders as they forward gainful
employment. Secretary Silvestre Bello III made the call at the opening of the three-day 19th National
PESO Congress held at the SMX Convention Center Bacolod last (Wednesday) October 09, 2019. A
congress like this is needed to underscore the need to strengthen the tie-up between the
Department of Labor and Employment (DOLE) and our local governments,” the labor chief said. Bello
said through the PESOs generates information on areas such as job matching and employment
opportunities. The session was started with a keynote message from the chief Legal Counsel and
Presidential Spokesperson, the session discussed on the recently enacted laws relative to
employment such as the First Time Jobseekers Act, Telecommuting Act, Ease of Doing Business,
Career Guidance Law, PES CATS, among others and how institutions such as TESDA and PBEd can
offer support to these laws through their programs. Second Plenary Presentation: Policy Reforms
towards Decent Employment, on stage with moderator BLE Director Dominique Rubia-Tutay
are TESDA Deputy Director General Rosanna A. Urdaneta and Ms. Lovelaine Basillote of Philippine
Business for Education talked about the recently enacted laws relative to employment and how
institutions such as TESDA and PBEd can offer support to these laws through their programs. Third
Plenary Presentation “Advancing Social Justice, Promoting Decent Employment in the Future of
Work “delivered by Khalid Hassn. Also part of the program the “The 2018 Best PESO Awards Night
and Fellowship Night at the same time where all the participants has the opportunity socialize and
mingle from the different region. Day 2 , Fourth Plenary Presentation “Ensuring a Safe Work
Environment Towards Decent Work”, the session primarily focused on the significance of a safe
work environment towards the attainment of decent work which includes policy issuances and
initiatives from DOLE , it was delivered by the OSHC Executive Director Noel C. Binag, CE .Fifth
Plenary Session, The role of PESO in securing gainful employment in the Transportation Industry”,
the session discussed the engagement of PESO and other inter-agency efforts relative to the
transitioning of workers in the Philippine Transportation Industry caused by the ongoing transport
modernization, it was spoken by USEC. Mark Richmund M. De Leon (TBC), Road Transport and
Infrastructure Cluster – Dept. of Transportation. Sixth Plenary Presentation, Strengthening the JPO-
PESO Partnership in providing effective and Relevant Career Guidance and Employment Coaching,
the session tackles the partnership between JPOs and PESOs in facilitating jobseekers towards
gainful and decent employment through relevant and timely LMI, and in utilizing Career Guidance
and Employment Coaching as an effective tool in addressing job-skill mismatch which spoken by V.P.
Leonarda Romasanta Aguinalde, PhD from the University of Cordilleras. And last but not the least
spoke person Director Anna Liza F. Bonagua, CESOIII, Bureau of Local Government Development –
Department of Interior and Local Gov’t with the topic, “Building Business-friendly LGUs through the
PESO’s”, the session discussed the MOA between Board of Investments and DILG which promotes
the country as an investment destination choice that will generate the much needed employment
for our countrymen. And afterwards was the open forum and on the third day the PESOMAP
Business meeting, Distributions of certificates, Showcase of Regional Products of Bacolod.
IV. Learning Outcomes
Participants were able to gain updated knowledge on employment facilitation that would
really help on our graduates and even to graduating students to be equipped with the knowledge
and skills in finding job, job that is suitable to their potentials and capabilities. The participants were
able to upgrade their knowledge in terms of capable placement program and services to provide
effective and relevant employment coaching.
The said convention is very helpful in today’s competitive world where many Filipino are
Jobless and in risk working abroad just to provide the needs of their family financially. May the
advocacy in capable employment to all Filipino workers in local or in abroad will be sustained and
supported fully with the government, as it is a need for survival.

Title of Seminar/ Training: Mental Health in a Social Media World: Basic Support Skills for Teachers
I. Rationale
The high rise of suicide incidence in Bohol Province, which happens almost every
week, excluding the unreported cases is calling our attention in the academe to respond to this
alarming mental health problem. Most of the victims of suicide are young individuals. The way
forward is to act together, and the time to act is now. I believe it is a call upon all stakeholders to
help support this advocacy and make suicide prevention an imperative.
II. Objectives
This preventive program will enable mental health advocates such as teachers and
guidance counselors earn knowledge and skills that will consequently help the students of DEPED
and BISU Calape in establishing better awareness in promoting health, emotional wellness, and
resiliency , since suicide is the second leading cause of death among 15-29 years old” (WHO) and
there is no health when there is no mental health.
III. Highlights
The said convention was participated of the different mental health advocates such as
teachers and guidance counselors. The spoke person of the said seminar was Mr. Ernest Tan and he
highlighted the positive psychology. He discussed about the nature of Human Being, the wellness
construct which is the perma.
The activity had a great impact to all of us, as the mental health advocates, it give us ideas
how to dealt in every negative situation as guiding light of the youth in today’s generation. As
positive psychology describes the effects a positive attitude can have on one’s enjoyment of a
situation, people, and life as whole. If one is able to find something good about every situation they
encounter, then their overall life experience will be positive. It explains that one’s mindset determines
the outcome of a situation, including how well they get along with people around them. Positive
emotions are capable of changing not only one's outlook on life, but also their life as a whole. By
viewing every situation in a positive way stress can be reduced, and both physical and mental
discomfort will be limited.
Participants were able to gain valuable knowledge for better awareness in promoting mental
health.

with a welcome message from Hon. Arthur C. Yap and a keynote message of Sec. Silvestre H. Bello III
the secretary of labor. And right after followed by the declaration of the official Opening of the 19 th
Regional PESO Congress given by the President of the REPESOM, then followed by the Rationale of
the activity and Presentation of the house rules. For PART 1, the topic is about the Updates on Latest
Employment Issuances and Reforms which includes the First Time Jobseekers’ Act; Telecommuting
Act; Ease of Doing Business Act; Career Guidance Law and PES Competency Assessment Tools. The
Plenary Session 2, Strengthening the JPO-PESO Partnership in Providing Effective and Relevant
Career Guidance and Employment Coaching. Part 2 was the Capacity Building and Motivational
Activity for PESO which includes promoting mental health and spiritual health at the work place and
the PESO as structure and sustainability. Part 3 was the Year-End Planning and Assessment and
REPESOM general assembly.
IV. Learning Outcomes

the Benchmarking for Regional Implementers and PESO Managers.
I. Rationale
To promote inclusive growth through decent and productive work is at the heart of the
Department of Labor and Employment (DOLE) thrust of assuring that favorable economic and labor
conditions are established and maintained eventually leading to the “inclusiveness” principle as an
accepted practice in the Philippine labor market. This orientation aims to equip the PESO Managers
with knowledge, strategies and techniques in crafting relevant labor market information and gather
inputs relative to the implementation of PESO programs and services, thresh out issues and concerns
of REPESOM 7, and benchmark best practices and experiences of the model PESO.
II. Objectives

help other PESO Managers to be more productive in terms of the
implementation of their respective programs and services.

The said activity was participated of PESO Managers across Region 7 together with DOLE
personnel/representative. The activity started with a warm welcome message from the DOLE7
Regional Director, and followed by the Rationale which was given by the supervising LEO,TSSD-
EWW. The session 1 was the LMI Framework it was discussed by the PESO Regional Focal, followed
by the data collection presented by the NSRP Regional Focal and Data Analysis by the supervising
LEO. By the second day it was started with a morning prayer, then after, the recapitulation of last
topic tackled. Onward, was the Refresher on the Career Guidance Advocacy Tools/Materials
presented and elaborated by the CGAP Regional Focal then, followed by the briefing on the
Benchmarking activity and PESO Socials. And the last day was the PESO Benchmarking on PESO
awardees with their best practices and experiences.
IV. Learning Outcomes
The activity is indeed, a great experience to all of the participants; we’ve learned a lot most
especially on the strategies and techniques needed in crafting relevant labor market information and
gather best practices to other PESO Managers especially on how to properly document activity and
writing reports.
It is important to really have an experience like this and exposure to this kind of activity to
update the participants, as the labor market trends upgrading from time to time, it was an
advantage for us, to be well-informed as placement officers /career advocates who deal and guide
to the job seekers .

congress started with a welcome message from Director Salome O. Siaton, Regional Director-DOLE 7
and with the keynote speaker Asec. Dominique Rubia-Tutay, Assistant Secretary and Concurrent
Director IV-BLE. And a rationale was given by Ms. Ma. Teresa D. Tanquiamco, OIC of TSSD-EWW. For
PART 1, the topic is about the Operationalizing the Four-Window Model of Stronger PESO followed
with the Presentation of the Issues, Concerns, and challenges of PESO. Another topic also for Day 1,
is about the Work Ethics of a productive Worker and Approach to a Productive Career Choice which
the main highlight is the conduct of Career Guidance to secondary and college graduating students.
Other interesting topic emphasize Finding Work in the New Normal: An Assessment of Local Public
Employment Facilitation Services and Mechanisms in the Philippines. For the second day, The stories
of success and suffering of OFW Diaspora is presented and followed by the Salient Features of the
2021 Search for Best PESO. And then, a time given for OPEN Forum. Lastly, the Recognition/
Awarding Ceremony and Closing.
IV. Learning Outcomes
We were able to gain updated knowledge on employment facilitation that would really help
on our graduates and even to graduating students to be equipped with the knowledge and skills in
finding job, job that is suitable to their potentials and capabilities. It is indeed, a gainful experience
that we were be able to upgrade our knowledge in terms of capable placement program and
services to provide effective and relevant employment coaching to our clints/students.
This congress really means a lot especially in today’s competitive world where many Filipino
