NORTH RIFT ECONOMIC BLOC STATUS REPORT

INTRODUCTION

The North Rift Economic Bloc (NOREB) was formed with the goal to strengthen the economy of the
North Rift region and thereby improve the quality of life of residents and position them
competitively locally, regionally and globally. County Governments Act Section 6(3) gives County
Governments’ powers to enter into partnerships with a view of creating synergy in service delivery
and economic development. In exercise of this provision, the North Rift Economic Bloc (NOREB) was
among the first regional economic blocs to be formed by the region’s County Governors to enable
sharing and exploitation of common resources, harmonize taxation and develop legislations to boost
investments and trade.
NOREB brings together eight counties in the North region namely Baringo, Elgeyo Marakwet, Nandi,
Samburu, Tranzoia, Turkana, UasinGishu, and West Pokot.
The diverse climatic conditions enables NOREB counties to produce a wide range of products while
the different levels of infrastructural development also allows some to focus on mass productivity
while others focus on value addition and provision of access to national and international markets.
NOREB is composed of the eight counties in the North Rift region which include Turkana, Samburu,
West Pokot, Baringo, Elgeyo Marakwet, Trans Nzoia, Uasin Gishu and Nandi which has a population
of eight million people as per the 2019 census.
ACTIVITIES STATUS
1. LEGAL FRAMEWORK
The NOREB Bill was drafted by the Kenya Law Reform Commission (KLRC)with the support
of the NOREB County Attorneys. A Zero Draft NOREB Bill has since been forwarded to the
County Assemblies of the Eight member Counties of NOREB for debate and ratification.

2. ECONOMIC BLUEPRINT
NOREB Economic blueprint was developed with the Support of AHADI and UNDP. The
Economic Blueprint is ready for Printing and Launching next month in West Pokot County.
3. NOREB WEBSITE
The Bloc’s inaugural website www.noreb.go.ke is up and running.

4. PARTNERSHIPS AND PROGRAMS

i. Community Resilience in the Kerio River Ecosystem ‘CORKE’ PROJECT


Community resilience in the Kerio River Ecosystem a programme dubbed “CORKE” Project
on Climate change along counties bordering Kerio River Ecosystem (Baringo, West Pokot,
Elgeyo Marakwet and Turkana).
This Project was formulated in response to increasing vulnerabilities to climate change by
pastoralists and crop farming communities in Baringo, Elgeyo Marakwet, west Pokot and
Turkana County. The Partnership included a Joint intervention by the four Counties towards
Climate Change action in Partnership with NCCK, NOREB and Dan Church Aid.
This necessitated the signing of a Cooperation agreement by the four Counties in December
2020.
ii. Green Climate Fund (GCF) Concept /Proposal Development
The National Treasury, which is the (National Designated Agency (NDA) of the Green Climate
Fund) did a Sensitization workshop in May 2019 that resulted in the development of a
NOREB Concept note with the support of Hann’s Seidel Foundation (HSF).
In July 2020 NOREB received a “No Objection Note” from The National Treasury that allowed
the Bloc to proceed to mobilize the 9.2 B from Green Climate Fund through the development
of a fully funded proposal. The Process is underway.
iii. Trans Boundary Livestock and Disease Control Policy Development
As a Result of the Outbreak of Foot and Mouth Disease (FMD) in Parts of Nandi County
and its Neighboring Counties in 2019, NOREB in Partnership with USAID is in the
process of developing a Transboundary Livestock disease control Policy.
A Consultant has been procured to undertake the exercise and is currently at it.

iv. Development of the region’s Tourism Profile


NOREB through its priority areas and leveraging on the unique tourism products in its
member counties, is aiming to tap into this potential by finding solutions to the
underlying challenges that might hinder the realization of its full potential in the
sector. Since independence the region has had diverse challenges in its tourism
activities that have slowed growth and therefore negatively affected household
incomes.
In our efforts to develop a Tourism Profile for the region NOREB in Partnership with
The Ministry of Tourism and Wildlife began the process of outlining the status of the
Bloc’s tourism products and exploring possible areas of cooperation in their profiling,
packaging and marketing in December 2020.The Process is underway.
v. Export Trade Development Strategy
The region is well endowed with infrastructural facilities. These include the Eldoret
International Airport, Kenya Railways, satellite airports and all-weather roads. The
main economic activities in the region are livestock farming and agriculture. The
diverse climatic conditions therefore is ideal in supporting the production of fresh
produce that is ripe for export to both local and international markets. However, the
reliance in rain fed agriculture limits full exploitation of its potential.
NOREB in partnership with the Fresh Produce Consortium of Kenya (FPC) organized
an engagement forum to assess the capacity of the existing infrastructure and
potential of the region which will culminate into the development of an Export
Strategy for the region. The Process kicked off on 15th February 2021.
vi. Peace, security and Cohesion Framework
The proposed project will enhance project initiatives to explore the effect of the
pandemic on peace work; looking into good adaptation processes/activities in the
midst of crisis besides seeking to generate information and create an understanding of
the causes of conflict. Amani Mashinani (peace at the community level) will
significantly explore and determine the existing capacities for peace and propose a
framework for engagement on peacebuilding in the member counties. It is hoped that
the framework developed will be deployable to manage perennial conflicts that
increase vulnerability of the population and impact negatively on investments. In this
regard, a conflict assessment will be undertaken to identify the patterns, causes
(existential and emergent), existing response mechanisms all with a view to
developing a collective and consolidated response mechanism that NOREB can utilize
to rally peace and security actors to jointly plan and respond to the conflicts. In this
phase of the project the focus will be in the Kerio conflict which covers the primarily 6
counties of NOREB- (Turkana, West-pokot, Elgeyo-Marakwet, Baringo, Uasingishu and
Nandi Counties). It is hoped that this engagement will offer learning for the bloc to
engage other conflict areas in the region. The study too will further generate data that
will be utilized to address the human security concerns arising out of conflict,
displacement, migration, poverty and more recently as a result of the pandemic.
NOREB has partnered with REINVENT to develop the peace and Cohesion framework
for the region. A Consultant is on the ground for the Conflict Study.
