I
1. INTRODUCTION
In its first year of establishment, Urji Bari owned a school in a Furi Sub-
city for students and around the town and planned to open more schools
in other parts of the country in the subsequent years. It is also the plan
of this school project to incorporate Afan Oromo language in the academic
program both for children and adults those who wish to learn the
language.
The envisaged project will create a job opportunity for about 33 employees on
permanent and temporal base. This will contribute to reduce the number of youth
unemployment which is the bottle neck of the country.
However, Short-term benefits build up from development projects may significantly
impact on the ability of human and natural ecosystems to meet the needs and aspirations
of the future generations unless proper management and monitoring is undertaken. The
concept of sustainable development envisages development that not only allows the
present generation to meet its developmental and natural needs but also ensure
intergenerational equity through application of precautionary principle. An important
component of sustainable development is the process of assessing the potential
environmental, economic and social impacts of a project prior to its implementation.
Economic, social and environmental change is inherent to development. Whilst
development aims to bring about positive change it can lead to conflicts.
Thus, this TOR was prepared by Bright star management and environmental
consultancy plc. to define the scope of work for the proposed Kindergarten to be
established at Furi Sub-city Muda Furi woreda to satisfy the possible chances and
constraints; indicate time table and finally produce Environmental and Social Impact
Statement to be evaluated by the regulatory body for urji Bari school Project located in
Oromia regional state, Furi Sub-city Furi woreda .

1.2 Objective of the Terms of reference
This ToR was prepared to: define the scope of work for the proposed Kindergarten project
to be established at Oromia regional state Furi Sub-city Muda Furi woreda ; identify the possible
chances and constraints; indicate time table and finally produce Environmental and Social Impact
Statement to be evaluated by the regulatory body.
Kindergarten Project is a privately owned project established Urji Bari school in Oromia regional
state, Furi Sub-city. The proponent proposed this Kindergarten project having an overall goal of
taking advantage of opportunities existing in Kindergarten andsupply Education service to local
community. The main objective of the project is aimed at to
Maximize the return on invested capital in the form of profit for the promoter. However, its
implementation will benefit the employee, the consumer society and the government at different
levels. The company will create an employment opportunity for about 33 workers in permanent
and temporal phases. The government gave 1458 M2 land for this mixed use. Total initial capital
is 5,237,279 million ETB.
The proposed kindergarten will have its core business revolving on the business center as listed
above. It will offer a wide kindergarten service delivery.
Although the primary objective of this project is to maximize the wealth of the
company, the successful implementation of this project is expected to have other
strategic objectives from local to national point of view. These objectives include
creation of job opportunities to the local people; promoting quality education,
creating alternative institution to the school age children, and the like.
Accordingly, the specific objectives of the promoter are;
To generate modest profit to the promoter
To create employment opportunity for the working labor,
To contribute to quality education,
To teach students using Afan Oromo language.
2. PROJECT LOCATION
Kindergarten Project is located in Oromia national regional state, Furi Sub-city muda Furi woreda

which is 25km from Addis Ababa. The project is bounded by land proposed for Investment in
Commercial North, Asphalt Mall in south west direction and by land proposed for Investment in
East Direction

The ESIA study work will be carried out, in the Town according to the following

4. Sources of Data
Primary and secondary data are used for the ESIA study work. Primary data is obtained during
consultation with local communities, Furi Sub-city EPA, and Muda Furi woreda administrations
and others stakeholders found in the City. Secondary data sources are obtained from water
supply and sanitation office, urban agriculture office, education office, health office, trade and
industry, planning office, labor and social affair office, urban beatification and greenery office,
wareda administration, children youth and women affairs office, and town administration,
national and regional laws and proclamations, CSA, and others.
The following methodology is used to collect data:
Semi- structured interview: this involved holding individual interviews with the
project manager and his coworkers using a pre- prepared interview checklist and
recording the feedback.
Consultation about the Project: the aim of the consultation with the locally affected
people by the project has a paramount importance to hear and incorporate the views
and opinions of those communities around the area.
Literature review: this involved the review of all literature and data relevant to the
project. The literature included legislation, data kept by the proponent and government
agencies.
Site observation: this involves a transect walk across the site and the neighboring area to
get acquainted with the natural environment and also to cross check issues, arising
from the interviews above. Furthermore, field visit will be undertaken to understand the
likely impacts of a development project i.e. kindergarten in this case on the environment
around the project site through making transect walking along the intended project site.
This field survey also helped to gather the base line environmental condition of the area
for better prediction and evaluation of the adverse environmental and social impacts.

impacts.

instance, financially, the project’s IRR is 63.45% which is greater
than discount rate (12%) and NPV is equal to Br. 12,994,064.32.
