In the reference 1* cited, Government have issued orders for Implementation
of the Financial Assistance Scheme for all Backward Classes Artisans /Vocational
Communities in the Telangana State.
2. Government after careful examination of the matter, hereby issue the certain
instructions for the Selection of the beneficiaries and grounding procedure for the
Financial Assistance Scheme to the B.C. Artisans /Vocational Communities as
follows:
I, MANDAL LEVEL:
1, The Village wise/ward wise beneficiaries applications shall be verified from
OBMMS through on-line by the MPDO/Municipal Commissioner concerned for
identification of eligible beneficiaries.
2. The List of eligible beneficiaries shall be segregated with B.C.
Artisans/Vocational Community wise and verify the traditional occupation of
the individual
3. During the verification of the applications, priority shall be given as follows:-
a) Poorest of the poor
b) Widow/Destitute women,
c) Physically Handicapped
d) Most Backward Classes (Sanchara Jathulu)
e) The beneficiaries who already availed various welfare schemes
Rs.50,000/- and above since last five years from the date of applications are
not eligible
4. The applicant should live in the present address mentioned in the application
only.
5. Applicant currently engaged in traditional occupation as per caste certificate.
6. No need of any physical applications for verification ic.
certificate /Income certificate etc.,

7. The individual age limit fixed from 18 Years to 55 Years as on 24 June 2023.
8. The Annual Income shall not exceed Rs.1.50 Lakhs in Rural Areas and
Rs.2.00 Lakhs in Urban Areas.
9. The verification of applications should be completed at Mandal/ Municipality
Level by MPDO/Municipal Commissioner before 26% June, 2023.
10. After preparation of the eligible beneficiaries list by the MPDO/Municipal
Commissioner shall forward to the DBCDOs concerned. There is no need of
sending any physical applications.
I, DISTRICT LEVE!
1. The DBCDO should verify whether the applicants previously availed any
other benefits from any Government scheme and circulate the list to the
District Collector for approval of the District Selection Committee.
P.T.O2. The selection process shall be completed by the District Committee headed
by District Collector.
3. The District Collector shall take the approval of District Incharge Minister
and prepare the Selection List (Phase wise) in serial order. The same has to
displayed in the Website, Mandal level and Gram Panchayats.
Ill. GROUND OF THE SCHEME:
1, The Release and Disbursement of Grant shall be done one time payment to
the beneficiaries by 15» of every month at District/ Constituency Level, as
per the serial order phase wise.
2. The choice of the equipment and place of purchase shall be left to the
beneficiaries.
IV. MONITORING THE EVALUATION:
1. One Special Officer of the Mandal (appointed by the District Collector),
MPDO and his team shall see that the Grounding of the Unit, etc., within a
period of (1) month and upload the Photographs in the Website.
2, Special Officer shall visit the Grounded Units every Quarter for a period of
(2) years to see the performance of the beneficiary Unit.
