I. Executive Summary

From the first day of kindergarten to first grade, children go through an


extraordinary transformation as readers. If all goes well, children at the end of first
grade know the sounds of all letters and can form them into words, know the most
common sight words, and can read and comprehend texts. The K-1 period is distinct
from other stages of reading development because during this stage, children are
learning all the basic skills of turning print into meaning. From second grade on,
children build fluency, comprehension, and vocabulary for reading ever more
complex text in many genres.
Success in beginning reading is a key prerequisite for success in reading in
the later years. Longitudinal studies (Juel,1988) have shown that children with poor
reading skills at first grade are unlikely to catch up later on, and are likely to have
difficulties throughout their schooling. It is in the early elementary grades where the
gap in performance between children appears, and this gap is perhaps the most
important policy issue in education.
Young learners across the country and even all over the world have suffered
‘alarming’ drops in reading skills during the pandemic. Our school, Tortosa
Integrated School, which is not spared from experiencing this reading dilemma
based from the result of BOSY CRLA given to grades 1-3 learners and the Phil-IRI
Result of our school last school year 2021-2022.
Thus, instilling a love of reading early gives a child a head start on expanding
their vocabulary and building independence. It helps children learn to make sense
not only of the world around them but building social-emotional skills and of
imagination.

II. Significant Accomplishments

We dream for a future where all children in Tortosa Elementary are healthy,
sound-minded and have the reading skills necessary to reach their full potentials.
We fundamentally believe that the ability to read transforms lives and
changes outcomes for children and communities. We want every TISian child
to experience the joy and power of becoming a lifelong reader, and we are focused
on this vocation!

This school reading program on struggling beginning readers from Grades 1-3
respectively by teaching beginning reading through the use of MULTISENSORY
INSTRUCTION. This kind reading instruction engages more than one sense at a time
to help students learn. This includes seeing, talking, hearing, moving & touching
Phonics instruction lends itself to multi-sensory teaching techniques, because these

techniques can be used to focus children's attention on the sequence of letters in


printed words.
After CRLA was conducted , teachers identified those who fall under the Full
refresher & Moderate Refresher. Then selected reading teachers will be utilized as
Pull-out Teachers during lunch break or remedial time. Teachers will bring the pupils
to our improvised RED Café, we made used of our old Triage Area & our LRC as the
café for pupils to stay during intervention period. Aside from the RED Café.
Teachers will incorporate the reading program everyday during their remedial time
which is from 1
Unlike a real café, RED Café will offer a variety of informative delicacies in our
READ – A BOOK- MENU . ALL 10 CHILDREN who are scheduled to go to the café
twice a week will be provided with FREE MILK and bread or biscuit. This will be
funded through our school canteen proceeds. There will be weeks that we will
request 1 Barangay Official, Local Official, members of the Alumni Association,
private individuals who are willing to donate and finance our program for a period of
6 months. We will schedule 10 pupils every day to avail of the said program.
A MOA was provided for the sustainability of the program
*Implemented the 12:30 Reading Habit
Description
Reading is an essential tool in learning. Developing learner’s interest to
read creates room for acquisition of learning in a fun way where learners will be
able to read and appreciate stories and get lessons from it.
12:30 Reading Habit is one of the Strategy which the school uses to
effectively enhance children’s interest in reading without jeopardizing the time
instructional time for school academic activities

Tortosa Integrated School RED CAFÉ Program benefited teachers and
learners from the implementation of such program.
Providing learners with varieties of reading materials and nutritious milk to
ensure their holistic development.

There is a significant difference from Pretest to Posttest with the


implementation of the Reading Program.
In Grade 4 for SY 2021-2022, there was a decreased of Frustration learners
by 41%, while SY 2022-2023 there was a 79% decreased, and a 71% decreased for
SY 2023-2024.
Grade 5 shows a considerable decreased in the number of Frustration
learners for 3 consecutive years. SY 2021- 2022 it decreased by 15%. For SY 2022-
2023 it decreased by 77% and SY 2023-2024 by 62%.
Grade 6 also decreased their Frustration learners by 25% for SY 2021-2022,
83% by SY 2022-2023 and 68% by SY 2023-2024.
Overall, there was a decreased in Frustration learners from Grade 4 to Grade
6 for SY 2021-2022 by 18%, 79% for SY 2022-2023 and 67% for SY 2023-2024.
Considering the different type of learners and their learning pace every
schoolyear, the program still provides opportunity to enhance the learners reading
skills.

The Comparative study for Full Refresher Learners shows that Grade 3 Full
Refresher Learners for SY 2022-2023 dropped by 75% in Hiligaynon, 86% in Filipino
and 80% in English. For the following year SY 2023-2024, Full Refresher Learners
decreased by 87% in Hiligaynon, 89% in Filipino and 60% in English.

Grade 2 were assessed only in 2 subjects specifically Hiligaynon and


Filipino. Full Refresher Learners for SY 2022-2023 in Hiligaynon decreased by 65%
and 50% in Filipino. They were assessed only in English at the later part of the year.

Grade 1 learners were only assessed in Hiligaynon instruction and it also
shows a significant decreased on its Full Refresher Learners. For SY 2022-2023 it
decreased for 63% and 69% for SY 2023-2024. At the end of the school year, Grade
1 learners were assessed in Filipino Instruction.

IV. Innovations in Enhancing Learners’ Achievement

A. Originality
We claim that this is the first in the District of Manapla, or even in the
Division of Negros Occidental because we are the only school which has a reading
café that offers real and nutritious milk in exchange for the time spent by the
children reading in the LRC.

C. Scope/ Replicability of Innovation.


SAARBA Elementary School, another school where Tortosa Integrated School
is located asked our approval if they could replicate the same reading program in
their school. They have adopted the program last school year 2022-2023. Attached
in our MOVs is the certification.

D. Level of Attainment
The school head spearheaded LAC session on teaching reading, MOOE funds
were utilized for the purchase of materials for reproduction of reading materials.
The attainment of the eroding program objectives were evident on the result of our
CRLA & Phil-IRI for the past 2 years and can also be found on the previous page.

V. Major Awards / Citations Received by the School


The Reading Program of Tortosa Integrated school was given an award by the
District of Manapla due to various reasons cited previously.

The “RED Café”, the reading program of Tortosa Integrated School has
evolved through the years. We now have a permanent room to cater the learning
and nutritional needs of children who visit the café everyday to learn to read and
read to learn. And we have now more stakeholders who donate milk for the children
of our school.

Above pictures show the permanent location of our Reading Café for School
Year 2023-2024. This will now cater more children who are very eager to read
during their vacant time like recess and after lunch.

Aside from the RED CAFÉ of our school, we utilized idle land for reading
purposes and it served as reading corners in our school.

FACE TO FACE MODALITY TO ALTERNATIVE DELIVERY MODE(ADM-
MODULAR MODE) ON JANUARY 8, 2025 STARTING 12 NOON TO 5 PM ONLY.

1. The Issuance of DOST- PAGASA Rain Fall Advisory Number 3 Issued at 8:00 AM
today, indicating that Manapla will be affected with heavy rain.

2. Thus, by virtue of OASOPS NO. 2023-007 Memorandum of the Department of


Education Operations entitled Reiteration of the Implementation of Modular
Distance Learning as Provided in DepEd Order No. 037, s 2022 and as
stipulated in School’s Learning Continuity Plan for Severe Weather Conditions, this
Office hereby suspends the whole afternoon classes and office as of Wednesday,
January 8, 2025 in all levels.

3. All teachers are advised to distribute learning materials and activity sheets so
that learning continuity shall be observed.

4. All teachers and AO II are in work from home in the afternoon only.

5. Immediate compliance of this memorandum is enjoined.
