1.1 Definitions of Terms
The following terms wherever they occur shall be interpreted as here under:

(h) The Contractor shall provide all materials unless otherwise specified and wherever the
terms supply and/or provide occur they shall be held to mean provide only in that section
where the term is used, it must be assumed that the fixing has been measured in another
section of the Bills of Quantities.
(i) Wherever the term fix occurs this shall mean the fixing only of materials or goods
provided by a Nominated Supplier.
(i) Wherever the term fix only occurs this shall mean the fixing of Materials taken in
another section of the Bills of Quantities as provide only.
The site is located on Plot No. 241 Block 'N' at Sumbawanga Municipality in Rukwa Region
The Contractor shall provide and maintain any necessary temporary roads, sleeper tracks,
ramps and temporary crossovers during the execution of Works, clear away same at
completion, and reinstate and make good any work disturbed to the satisfaction of the
Project Manager/Architect.
The Contractor shall be deemed to have visited the site and satisfied himself as to:-
The nature, proximity and size of any adjoining buildings and property.
The availability of land for the erection and positioning of all temporary structures, plant
and materials necessary for the execution of the Works.
The sources of adequate supplies of labour, plant and materials for the completion of the
Works.
If the Contractor wishes to excavate trial holes before submitting his bid he may do
so in positions to be agreed with the Engineer and at his sole expense including the
reinstatement of the ground if so required by the Engineer.
Any sand, aggregate or other building material found on the site which have not been
imported by the Contractor shall be the property of the Employer and no such materials
shall be used in the construction of the Works without the written consent of the Engineer.
The value of any materials so used shall be assessed, based at current market prices of
such materials and be allowed by the Contractor as a credit under this Contract to the
Employer.

The Contractor is to satisfy himself as to any difficulties that the site may present and to
make all necessary enquiries to any point which in his opinion requires further elucidation
as no claim for lack of information on any of the above will be entertained.
The work under this Contract generally comprises the construction and completion of the
following:-
Construction and Completion of Three Storey Building comprising of Offices, Guard House,
Generatot House, Underground Water Tank Storage Shed and Parkings. The Works will
involve construction of the building shells, construction and completion of the the whole building
with its associated Building Services and External works
The above information is given without waranty and is only meant for the Contractor's guidance.
The type of construction materials to be used in executing these works are clearly shown in the
Architect's and Structural Engineer's drawings and set out herein in these Bills of Quantities.
The Contractor must obtain the approval from the Architect in regard to the use of any
materials of facilities existing or found on site.
Drawings
The Drawings from which the Bills of Quantities have been prepared are listed in Appendix "A"
to this document and deemed as Contract Drawings; any additional drawings will be the subject
of a Variation Order.
Words importing the singular only also include the plural and vice versa where the correct
applies.
The Contract shall in all respects be construed and operate in accordance with the Laws
applicable to Tanzania.
Guarantee bond
The Contractor shall enter into a Contract Guarantee Bond with recognised institution in a sum
equivalent to 10% of the Contract, conditioned for the due fulfilment of the terms and conditions
of the Contract.
The contractor shall furnish in confidence to the said Insurance Company information as to the
Contractor's financial position and any other relevant information reasonably required by them.

1.5 Priced Bills of Q uantities
All items in these Bills of Quantities must be priced in ink. No alterations of the Quantities
or descriptions made by the bidder recommended allowed. Should the priced Bills of
Quantities of the bidder recommended for acceptance show errors in pricing and/or in
arithmetic (after a complete technical and arithmetical check) a difference between the
bid figure and the corrected figure, the prices of the Builder's Work (that is the arithmetically
correct figure less all P.C., Provisional Sums and Contingencies) shall be adjusted either by
amending individual rates by agreement or by adjusting the total amount of such errors in
relation to the value of the Builders Work so that the original bid figure shall remain unaltered.
Variations of Builders Work will be subjected to the same amended rates of percentage
of adjustment.
Abbreviations have been used in the Bills of Quantities for the units of measurement and
the Contractor should take due notice of the undermentioned:-

The Contractor shall price out individually and in detail all the items in this and any other
section of the Bills of Quantities as required and under no circumstances will lump sums
be allowed.
Valuation of Preliminaries
Where Insurances have been priced, Insurance premiums will be paid on production of
receipts and any balance will be paid in proportion to the value of builder's work
completed.
Individual items will be included in Valuations when they have been executed.
In general all other preliminary costs will be included in Valuations in direct proportion to
the value of builder's work completed.

1.8 Progress Schedule
The Contractor shall, upon receiving instructions to proceed with the work draw up a time
and progress schedule setting out the order in which the Works are to be carried out with
appropriate dates therefore. This time and progress schedule is to be agreed with the
Architect and no deviation from the order set out in this schedule will be permitted without
written consent of the Architect. The Main Contractor will be responsible for arranging the
above programme with all sub-contractors. 150,000 -
1.9 Records
The Contractor shall allow for keeping all records appertaining to the Works and shall
keep on the site a daily diary recording weather conditions, temperature, visitors to the
site etc. 500,000 -
1.10 Photographs
The contractor shall allow for supplying four copies of progress photographs per month to
the Architect throughout the currency of the contract and in 125 x 175 millimeters size 150,000 -
The Contractor shall pay rates of wages and observe hours and conditions of labour not
less favourable than those laid down in the Regulations of Wages and Conditions of
Employment Act of the Building and Construction industry issued by the Government of
Tanzania. - -
The Contractor shall be deemed to have provided in his bid for all proper emoluments
and expenses of labour current in the district at the date of submission of bid.
The Contractor shall not use the Bills of Quantities for the purpose of ordering materials
but must do so from detailed drawings and information supplied by the Engineer/Architect.
The contractor shall not substitute an alternative item to that specified without obtaining
the prior approval of the Engineer/Architect.

1.13 Eingineers/Architects Inspection
The Engineer/Architect may at the time up to the end of the Defects Liability Period
instruct the Contractor to open up, pull down, test or expose any part of the Works in
order to satisfy himself as to the quality of the materials or workmanship used. If, in the
opinion of the Architect such parts are not in strict accordance with the Contract
documents he may order the Contractor to remove all the defective work, replace with
approved materials and reinstate any such part of the Works and any other work disturbed
at his own expense and to the entire satisfaction of the Architect. If any such part of the
works are found to be in accordance with the Contract Documents the Contractor will
be reimbursed the net cost of his expense in this connection.
The Contractor shall allow for taking all necessary precautions in the order and execution
of the Works so as to avoid causing disturbance or nuisance to the occupants or existing
buildings and those adjacent to the Works and for complying with the Architects
Instructions in this respect.
The Contractor shall prevent any trespass on the adjoining property, and he shall take all
reasonable precautions during the progress of the Contract to prevent any damage to the
adjoining property or public or private roadways and to prevent material, plant, rubbish
debris etc.,collecting on the adjoining p ÿroperty or roadways.
Should the Contractor wish to erect scaffolding or to make use of adjoining property, he
shall obtain prior permission from the Architect and clear away at completion of his work
or when directed and make good any damage to his satisfaction. Except as provided for
in the Conditions of Contract, the Contractor shall be held responsible for the care of
works generally until their completion including all works executed and materials
deposited on the site by himself of sub-contractor or suppliers together with all risks
arising from weather, carelessness of operatives, damage or loss by theft, or by any other
cause and he shall make good all such damage or loss at his own expense.
The Contractor will be responsible for the protection ÿ of adjoining buildings, boundary
walls, fences services wither overhead or underground and for the making good of or
paying for all damage thereto should such be caused in the course of building operations.
The Contractor shall allow for making good all damage to the road, kerns, surface water
channels, etc., occasioned by heavy traffic,delivery of materials and building operations
generally, to the entire satisfaction of the Architect, and shall be responsible for observing
any bye-law or authority regarding keeping to road free from mud, filth, etc., arising out of
the execution of the Works.
The Contractor shall at all times observe any police regulations including those regarding
the loading or unloading of or waiting by vehicles on the public highw Øay and the
contract sum shall be deemed to include for strict compliance therewith.

1.15 Temporary Site Accommodation
The Contractor should price against this item for the construction, maintenance and
removal of this minimum requirement. If he considers that he requires additional
accommodation for his own purpose then the cost of this shall also be added at the
Contractors discretion. 3,500,000 -
All offices shall be provided with power, lighting and furniture commensurate with its use.
The Contractor shall allow for the payment of any rates and taxes levied by the Rating
Authority upon temporary structures the Contractor is required to provide on the Site for
the execution of these Works.
The Contractor shall strengthen the existing hoarding, guards, barriers, fan, planked and all
other safeguards necessary for protecting the Public and for the proper execution of the Works. 5,000,000 -
The Contractor shall allow for covering up and protecting all new work from injury by
weather or any other cause. Any damage loss or expense caused by non-compliance
with this clause shall be at the sole risk of the Contractor. 3,000,000
Provide all necessary cranes, hoists, concrete mixers and other plant including ladders,
staging, access gangway, tackle, tarpaulins, tools, moulds, templates and other requisite
items necessary for the proper execution of the works. Allow for removing the reinstating,
adapting from time to time as may be necessary and maintaining all plant and equipment
during the course of the Contract. 15,000,000 -
The Contractor shall allow for providing, adapting from time to time as may be necessary
and maintaining all scaffolding, scaffold boards and temporary stagings, etc., necessary
for the execution of the Works.
The Contractor is to provide everything necessary for the proper execution of the Works
according to the true intent and meaning of the Drawings etc., whether the same may or
may not be particularly shown on the Drawings or described in the Bills of Quantities
provided that the same is reasonably to be inferred therefrom.

1.20 Site Accommodation for Contractors Staff
The Contractor shall allow for providing and maintaining temporary sheds and shelters for
the accommodation of all workmen, workshops and sheds for the storage of materials,
that may be necessary for the Works in approved positions on the Site, including those
required by sub-contractors, and for removing same when no longer required or when
directed. 15,000,000 -
The Contractor shall allow for necessary clean, fresh water for the Works, including that
required by sub-contractors and for any temporary plumbing, meters and storage facilities
and pay all charges in connection therewith and clear away on completion and make good
Works disturbed. 2,500,000 -
The Contractor shall allow for providing and maintaining a temporary electricity supply for
the Works including that required by the Sub-Contractors and for any meters and fittings
to give artificial lighting and power necessary for the execution of the Works and pay all
charges in connection and make good all works disturbed. 3,000,000 -
The Contractor shall allow for providing and maintaining any barriers, hoarding,watching
and lighting, which must comply with the bye-laws or requirements of the local
Authority and Police Regulations and the Contractor must give all requisite notices to
these authorities and provide everything necessary to protect the general public, workmen,
plant, material and the whole of the Works from injury or damage. 4,000,000 -
Before commencing the work the Contractor mustarrange for and agree with the Architect and
Quantity Surveyor on existing site levels and similarly establish and agree on a bench mark. 5,000,000 -
The Contractor shall set out the Works in accordance with the dimensions and levels shown on
drawings and shall be responsible for the correctness of all dimensions and levels set out by
him and he will be required to ammend all errors arising out from inaccurate setting out at his
own expenses. In the event of any error or discrepancy in the dimensions or levels marked
on the drawings being discovered, such errors or discrepancies must be reported by the
Contractor to the Architect for his immediate attention. 1,500,000 -
No work shall be commenced by the Contractor until he has received written instructions form
the Architect to adjust such discrepancies which may be proved upon receipt of such instruction
and no claim for extra expenses or relief from the discrepancies or errors in dimensions or levels
shown on drawings may be made thereafter.
1.27 Signboard
The Contractor shall provide aand erect where directed and maintain during the whole period
of the building operation and remove on completion, approved temporary signboards to the
Architect's standard design giving a brief description of the Works and showing names of the
Employer and all Consultants, with sufficient space to append the names of Sub-contractors
and Suppliers when known. The design shall be in conformity with Architects and Quantity
Surveyors Registration Board requirements. 1,500,000 -
The Contractor is to note that price for provision of the Signboards item shall include for
provision of ONE number signboard to be located in a identified location and shall be inclusive
of a graphic design of a small scale three dimension perspective of the Project to be illustrated
on the signboards as part of the Project description.
1.28 Samples
Allow for all samples to all works so required to be tested and provide everything necessary
for this purpose. 3,000,000 -
1.29 Testing
Allow for all testing to alÜl installations so required to be tested and provided everything
necessary for this purpose and leave the whole in perfect working order to the satisfaction
of the Architect and Local Authority. 1,250,000 -
The Contractor shall allow for the payment of any duties and taxes levied by the Rating
Authority upon temporary structures the Contractor is required to provide on the Site for
the execution of these Works.
The words “ Prime Cost” (or the initials “ P.C.") Wherever appearing in these Bills of Quantities,
shall mean net cost exclusive of any trade, cash or other discount whatsoever but inclusive of
the cost of packing, carriage and delivery.
Such cost shall be the sums due to the Subcontractor or Supplier after adjustment where
applicable in respect of measurements or rates.

Any increases or decreases in these Prime Cost sums resulting from the adjustments and
properly paid by the Contractor shall be added to or deducted from the Contract Sum in the
final account. In substantiation the Contractor will be required to produce to the Quantity
Surveyor all quotations, invoices and receipted accounts as shall be necessary to show the
details of the sums actually paid.
Any sum added by the Contractor in these Bills of Quantities in respect of profit upon any
Prime Cost sum will be deducted at the final settlement of accounts and a sum will be added,
the amount of which will bear the same proportion to the sum added as the net amount
properly expended bears to the original P.C. Sum.
The Contractor shall be responsible for supplying all Nominated Subcontractors with sufficient
information to enable them to prepare their schemes and working drawings, (if any), and shall
also be responsible for ensuring that any work carried out by him in connection with sub-
contracted work shall conform with this information including such dimensions as may be
agreed with Nominated Subcontractors.
The Contractor shall place all orders with Nominated Subcontractors clearly on his own behalf
and shall not pledge the credit of the Employer either directly or indirectly. In no case shall the
Contractor be deemed to be the agent of the Employer nor shall there be created any privity of
Contract as between the Employer and the Nominated Subcontractor. The Contractor must
enter into a written Sub-Contract using an approved form and must deposit with the Architect
signed copies thereof.
(a) The cost of any necessary alteration to or re-erection of the Contractor’s ordinary
scaffolding which may be required by them to carry out their work. 15,000,000 -
(c) Provision, erection and removal of workshops, sheds, etc., for the storage of materials or
plant where the nature of the materials or plant are such that they may be damaged by
inclement weather, or other buildings for their employees, workmen and materials.
(d) Provision of all necessary labour plant, tools, materials and equipment, etc., necessary to
carry out and complete their work.

PROTECTION AND CLEANING THE WORKS
The Contractor shall allow for and provide and/or maintain during the execution of the Works
all shoring, strutting, needling and other supports and shall take all other precautions and
adopt such expedients as may be necessary to preserve the stability of all buildings, structures,
fences, walls, land and property, roads and footpaths, sewers, drains, gullies and other services
(including those of adjoining Employers) that may in any way be affected by the work to be
executed under the Contract immediately he has taken possession of the Site and until completion
of the Works. The Contractor shall hold the Employer completely indemnified against all or any
claim for damage or losses accruing from any settlement resulting from such shoring and
strutting or the lack thereof and the striking and removal of same. 5,000,000 -
Any damage and/or settlement that may be caused arising out of or directly or indirectly
consequent upon the aforesaid protective measures or the lack thereof or the carrying out of the
Works is to be made good by the Contractor at his own expense to the satisfaction of the Project
Manager and all other parties concerned.
The Contractor shall cover up and protect all finished work liable to damage including provision
of temporary roofs, gutters, drains, etc., until the completion of the Works.
The entire responsibility in respect of all matters mentioned or referred to in this clause shall rest
with the Contractor not withstanding any approval given by the Project Manager to, or
concurrence in, the action taken or proposed to be taken by the Contractor, in pursuance of his
obligations.
The Contractor shall, upon completion of the Works remove and clear away all temporary
buildings, plant, rubbish and unused material, and shall leave the whole of the Site of the Works
in a clean and tidy state to the satisfaction of the Project Manager. He shall also remove all
rubbish and dirt from the Site at weekly intervals or as directed by the Project Manager. 2,000,000 -
Before handing over any building the Contractor shall properly clean all floors and finished
surfaces, clean glass inside and outside and leave all sanitary and other appliances in full
working order. He shall also cut and weed all grassed areas clean down external steps, paths
and roads and leave the whole in perfect condition ready for occupation. 500,000 -
