TOR For National Guidelines and Curriculla Development
Introduction
Comprehensive Sexuality Education (CSE) enables young people to make informed decisions
about their sexuality. The sexual and reproductive choices of young people can have a cascading
effect on their human rights. Adolescent pregnancy, for example, can lead girls to drop out of
school, which deprives them of their right to education.
The importance of sexuality education has been recognised by numerous international agreements.
The Programme of Action of the 1994 International Conference on Population and Development
calls on governments to provide sexuality education to all manner of people including adolescents,
specifying that such education should take place both in schools and at the community level, be
age-appropriate, begin as early as possible, foster mature decision-making and aim to eliminate
gender inequality. CSE includes scientifically accurate, curriculum-based information about
human development, anatomy, pregnancy and related complications, contraception and sexually
transmitted infections (STIs), including HIV. But it goes beyond information, to encourage
confidence and improved communication skills. CSE curricula should also address the social
issues surrounding sexuality and reproduction, including cultural norms, family life and
interpersonal relationships.
In Ghana, the Ghana Education Service (GES) provides comprehensive sexuality education
through an integrated approach. Issues of sexuality education are integrated into the various
subjects with teachers teaching CSE as part of their regular subjects. CSE is taught at primary, JHS
and SHS levels.
Most recently, the media has been inundated with reports of the alarming cases of rape, defilement
and high incidence of teenage pregnancy, leading to questions from various stakeholders regarding
the extent to which the efforts that have been put in place with regard to sexuality education are
adequately addressing the issues and its underlying causes.
The National Population Council (NPC), Ghana Health Service (GHS) and Development Partners
(DPs) have recognised the need to streamline the provision of CSE in the country. Country
examples in sub Saharan Africa will be used to enhance the national guidelines.
Specific Tasks
The consultant will report and work under the overall supervision of the NPC with support from
the technical team comprising of GHS, GES, NDPC, MoH and UNFPA. The specific tasks will
be to:
1) Prepare the national guidelines for CSE in Ghana
Expected outputs:
The consultant will undertake, prepare and submit the following within the timeframe agreed upon
and specified below:
1. An inception paper (with a draft work plan outlining methodology and approaches) after
confirmation of acceptance to undertake the assignment and signing of a service contract.
2. A draft of the national guidelines to be presented to the technical team (NPC, GES, NDPC,
GHS and UNFPA).
3. One soft and two hard copies of the national guidelines that incorporates the comments
from partners, wherever appropriate.
The Consultant will undertake any other agreed duties related to this assignment and ensure its
satisfactory conclusion.
Timeline
The timetable is as follows:
The work is anticipated to start from the 4th of July and end by the 11th of August

Dissemination to stakeholders 3rd August
Submission of documents with final inputs from stakeholders 9th August

Work Setting
The consultant will perform the tasks assigned from her/his home or office, and will not require
office space. Consultant will not be required to travel within the country to complete the work
assigned.
Remuneration
Upon the satisfactory delivery of the indicated outputs, the consultant will be paid an agreed
lump sum.
