During my internship at the University of Law, Hue University, I felt incredibly proud and

grateful for the opportunity to receive guidance, mentorship, encouragement, and support
from the University’s leadership and all the professors. They not only provided me with
professional knowledge but also shared valuable experiences in communication in English
with experts, and I had the privilege of attending international cooperation conferences.

Although the internship period was short, I was able to learn and experience practical work.
This time gave me invaluable lessons, essential skills in the field of English Language
Studies that I had not gained during my academic studies, preparing me to confidently enter
the professional environment in the future. Since the internship was conducted within a
limited time frame and with constraints in specialized knowledge, our report inevitably
contains some errors. Additionally, the report reflects the results of a process of summarizing
and collecting data from practical surveys and the lessons learned during my internship and
work experience. I hope to receive feedback from my professors to improve both the report
and myself.

Looking back on this journey, I would like to express my sincere and deep gratitude to the
Department of Science, Technology, and International Cooperation. Despite their busy
schedules, the professors in the department always took the time to guide and support me,
helping me stay on track and successfully complete the project at a prestigious organization.
Thanks to this training process, I have been able to accumulate many valuable experiences.

This opportunity truly marks a significant turning point in my career. I will make every effort
to apply the skills and knowledge I have learned into practice while continually improving
myself to achieve my future career goals.

2.1. Overview of the University of Law, University of Hue

The University of Law, University of Hue, originally known as the Faculty of Law under the
Institute of Hue University, was established in 1957. In 1975, when the country was fully
reunified, the Faculty of Law under the Institute of Hue University completed its mission of
training. On November 19, 1990, the Rector of the University of Hue (now the University of
Science) issued Decision No. 304/TCCB to establish the Legal Team, which was later
renamed the Department of Legal Studies. On January 26, 2000, the President of Hue
University issued Decision No. 020/QD-DHH-TCNS to establish the Faculty of Law at the
University of Science, Hue University, based on upgrading the Department of Legal Studies.
The Faculty of Law consists of three departments: Administrative Law and State Law, Civil
Law and Judicial Law, and Economic and International Law. Over the years, the teaching
staff of the Faculty of Law has grown significantly.

To meet the demand for high-quality legal human resources to serve the economic and social
development of the Central, Central Highlands, and nationwide, and as a basis for the
establishment of the University of Law in the future, on August 19, 2009, the President of
Hue University issued Decision No. 868/QD-DHH-TCNS to establish the Faculty of Law
directly under Hue University, based on separating the Faculty of Law from the University of
Science, Hue University. On March 3, 2015, the Prime Minister issued Decision No.
274/QD-TTG to officially establish the University of Law under Hue University.
Currently, the organizational structure of the University of Law includes: the Party
Committee, the Board of Directors, the University Council, and various departments:

 06 functional departments: Administration Department, Training Department, Student


Affairs Department, Examination and Education Quality Assurance Department,
Planning and Finance Department, and Science and Technology - International
Cooperation Department.
 05 faculties: Faculty of Administrative Law, Faculty of Civil Law, Faculty of
Criminal Law, Faculty of Economic Law, and Faculty of International Law.
 03 centers: Law Practice and Startup Center, Legal Consulting Center, and
Information Library Center.

The University of Law, Hue University offers two undergraduate programs (Law, Economic
Law); two master's programs (Economic Law, Theory and History of State and Law); and
one doctoral program in Economic Law.

The University of Law, Hue University has issued its mission, core values, and vision for
2030, along with its training commitments according to Decision No. 85/QD-DHL on May
18, 2015, and updated with Decision No. 338/QD-DHL on June 25, 2021, by the Rector of
the University of Law, Hue University, as follows:

 Mission: The University of Law, Hue University, is an institution for undergraduate,


master's, and doctoral training, scientific and technological activities, and community
service in the field of law; it provides high-quality human resources, scientific and
technological products, and legal policy consulting to meet the development needs of
the country and the region.
 Vision: By 2030, it will be a leading legal education institution nationwide with a
strong reputation in the region.
 Core Values: Thinking - Creativity - Responsibility.

Since 2022, the University has implemented financial autonomy (Group 1) according to
Decision No. 399/QD-BGDDT on January 27, 2022, granting financial autonomy and
responsibility to public institutions. In addition to financial autonomy, the development of the
University of Law requires a strategy to ensure its sustainable growth as a member university
of Hue University, with both advantages and challenges that necessitate appropriate policies
and regulations for a specific period.

The university's development process stems from the traditional values of legal training since
1957, under three pillars: "Hanoi - Hue - Saigon," as well as the traditions of the Institute of
Hue University and Thua Thien Hue Province through different historical periods. Today, the
development of Hue University into a National University and Thua Thien Hue becoming a
centrally governed city further strengthens the foundation for the University of Law's future
growth. With the cultural value of "tradition – integration – development," the University of
Law, Hue University, has a solid foundation for its future growth.

From a historical perspective, the University of Law, Hue University (ĐHL, ĐHH) has had
65 years of establishment and development. In terms of the formation of the law program
post-reunification, the University of Law, Hue University has had 22 years of construction
and development through different stages (from 1990 to 2022), with the following
achievements:
 Position and brand: The University of Law, Hue University has gradually affirmed
its position and brand both domestically, regionally, and with some international
educational institutions. It is one of five permanent members in the network of law
training institutions in Vietnam, contributing valuable input to this network. Training,
research, and development cooperation activities are increasingly improving in
quality, reinforcing its position as a specialized law training institution in Vietnam.
 University governance:
o The organization of the system is streamlined, and effective management is
seen as a goal to fulfill the mission, vision, and training objectives of the
University.
o The unity and agreement between all levels of leadership and management
within the University, from policy formulation to implementation and
evaluation, and the positive collaboration of political structures under the
Party’s leadership.
o Focus on developing faculty members and educational administrators in terms
of both quality and quantity, prioritizing investment in staff with doctoral
qualifications or higher, enhancing research capabilities, and promoting
scientific publications both domestically and internationally.
o The planning of specialized fields and administrative personnel is always
emphasized; there are plans and specific measures to develop human resources
with professional expertise, political qualities, enthusiasm, and foreign
language proficiency.
 Training and admissions:
o The training programs are regularly adjusted and improved, with a clear
connection between objectives, outcomes, job opportunities, program content,
and assessment methods. Specialized teaching methods in law are particularly
emphasized to ensure that students gain knowledge, skills, autonomy, and
accountability.
o Program content is periodically updated to meet societal needs through
surveys of stakeholders, providing content as required by society. The
University focuses on developing bilingual programs (Vietnamese - English),
with 20 credits in the English-taught program to meet international integration
requirements. This is the foundation for building high-quality programs in the
future.
o Training activities are linked with the strengths of other units within Hue
University, with a focus on investing in expertise, implementing various
training forms, and offering dual-degree programs, which meet labor market
demands. This is reflected in the high rate of graduates securing employment
after graduation.
o Since 2020, the University has developed an admissions plan that diversifies
entry methods, including reviewing academic records, direct admissions,
admission based on high school exam results, and the University’s own
admission process. In particular, the University offers rewards for top scorers
(30 million VND for the valedictorian, 20 million VND for the runner-up), as
well as scholarships for high-achieving students to attract quality candidates.
 Examination and educational quality assurance:
o The system for assessing students' performance is conducted regularly and
through final exams, based on content and teaching methods tailored to
students' cognitive levels.
o The development of a question bank at various levels of training ensures
objectivity, fairness, and reflects the quality of education.
o The internal educational quality assurance (EQA) is especially emphasized,
considered an "essential" value that ensures quality through various methods,
gradually forming a quality culture for healthy competition.
o EQA activities include completing external evaluations (cycle 1), with two
undergraduate programs being externally assessed (100% of undergraduate
programs have been evaluated). Self-assessment of the Master's program in
Economic Law and external assessment (cycle 2) are planned for completion
by 2024.
 Science, technology, and international cooperation:
o Research topics have increased both in quantity and quality. Research results
published for training accounted for 31.03%, for management purposes
31.89%, for community service 2.58%, and international publications
accounted for 19.69%. The funding for research has increased compared to the
regulations in Decree 99/2014/ND-CP, which promotes investment in the
development of scientific and technological potential in higher education
institutions.
o There have been solutions to encourage and invest in international
publications, yielding notable results.
o Regular conferences on legislative issues and law enforcement have
contributed to building the University's scientific reputation within the legal
community and the wider social sciences and humanities field.
o International cooperation activities have had significant results, despite
challenges posed by the COVID-19 pandemic. Memorandums of
understanding (MOUs) have been signed with international training and
research institutions, such as Tula University (Russia), Zhongnan University
(China), Tartu University (Estonia), and international projects with WCS,
among others.
 Finance and facilities:
o The University’s revenue has been stable and increased annually, with a
reasonable balance between income and expenditure to sustain the
University’s operations, improve staff capacity, training quality, research, and
infrastructure.
o Facilities have been improved, becoming more modern and meeting
space/student requirements. Specialized law-related areas, such as mock
courtrooms, startup hubs, playgrounds, and sports areas for students, have
been completed.
o The library and learning resources have been significantly upgraded, with the
creation of an electronic learning resource system (Law: 21 electronic
versions; Economic Law: 20 electronic versions). The library is designed to be
spacious, providing a modern learning environment for students during and
beyond working hours.
o Information technology infrastructure has been appropriately developed, not
only supporting online teaching but also laying the groundwork for digital
transformation.
