RDSO vide above referred letter (at ref 1) has recommended
adoption of Tri-plate panel on all conventional locos during new
manufacture and during mid term rehabilitation based on satisfactory
performance of the Tri-plate pneumatic and on three phase electric
locomotives as well as three phase and conventional diesel locomotives.
Railway Board vide above referred letter at reference (2) has
accepted the recommendation of RDSO.

CLW and Zon al Railways are, therefore, advised to provide Tri-


plate pneumatic panel on all conventional electric locomotives during new
manufacture and mid term rehabilitation as per RDSO specification and
ELRS/SPEC/PBS/0034.Rev. '1' of April 2005. The Tri-plate panel shall be
procured from Mjs. FTIL, Hosur and Mfs. SIL/ Kolkota, whose design have
been approved by RDSO.

A technci economic proposal received from RDSO vide letters under reference
recommending undertaking upgradation 1 modification of single bottle VCBs type BVAC
25.10 of Secheron design supplied by M/s AAL has been examined.
FWSO has recommended the following improvements in upgradation I
modification work which would not only improve the reliability of these VCBs but would
also reduce the recurring maintenance cost.
• Simplifi~on of CMDE
• Use of one control at 110 V DC instead of two coils in earlier design working at
24V and 12V respectively.
• Elimination of shoulder stop screw by simplifying flow regulator design.
• Adoption of Air damping and thereby eliminating hydraulic dampers & shock
absorber plate.
• Use of indigenous fish bone type auxiliary contact switch.
• Completion of IOH/POH works.
RDSO has recommended to undertake upgradation / modification work through
M/s AAL as per the price schedule and terms & conditions given below.

The proposal has been examined and with the concurrence of associate finance,
Board (ML) have decided that the single bottle VCBs of Secheron design BVAC 25.10
supplied by M/s AAL should be got upgraded I modified by Zonal Railways through OEM,
chargeable to revenue against contract to be entered into by the individual Railways
observing normal procedure of tendering and award of contract limiting the cost of
upgradation I modification as per the price schedule mentioned above and adopting the
following plan so that repetition .work is avoided.

(i) The conversion I modification of VCBs in freight locomotives may be


undertaken during IOH schedule.

(ii) The conversion j modification of VCBs in passenger locomotives may be


undertaken during POH schedule as these locos hcve higher running and
generally become due for POH within $ to 5 and half-year time.

(iii) The conversion J modification of VCBs in EMUs/MEMUs may be undertaken


during 3n:1 POH schedule.

(iv) The VCBs lying defective at vari_ous sheds and are due for
rehabilitation/IOH/POH should also be undertaken for conversion.

In order to instill a sense ·of competition and pride among Zonal Railways for
improving the reliability and availability of various assets of Electrical Department,
Ministry of Railways have instituted a running shield called "Best Zone Electrical
Department" which .is being awarded every year since 2000~01 after evaluation Gf
performance of "various railways based on various parameters and methodology as
advised vide letter under reference.

Considerable time has since lapsed and, therefore, considering the fact that
some of the paiameters regularly used for monitoring performance of electrical assets
novv were not getting due consideration, Board (ML). have approved the revised
parameters >vvith th·2ir weightage as enclosed. However, these parameters shall be
taken into consideration for eva.luation for the shield 2008-09 and onwar:is.

Railways shall ensure that the above parameters where source is CEE's PCDO
to Board (f\1L) are reported regularly.

During CELEs' conference held on 3rd & 4th Apr' 08 at IRIEEN , Nasik Road
availability of various Unit Exchange Spares (UES) on Zonal railways was deliberated
upon and it was discussed that with the technical inputs having gone into the
system over the years, the . reliability of various equipment of electric locos has
improved and therefore the norms for UES for maintenance of AC conventional
electric locos may be selectively revised.
The issue has ·been examinee;! and Board ( ML) have approved the
following norms for adoption in electric. loco sheds for Unit Exchange Spares (UES)
for AC conventional locos

On approval of Board (ML), RDSO have issued directives to all Zonal Railways &
CLW for provisioning of Tri-plate pneumatic brake panels on conventional electric locos
during new manufacture and 1'1TR, vide letter dated 08.01.08 at reference .

It is desired that the provisioning of tri-plate pneumatic brake panels on electric


locos under new manufacture and under MTR should be cut-in at the earliest.

RDSO vide above referred letter (at ref 1) has recommended
adoption of Tri··plate panel on all conventional locos during new
manufacture and during mid term rehabilitation based on satisfactory
performance of the Tri-plate pneumatic and on three phase electric
locomotives as well as three phase and conventional diesel locomotives.
Railway Board vide above referred letter at reference (2) has
accepted the recommendation ofRDSO.
CLW and Zonal Railways are, therefore, advised to provide Tri-
plate pneumatic panel on all conventional electric locomotives during new
manufacture and mid term rehabilitation as per RDSO specification and
ELRS/SPEC/PBS/0034.Rev. '1' of April 2005. The Tri-plate panel shall be
procured from M/ s. FTIL, Hosur and M/ s. SIL/ Kolkota, whose design have
been approved by RDSO.

Sub : Right powering of trains with 59 BOXN or 41 BCN wagons.

During COMs' Conference held at Goa on 18th April, 2008, it was decided
that in order to increase throughput on IR, one extra wagon may be attached to
58 BOXN & 40 BCN freight trains. It was being done earlier by allowing one extra
vehicle to be attached outside brake van. It has been happening across the whole
country. However, there may be a case for augmentation of motive power
deployment in freight trains worked by single locos on graded sections due to
limitation of starting effort. Zonal Railways, therefore, shall review the motive power
deployment section-wise· taking into consideration rising gradients in the section,
lengths of such stretches, caution/speed restrictions and location of signals.

CELEs/CFTMs on Zonal Railways shall jointly work out power deployment plan
- ·· · -·for·· - various ·seetiems-under -varrous-1oadrngs- Ee--r4·+-2-·· and-·Ee'T"8+-7- for-·traifls with·-
59 BOXN and 41 BCN formation to ensure right powering of trains after detailed
examination of trains on run (actual) e.g. how many trains could run without any
problem, how many encountered a problem etc., as also prescribed by RDSO. This
exercise may be completed on all Zonal Railways immediately and revised
operating instructions if required may be advised to the Board to avoid any
problem .

This issues with the approval of Additional Member (Elect) and Additional
Member(Traffic).

done by RDSO as per their cwmnt procedure. Mls. Tyco 1-Vifl continue to be a source

RDSO's laid down policy.
Th;s is a vital item and not very long ago. it became a crisis j{em, as no sources were
available. It is essential tflar both M/s Efi3stimold lnd;a and Mls. Sate Systems botf}
continue to be the supplier for this itern. In order to ensure that both the finns get
regular orders to keep their business intcrr::st live and benefit to Railways to have at
least two regular sources and avoid monopolistic situation Railways have to ensure
that not more than 60% of tho tendered quantity is entrusted to one firm, in case botiJ
the firms havo participated subject to observing at! o ther tetms and conditions
including the pn·ce parity'.

Railway Board vide their ·letter No. 2005/Elect(TRS)/441/11 dt. 22.04.08 has
now ·~dvised that sufficient time has lapsed after the issue of the above directivGs

Sub : Procurement of cast & fabricated bogies and traction motors

In reference to request of CLW for guidelines regarding supply of Bogies &


Traction motors to meet requirement of Zonal Railways, the following policy as
decided by the competent authority, shall be adhered to.
1.0 Bogies
1.1 Extant policy on procurement of cast bogies to continue. 50% of Railways
requirement to be met from CLW and balance 50% quantity may be
procured by Railways through COS from approved sources.

1.2 Requirement of fabricated bogies to be met through CLW for which
Railways shall send their demands to CLW.
2.0 Traction Motors
2.1 For Hit~chi Traction motors, 50% of Railways requirement shall be met from
. CLW and balance 50% quantity shall be procured by Railways from
approved sources, adhering to policy directives conveyed vide Boards' letter no.
97/Eiect(TRS)/113/4 Pt. II dated 11.10.06.
2.2 For traction motors of 3-phase locomotives, demands will be channelized to CLW
for supply to Zonal Railways. ·

3.0 While processing demands, Railways shall ensure that the total unit
exchange spares are within the norms last updated vide Boards' letter no.
2005/Eiect(TRS)/441/7 pt, dated 28.04.08.

Sub : Deployment of WAM4 locos in MU formation in CONRAJ trains

With progressive augmentation of coaching trains to 21 coaches and


above, which have to be worked with higher horse-powered WAP4/WAPS/WAP7
locos, a portion of the lower powered WAM4 fleet is becoming irrelevant to today's
needs. Though these WAM4 locos can not be deployed in goods operation as
singJei-·their gear ratio being 21:58, they can be utilized fruitfully in freight
operation in MU formation, especially for CONRAJ where trains are much
tighter than the conventional goops train of 5000 T but are heavier than the
longest passenger train of 1430 T (24 coaches) and are reqL;~ired to be run at
100 kmph speed. · ·

In view of the above, ·Board (ML) have approved making of WAM4 klcos,
having residual life of more them 8 years, fit for MU operation for deployment
in CONRAJ trains, basing them at ELS/TKD as per the following plan

(i) 43 WAM4 locos, which are due POH in .next three years and have
residual life of more than 8 years, should be made MU fit during
POH and transferred to ELS I TKO ( Annex.- I ) .

(ii) 64 WAM4 locos, having residual life of more than 8 years and not
due POH in next three years { Annex.-II ), should be made MU fit by
owning Railways within the next one year.

Zonal Railways are advised to take necessary action to modify the above
WAM4 locos as per the above targets so that WAM4 locos, after fitness for l'1U
operation, are transferred to ELS I TKO at the earliest. \ /

Hon'ble MR has set a freight loading target of 1100 MT & 8400 million PKM to be achieved
by the end of XI Plan. Accordingly 1800 additional electric locos are planned to be acquired and
inducted into system during the plan.

Considering the growth of traffic, and electrification on various routes during XI Plan
i.e upto 2011-12, the tentative dep4oyment of addftional electric locomotives on Zonal Railways
has been advised by Traffic Ote. vide Board's letter under reference (copy enclosed), which is as

The problems of air leakage of tri-plate pneumatic panel of E-70 brake
system of 3 -phase Electric. Locomotives were reported from Zonal Railways. after a
service life of about 09 years. Accordingly, the HAG committee (nominated by
Railway Board to chalk out action plan for improving the reliability 3-phase Electric
Locomotives) in their report recommended that the tri-plate pneumatic panel of E-70
brake system of 3-phase Electric Locomotive should be re-habilitated every 09 years.
Railway Board vide above referred letter has conveyed their acceptance to tl1.e
recommendation and directed that. Railway Board may take. support. of the OEM to
get the panel of E-70 brake system overhauled/rehabilitated whenever required.
The work of re-habilitation of tri-plate panel involves the following
major activities :-
1. Environment should be dust free and clean.
2. '0' Rings should be' stored in Temp. & Humidity Controlled Rooms
before use.
3. Cleaning/Re-anodizing of the plates, wherever required, to be carried
out and flatness/ surface finish to be validated before assembly.
4. The panel should be subjected to complete Hydraulic Testing/
Pneumatic Pressure testing.
5. Specified tightening torques to be applied for each of the fasteners on
the plate.
Since the above problems have been experienced ' by the Zonal Railway
after service life of about nine years, it is advised that the Railways must get the tri-
plate pneumatic panel of E-70 brake system of three phase locos rehabilitated after
every 09 years of service life. ,-----

An attached Stores Depot is of critical importance ·for efficient working of a


maintenance shed for proper material plann ing, procurement & warehousing functions.
It is seen that while planning the infrastructure and manpower for a new shed, Stores
Deptt generally is not consulted regarding facilities for the stores depot which are later
found inadequate.

Zonal Rlys are, therefore, advised to associate Stores Department at the planning
stage regarding stores depot so that compact & modern material handling facilities are
available for improving output and efficiency of the shed.

Traction motor armature shafts have been used on IR since 1999. RDSO have
now studied the process and submitted Report on its efficacy & usefulness. The :111
Report has been examined in Board and competent authority has approved the
following I

(i) No more proliferation of the machineries required for DAUC process.
(ii) ELS[fATA & TMS/CNB may continue use of DALIC process for rebuilding
of shafts upto 100 microns only.
(iii) All .Railways to send shafts which can be reclaimed by building upto
100 microns to ELS/TI (A or TMS/CNB.
(iv) Shafts which require rebuilding by ·more than 100 microns shall be
machined to lower size for use on EMU traction motors.

SUB :Classification of WAG-S locos in FOIS.

Difficulties were reported by Zonal Railways in identifying whether a WAG-S


loco is equipped ·with TAO 659 or HS-1 5250A traction motor through FOIS where
WAG-S ·locos were classified in 9 differen.t ca tegories viz WAG-S, WAG-SA,
WAG-56, WAG·SD, WAG-S E, WAG-S H, WAG-S HA, WAG-5 HB & WAG-S HR.

In order to simplify identification, necessary modifica tions has been carried out
in FOIS software .and all WAG-S locos have been classified in two categories
i.e. WAG-SA for locos equipped with TAO 659 traction motors and WAG-SH for
those equipped with Hitachi traction motors.

All Zonal Rai lways are advised to verify the classification of their locos
accordingly and arrange to get necessary . correction made, in case of any
di screpancy.

by RDSO are implemented by the firin on the system already ordered by

1.0 Brief Background :

Vide reference (i) as above, Railway Board had advised essential


features of crew friendly cab to be adopted in Conventional Locomotives
during manufflcturing at CLW /CRJ and during POH/MTR in Workshops.
The list of the items and work .c ontain there-after was ·quite exhaustive.
Railways were experiencing difficulties in canying them out 'Within the
scheduled cycle time of POH. The major cause of concern was shifting of
panels (T~ Relay & Pneumatic) which involve sheet tnetal work, 80% of
re-laying of control cables. Large man-power was required. Due to these
constraints, the issue was reViewed and revised schedule of items have
been identified and approved by Railway Board vide reference (ii) as
above.

3 .0 The above features are applicable during POH, re-


cablingjPOH and other special repairs of Locomotives as and when taken
up by the POH workshops of Zonal Railways. Railways are advised to
follow the drawings and specifications of CLW and other Work
Shops/ Loco Sheds as mentioned above for maintaining uniformity with
respect to individual scheme and layout for the above 24 items.

4.0 However, CLW and MTR Shop at Dahod shall continue to


adopt the schedule of items during crew friendly cab modification as
defined in Board's letter dated 12.12.2005 (ref. (i} as above which

Sub: Repair I Rehabilitation of Electronic Cards of 3-phase electric locomotive

1. Indian Railways imported 22 WAG91ocomotives and 11 WAPSiocomotives during 1995-


98 from M/s. ABB, Switzerland. CLW started manufacturing these locomotives initially,
by procuring Power Converter, Auxiliary Converter and Vehicle Control Electronics from
ABB, Switzerland. These equipments were later on indigenised by M/s. BT, Vadodara,
M/s. NELCO, M/s. BHEL and M/s .. CGL through transfer of technology. There are total
113 electronic cards/modules of 29 types in each locomotive.
2. The performance of electronic modules has been collected from Railways of last five
years and analysed by RDSO in detail, which is attached as Annexure-1. It is noted that
there are no failure records of cards prior to 2002-03 when these locos were under
warranty obligation of M/s BT. There are 13 type of cards out of 29, which have
maximum contribution towards total failures which are as under:

It is noted that IRon an average has got 268 cards repaired annually from OEM during
the last three years. This repair also includes the warranty failure cases also. The repair
time by OEM is also reportedly high as they are more interested in manufacturing of new
cards. IR's experience also shows that TOT partners have not taken enough interest in
analysing the failures and suggesting remedial measures.
As per age wise failure analysis, furnished by GMO shed of some of the cards, there is a
very high increasing trends of failure beyond 4 years of service. The details are attached
as Annexure-2. However similar information are not available from GZB shed, where
there are also older fleet of locomotives. The main components which are failing beyond
4 years of service are electrolytic capacitors, optical transmitter and receiver and
r EPROMS. M/s. BT vide their letter dated 23-10-08 has also advised that these
components are required to be replaced In Indian climatic conditions after a period of 5-7
years.
I Hence there is need to rehabilitate the cards after 6 years of service, which matches with
IOH of WAG9 locomotives, by changing electrolytic capacitors, optical transmitters and
\ receivers, EPROMS and fibre optic cables.
4. At present M/s. Bombardier, M/s. BHEL and M/s Stesalit Limited Kolkata (through OEM,
M/s Enics) has been taking up repair of these cards. In fact M/s. BT is the only repairing
all makes of cards irrespective of whether it has been supplied by them or M/s BHEL or
M/s NELCO. M/s. BHEL is repairing their own make of cards only and M/s NELCO is
arranging only warranty repairs through OEM as they are still importing all cards. In past,
RDSO has been asking M/s NELCO to indigenise their cards. M/s NELCO have taken
certain measures to manufacture cards of VCU in first phase using available expertise in
India. As per document submitted by M/s NELCO, they will be able to offer prototype
VCU cards, manufactured by Indian company, after 2-3 months.
5. Railway Board on the recommendation of RDSO has considered M/s lndocen Electronic
Systems Pvt. Ltd. , Mumbai and M/s MEL Systems and Service Ltd., Chennai as
alternative sources for repair of power supply and signal conditioning cards subject to
condition that they develop required test jigs for card level functional tests. Both the firms
have collected required information from CLW to develop test jigs. M/s lndocen has
developed test jigs for these cards and is in a position to take up its repair. M/s. MEL
has requested for commitment of repair orders before they can take up development of
test jigs (vide letter No. PCR/CHN/2008-09/1908 dtd . 26.09.08) as it involves f inancial
expenditure. /\s per M/s lndocen and M/s MEL each test jig involves Rs. 3 to 4 lakhs of
expenditure. There are 29 types of cards and development of test jigs would require
investment of about Rs. 1 crore and therefore firms are keen to get commitment of order
before investment for any development.
6. M/s lndocen has furnished their offer for repair and rehabilitation of those cards for which
they have ready developed test jigs. The comparative repair and rehabilitation costs of
these cards of M/s lndocen and M/s BT has been tabulated and placed as Annexure-3. It
may be seen that both repair as well as rehabilitation cost for these cards, of M/s
lndocen, is comparatively less. Hence, in order to reduce the cost of repair, time of
repair and to improve the reliability of these cards, it is necessary to develop sources
other than TOT partners who can test these cards after repair/rehabilitation as per
OEM's requirements by developing test jigs. This would involve investment as
mentioned in para 5 above. Therefore only those firms who are interested for such
heavy investment and are capable of taking up such repair shall have to be considered
as a source for repair/rehabilitation of the cards of three phase locomotives.
7. As a result of expression of interest, issued in leading national news paper M/s Micron
Roorkee and M/s System Aids Bangalore have purchased STR but they have not
responded thereafter. M/s. Kaynes Technology India Pvt Ltd, Mysore has also
approached RDSO for repairing of Cards. M/s Kaynes Technology, Mysore was visited
by RDSO officials for assessing their capacity-cum-capability for taking up such repair.
M/s Kaynes Technology Mysore has been found capable of repairing such cards and
has the capability for such investment.
As already explained above M/s lndocen, Mumbai has developed test jig for seven types
of cards whereas others are equally interested to develop such jigs after commitment of
orders by Railways. The necessary detail shall have to be furnished by CLW to M/s
Kaynes, Mysore as was furnished to M/s lndocen & M/s MEL Chennai for seven type of
cards. These firms can develop test jig fixture for other type of cards also after collecting
details from CLW.
RDSO has prepared guidelines (No. EUG/2008/01 , Rev. '0'. Nov'08) for
repair/rehabilitation of cards of three phase locomotives, to be used by Zonal Railways
for executing repair/rehabilitation contract. It is necessary that the firms furnish
investigation reports of each card after repair which have been indicated in the
guidelines, and is attached as Annexure-4.
10. Recommendations:
10.1 In view of above it is necessary to develop sources, other than OEM, for timely
repair/rehabilitation of cards at competitive price. It is recommended that Railways may
be nominated for awarding card repair contract on M/s MEL Chennai, M/s lndocen,
Mumbai and M/s Kaynes Mysore for limited quantity, say 10 cards each of 16 types
which includes type of cards indicated in para 2 and also 3 types of signal conditioning
cards for which test jig has already been developed by M/s lndocen. ·Guidelines may be
referred for details of types of the cards . It would be worthwhile to ·distribute the orders
on these firms so as to encourage them to develop test jigs for different types of cards,
as it will be used only for Indian Railway application.
10.2 Based on the performance evaluation of six months of repaired cards in the locomotive,
the developmental order can be further given to these firms for balance 13 types of
cards. These firms can be considered as regular source for repair/rehabilitation of a
particular type of card after their performance is found satisfactory in locomotive for a
period of six months.
10.3 It is recommended that rehabilitation of cards of three phase locomotives should be
taken up after six years as per work content defined in RDSO's guideline No.
EUG/2008/01, Rev.'O'. There are around 68 locomotives mostly from GMO and GZB,
which would require rehabilitation of cards on the age basis.

1.0 Introduction:

Indian Railways imported 22 WAG9 locomotives and 11 WAP5


locomotives in 1997-98 from Mjs. ABB, Switzerland. Later on, CLW
started the manufacturing of these locomotives by procuring Power
Converter, Auxiliary Converter & Control Electronics from ABB,
Switzerland. These equipments were indigenised later on by Mjs. BT,
Vadodara, M/s. NELCO, M/s. BHEL and M/s. CGL through transfer
of technology. There are 29 types of cards, 113 in Nos. (including GU
& GUSP) in one locomotive, as per details given below:

Electric loco sheds shall issue the PCBs, or modules of three
phase locomotives for repair/rehabilitation to firm identified by RDSO
only. The firm, identified by RDSO, shall develop test jigs for card level
functional testing either in advance or after getting orders. The firm
shall collect the requisite information from CLW to develop test jigs for
card level functional test. The card for repair shall be issued by the
shed only after the firm develops the test jigs and is certified by RDSO
representative. In case the repair is taken up by the firm for the first
time for specific type of card, initially one card shall be issued to the
firm for repair against indemnity bond/ security deposit of an amount
equal to the cost of the card. This repaired card will be tested in the
locomotive for its compatibility and once it is found in order the
balance order for that specific type of card shall be executed by the
firm. Similar procedure shall be followed for all types of cards. The
detailed procedure for repair and rehabilitation is explained in
following Para.

3.0 Procedw·e for repairing/rehabilitation of PCBs:

3.1 Issue of PCBs or modules to Repair Agency


Electric loco sheds shall issue the PCBs or modules properly placed in
Anti Static packing. ·Following documents shall be issued:
(a) Type, Type Identification Number, Make and Serial Number
(b) Locomotive in which failed.
(c) Date of commissioning.
(d) Brief details of failure and available investigations of the shed.
(e) Accompanying Diagnostic Data Set (DDS) downloaded from the
locomotive in which the PCB or module has failed (both hard
copy and soft copy).

3.2 Receipt by repair agency:

· On receipt of the units to be repaired/ rehabilitated by the r epair
agency, the accompanying information about the unit shall be
verified and receipt acknowledged. The acknowledgement will be
kept on record by the Electric loco sheds, linking its reference in
the master register.
3.3 Repair/Rehabilitation procedure:
(AJ Rehabilitation
The purpose of rehabilitation is to prevent failure of PCB due to
aging of components on line. After failure investigation of failed
PCBs, it has been found that mainly three components i.e.
electrolytic capacitors, optical transmitters/receivers and EPROMs
are getting defective in majority of cases. Thus three components
given below are invariably required to be replaced by new.
(a) Replacement of electrolytic capacitors.
(b) Replacement of optical transmitters and receivers.
(c) Replacement of EPROMs.
(d) Replacement of Fibre optic cable
The time period and type of cards to be rehabilitated shall be
advised by RDSO separately .
(B) Repair
On receipt of the defective units, the main function of the repair
agency is to identify the defective component, replace the same and
test the unit for its proper functioning. For doing these basic
primitives, a series of operations may have to be done based on the
complexity of the failed units and the nature of failure and would
vary from unit to unit. It is necessary to properly investiga te and
identify defective component which will require replacement. The
repair agency is required to furnish the complete investiga tion
report along with the component replaced to respective sheds for

each PCB separately. In order to ensure consistency in the


process, the following procedure shall be adopted:-
3.3.1 Cleaning: Cleaning of PCB by a suitable cleaner shall be done
prior to repair and rehabilitation to remove dust accumulated on
the PCB.
3.3.2 Visual Inspection: Visual Inspection shall be done to examine the
PCB card for any external abnormality such as
damage/overheating of any component or track.
3.3.3 PCB I Module Functional Test
The PCB or module, needing further diagnostics and rework will be

tested in the function test jigs designed for that type of PCB or
module, as per the TOT documents. After functional tests, either of
the two situations may arise viz. exact trouble shooting successful
or exact trouble shooting unsuccessful. If the troubleshooting is
unsuccessful, the PCBjmodule is sent to the In-circuit test Jig
(ICT) for component level troubleshooting. If the trouble shooting is
possible at card level functional test, then it directly goes for re-
work.
3.3.4 Remove coating & ICT
If it is found necessary to do ICf for component level
troubleshooting, the conformal coating is first removed to get
access to the test pads in the PCB. There after, it is mounted in the
ICT jig for trouble shooting.

3.3.5 Replacement & Repair


The identified component required to be replaced is removed. In its
place, new components, of same type/make or as per QMPL or
Original Bill of Materials or as approved by RDSO shall be used.

f? 3.3.6 Function test after repair/rehabilitation

After the repair ;rehabilitation is carried out, the PCB or the


module shall be tested in the respective card level function test jig
to reaffirm that the unit is healthy with reworked component.
3 .3. 7 Cleaning & Re-coatiil.g
Once the reworked unit passes the function test, it is cleaned and
the conformal coating is reapplied .
3.3.8 Inspection after repair/Rehabilitation
After the repair/ rehabilitation is carried out, the PCB or the
module shall be tested in the respective card level function test jigs
to reaffirm that the unit is healthy with reworked component.
The railways representative and firm's representative shall witness
the functional test. The test jigs used shall be developed as per the
TOT documents. The firm however after developing functional level
test jig for the purpose, should get approval of RDSO. The results
of the functional test shall be recorded jointly by both
representatives.
3.3.10 System level functional test in loco at shed:
The cards, after reaching to electric loco shed, shall be provided in
a working loco for testing. If any problem is encountered during
loco testing, the card shall be sent back to repairing agency. The
cards found O.K. in system level testing at shed shall be cleared for
use.
4.0 Purchase of Components:
Components used for repair/rehabilitation of PCBs shall be of
same make/sources or only from Qualified Manufacture Part List
or as approved by RDSO . Documentary evidence of purchase of
components from sources approved by RDSO shall be submitted if
demanded by I.R.

5.0 Handling & transport

The PCB or module, as the case may be, shall be packed. properly
to avoid arw transit damage. The PCBs and modules shall be
packed in anti-static packing. All the investigations and findings
during the repair process shall be well documented and
accompanied with the repaired/rehabilitated unit. The repair
agency shall collect and deliver the PCB cards from Electric loco
sheds. The responsibility of packing, handling and transport from
and to respective loco sheds lies with repair agency.
6.0 Warranty: The repaired/rehabilitated PCB Cards shall be covered
under warranty of 12 months from the date of fitment. The cards
failed under warranty shall be collected from loco sheds and shall
be delivered with in 45 days after repair.

Note: The guidelines for repairI rehabilitation of PCB cards as above


should be read in conjunction with Schedule of Technical Requirement
issued by RDSO in March 2008. The guidelines given above are purely
indicative and should not be treated as conditions of contract. The other
aspects like payment conditions, penalty clauses, delivery schedule etc.
not covered above will have to be defmed by work awarding authority at
the time of awarding contract.

7. 0 Definitions:
(it IR means Indian Railways
(iiJ RDSO means Research Design and Standard Organisation
(iii) CLW means Chittaranjan Locomotive Works
(iv) s.-.DEE/TRS means Sr. Divisional Electrical Engineer.
(v) PCB means various printed circuit boards used in the three phase
locomotive in traction converter, auxiliary converter and control
electronics for carrying out different control functions. These are
provided in racks (also called card cages) and are of 6U format,
multi-layered employing SMD cum THT technology. Various types

of PCBs used in three phase locomotives and covered under the


scope of this contract are defined in clause 4.0 of this document.
(vi) Electronic modules means electronic equipment packed in the
independent housing and meant for a specific function. These
modules are used in the traction converter, auxiliary converter and
control electronics.
(x) Backplane means the printed circuit board used in the rear of a
PCB card cage {rack) for interconnection of various PCBs,
including the discrete wiring.
(xi) Electric Loco Shed means three phase electric locomotives user

(xii) OEM means original manufacturer of the PCB under consideration
(xv) SMD means surface mount device, which is a technology for
populating the electronic component on the PCBs. The d evices are
soldered on the surface of the PCB for compactness.
(xvi) THT means through hole technology process for populating
electronic components on the PCB. The pins go through the holes
provided on the PCBs and soldered on the other side.
(Xxi) QMPL means Qualified manufacture part list.
(xxii) TOT means transfer of technology.

The proposal of RDSO received vide letter under reference for repair/ rehabilitation
of electronic cards (PCB) has been examined. Considering the requirement of Zonal Railways
and recommendations furnished by RDSO, Board (ML) have decided as under:

(i) Rehabilitation of electronic PCB cards of t hree phase electric locos should be
taken up after every six years as per the work content ddined in RDSO's
guidelines no. EL/G/2.008/01, Rev.'O'.
( ii) In order to develop additional sources for repair 1 rehabilitation of electronic PCB
cards other than TOT partners/OEM, RDSO has already assessed
capacity/capability of 3 firms viz. M/s MELSS, Chennai, M/s Jndocen, Mumbai and
M/s Kaynes, Mysore and found them capa ble for undertaki ng such work.
ECRiy is nominated to award developmental repair/rehabilitation contract of
10 cards of each of the following 16 types of PCBs on each of these three firms
for repair/ rehabilitation observing various commercial formalities/procedures for

consider development contract for the remaining 13 types of cards on
similar lines thereafter.

ECR shall be advised to float developmental tender accordingly and award


contract to meet the requirc;menl of all the fou r Zonal Rail ways. viz . CR, ECR, NR and SCR
ensuring the cond ition thaL tile firms shall submit detailed investigation report of each
card to the consignee. However, before award of contract, ECR may obtain confirmation
of availability of funds for undc:rt ;.J J..ing repair/rehabilitation work from the respective
Railways.

While each Zonal Railway will get tile work done independently from the firms for their
quantities of PCBs, the payment shall be released by ECR only after receipt of con firmation
from the respective Railways of the delivery of satisfactorily repaired I rehabilitated PCB
cards along with investigation report.

RDSO is advised to issue necessary instructions to concerned Zo nal Railways


accord ingly.

Sub: Repair/Reh abilitation of electronic cards (PCBs) of Three phase


electric locos
Ref: RDSO letter no. EL/11.5.5/8 dated 28. 11.08.

The proposal of RDSO received vide letter under reference for repair/ rehabilitation
of electronic ca rds (PCB) has been examined. Considering the requirement of Zonal Railways
and recommendations furnished by RDSO, Board (ML) have decided as under:

(i) Rehabilitation of electronic PCB cards of three phase electric locos should be
taken up after every six years as per the work con tent ddined in RDSO's
guidelines no . EL/G/2.008/01, Rev.'O'.
(ii) In order to develop additional sources for repair f rehabil itation of electronic PCB
cards other than TOT partners/OEM, RDSO has already assessed
capacity/capability of 3 firms viz. M/s MELSS, Chennai, M/s I ndocen, Mumbai and
M/s Kaynes, Mysore and found them capable for undertaking such work.
ECRiy is nominated to award developmental repair/rehabilitation contract of
10 cards of each of the following 16 types of PCBs on each of these three firms
for repair/ rehabilitation observing various commercia l formalities/procedures for
CR, ECR, NR & SCR as per the distribution on each of the firms as under:
