viewing/downloading.
 Application form is available online only at GMCH Website. Candidate has to fill-up online
application form and submit the same online after completion.
 Before filling-up the online Application Form, candidates are advised to go through the
admission notice published in the newspaper and instructions given in the prospectus
carefully.
 Application fee: Application fee can be paid online only.

MD/MS Courses: Session 2024
PG-1: General Information and Number of Seats
The Govt. Medical College & Hospital, Sector-32, Chandigarh invites online application for
admission to three years Postgraduate Degree Courses (MD/MS) for the year-2024.
The total numbers of seats for admission in the year 2024 are 155 (151 plus 4 seats for EWS
in State Quota) which are divided into All India Quota (AIQ) and State Quota as below:
1. All India Quota (AIQ): 75 Seats
In compliance of the Hon’ble Supreme Court decision, 50% of seats, excluding 4 seats for
EWS in State Quota, are allocated to All India Quota.
2. State Quota: 76 Seats + 04 EWS seats.
a. 15% of 76 seats are reserved for scheduled castes (SC).
b. 5% of 76 seats are reserved for Persons with Benchmark Disabilities (PwBD) on
horizontal basis.
In compliance of the decision of Hon’ble Punjab & Haryana High Court,
distribution of State Quota seats is as below:

Distribution of seats:
i. Departments having one seat will have All India Quota allocation every alternative year.
ii. Departments having two seats will have All India Quota allocation of one seat every
year.
iii. Departments having three seats will have All India Quota allocation of one and two
seats every alternative year.
iv. ** Four seats are reserved for Persons with Benchmark disabilities (PwBD) on
horizontal basis as per NMC norms. Out of these four seats, two seats each have been
allocated in respective Pools. Seats reserved for PwBD candidates are not additional
seats. These seats are included within the total seats of State Quota as well as respective
Pool and specialty. Selected PwBD candidates belonging to General category will be
adjusted against seats available in General Category and candidates belonging to SC
category will be adjusted against seats available in SC Category in respective Pool and
specialty. If any PwBD candidate gets selected, the corresponding seat will get deducted
from the total seats available in that particular specialty from the concerned pool.

A. Institutional Preference Pool (IP)


1. Candidates who have completed their MBBS examinations from Govt. Medical
College & Hospital, Chandigarh. To be eligible for this category candidate should
submit Detail Marks Sheet of Final Professional/Degree/Certification from Director
Principal, GMCH-32, Chandigarh.

B. UT Chandigarh Pool
This category will include candidates with background of Chandigarh. To be eligible for
this category, candidate should fulfill one of the following criteria*:
1. Studied for a period of 5 years in Union Territory of Chandigarh at any time prior to
the last date of the submission of the application.
2. Candidates whose parents are residing/have resided in Union Territory of Chandigarh
for a period of at least 5 years at any time prior to the last date of the submission of
the application either in pursuit of a profession or holding of a job.
3. Children of persons who have held/hold immovable property in Union Territory of
Chandigarh for a period of five years at any time prior to the last date of the
submission of the application. The property should be in the name of the parents or
the candidate himself/herself.

*Above mentioned eligibility criteria from 1-3 are subject to outcome of court
case/judgment of Hon’ble Supreme Court of India. All the admissions will be
subject to outcome of court case/judgment of Hon’ble Supreme Court of India.
4. Important: All Candidates applying for UT Chandigarh Pool, including IP
candidates who want to be considered for UT Chandigarh Pool as well, have to
submit a notarized affidavit at the time of applying and again a fresh notarized
affidavit at the time of appearing for counseling in Govt. Medical College &
Hospital, Chandigarh [as per Appendix-IV] that he/she has “not opted and
claimed” benefit of residence in any other State/UT other than UT Chandigarh
after the declaration of NEET result.
Candidates who fall into any of the below mentioned category (I-IV) will be
considered as “opted and claimed benefit of residence in a state/UT other than
UT Chandigarh”: -
I. Candidate who has applied for State Quota seats in Govt. Medical Colleges in
state/UT other than UT Chandigarh claiming to be resident of that state/UT.
II. Candidate who has applied for State Quota/Management Quota seats in Pvt.
Colleges/Deemed Universities in state/UT other than UT Chandigarh claiming
to be resident of that state/UT.
III. Candidate who has applied for State Quota seats in Govt. Medical College &
Hospital Chandigarh (GMCH) as well as State Quota seats in other State/UT
claiming to be resident of that State/UT as mentioned in clause I-II above and
has subsequently withdrawn his/her candidature from other State/UT.
IV. If clarification sought from the candidate on the above-mentioned clauses from
I-III by any means viz email, written letter etc. is not received within
stipulated period.
Candidature of candidates falling in any of the above categories from I-IV
will be cancelled for UT Chandigarh Pool.
C. Seats reserved for SC candidates
1. 15% seats are reserved for Scheduled Castes (SC) candidates.
2. Only those Scheduled Castes (SC) candidates who have obtained SC certificate from
UT Chandigarh shall be eligible to apply against these seats. (Appendix-I)
3. To be eligible for SC seats, Candidate must have claimed his/her eligibility for SC
category while applying for NEET (PG) - 2024 examination.

D. Seats reserved for Person with Disability (PwBD)
1. 5% seats are reserved for PwBD Candidates on Horizontal basis.
2. Horizontal reservation cuts across vertical reservation (in what is called interlocking
reservation). Candidates selected against the quota for PwBDs have to be placed in
the appropriate category viz. SC or General depending upon the category to which
they belong. Candidates applying for admission under the quota reserved for PwBD
must select whether they belong to SC or General category while filling the
application form. Irrespective of the category selected while filling the application
form for State Quota seats, candidates will be adjusted against category claimed in
their NEET(PG)- 2024 result card. PwBD candidates belonging to General
category will be adjusted against seats available in General Category and
candidates belonging to SC category will be adjusted against seats available in
SC Category.
3. The candidates must fulfill relevant Eligibility Criteria for IP or UT Chandigarh Pool
or both Pools.
4. Candidate must have claimed his/her eligibility for PwBD category while applying for
NEET(PG) –2024 examination.
5. “Own merit” General (PwBD) and SC (PwBD) candidates will be eligible for
selection against unreserved General category seats according to their rank and merit
in the combined merit list.
6. Only Disability Certificate issued by designated centers approved by National
Medical Commission will be accepted. List of centers approved for issuing of
disability certificates is attached at Appendix II.
7. Admission will be made strictly on the basis of rank obtained in NEET (PG) –2024
for PwBD category.
E. Economically Weaker Section (EWS).
The eligibility criteria for EWS Category are as below: -
1. Persons who are not covered under the existing scheme of reservations for the
Scheduled Castes, the Scheduled Tribes and the Socially and Educationally Backward
Classes and whose family has gross annual income below Rs. 8.00 lakh are to be
identified as EWSs for the benefit of reservation. Family for this purpose will include
the person who seeks benefit of reservation, his/her parents and siblings below the age
of 18 years as also his/her spouse and children below the age of 18 years. The income
shall include income from all sources i.e. salary, agriculture, business, profession etc.

and it will be income for the financial year prior to the year of application. Also
persons whose family owns or possess any of the following assets shall be excluded
from being identified as EWSs, irrespective of the family income:
i) Five (05) acres of Agriculture land and above;
ii) Residential flat of 1000 sq. ft. and above;
iii) Residential plot of 100 sq. yards and above in notified municipalities;
iv) Residential plot of 200 sq. yards and above in areas other than the notified
municipalities.

PG-2: Eligibility Criteria for All India Quota, State Quota.

1. Only Indian citizens are eligible to apply.


2. As per Judgement of Hon’ble Supreme Court of India in Writ Petition (C) No. 891 of
2021, Dated 03.02.2023, Candidates who have secured OCI Card before 04.03.2021 will
be eligible for General seats of IP and UT Chandigarh Pool subject to fulfillment of
eligibility conditions for either of these pools or both pools.
3. A candidate must have come in the merit list of NEET-PG 2024 by securing following
minimum marks:
General Category/EWS/ : not less than 50th Percentile
OCI Card holder

General PwBD : not less than 45th Percentile


SC, SC (PwBD) Category : not less than 40th Percentile
If Central Government in consultation with National Medical Commission may at its
discretion lower the minimum marks required for admission to postgraduate course, then
these marks so lowered by the Central Government shall be applicable.
3. Candidates should have completed compulsory rotatory internship satisfactorily
by15.08.2024 (w.r.t. NMC letter bearing No. F.No. N-P018(20)/7/2023-PGMEB-NMC
dated 20.03.2024).
4. Registration with NMC/State Medical Council is necessary.

PG-3: Admission under All India Quota Seats (75 Seats):


1. These seats will be allocated through counseling by Medical Counseling Committee
(MCC) constituted by the Ministry of Health and Family Welfare based on rank in NEET-
PG 2024 conducted by National Board of Examinations (NBE) for admission in
postgraduate courses (MD/MS) for the year 2024.

2. The candidates will be allocated to the Govt. Medical College & Hospital, Chandigarh as
per their preference in order of their rank in NEET-PG 2024.
3. The candidates also have to fulfill all relevant eligibility criteria as laid down in the
Information Bulletin for All India Post Graduate Medical Entrance Examination 2024
issued by National Board of Examinations (NBE).
4. For more information, candidates can visit National Board of Examinations (NBE)
website www.nbe.edu.in.
5. All relevant clauses mentioned in this prospectus will also be applicable on All India
Quota candidates allocated to Government Medical College & Hospital.
PG-4: Admission for State Quota (Institutional Preference Pool/UT Chandigarh Pool)
seats 76 + 4 (EWS) = 80 Seats:
A. Institutional Preference Pool (IP)
Eligibility criteria for Institutional Preference Pool (IP) is as below:
1. Candidates who have completed their MBBS from Govt. Medical College & Hospital,
Chandigarh. To be eligible for this category candidate should submit Detail Marks
Sheet of Final Professional/Degree/Certification from Director Principal, GMCH-32,
Chandigarh.
B. UT Chandigarh Pool
This category will include candidates with background of Chandigarh. To be eligible for
this category candidate should fulfill one of the following criteria:
1. Studied for a period of 5 years in Union Territory of Chandigarh at any time prior to
the last date of the submission of the application.
2. Candidates whose parents are residing/have resided in Union Territory of Chandigarh
for a period of at least 5 years at any time prior to the last date of the submission of
the application either in pursuit of a profession or holding of a job in UT Chandigarh.
3. Children of persons who have held/hold immovable property in Union Territory of
Chandigarh for a period of five years at any time prior to the last date of the
submission of the application. The property should be in the name of the parents or
the candidate himself/herself.
C. Documents to be submitted for establishing eligibility for UT Chandigarh Pool:

1. All applicable certificate(s) for establishing eligibility under one of the above clauses
from 1 to 3 for UT Chandigarh Pool should be current and issued in the year of
admission.

2. To be eligible for UT Chandigarh Pool under B(1), the candidate must submit a
certificate duly signed & stamped by Principal of School/College located within the
territory of UT Chandigarh.
3. To be eligible under B(2), the candidate must submit both the following certificates:
I. A certificate issued by D.C.-cum-Estate officer/Tehsildar, Chairman of
Chandigarh Housing Board, Registrar Cooperative Societies stating that
his/her parents have been residing/ have resided in Chandigarh for at least 5
years.
II. If holding a job, a certificate from the employer duly stamped on account of
holding a job for 5 years in Chandigarh or if pursuing a profession, then
professional address & registration with appropriate authority for pursuing
claimed profession for 5 years in Chandigarh. In addition, the documents in
the form of five years bank statement of salary or self-account /five years
income tax filling statement before last date of submission of application for
admission in case of income tax assesse.
4. To be eligible under B(3), the candidate must submit a certificate issued by D.C.-cum-
Estate officer/Tehsildar, Chairman of Chandigarh Housing Board, Registrar
Cooperative Societies stating that the candidate/parents of the candidate have held/are
holding immovable property in UT Chandigarh for atleast for 5 years prior to the
submission of application.
5. All Candidates applying for UT Chandigarh Pool, including IP candidates who
want to be considered for UT Chandigarh Pool as well, have to submit a
notarized affidavit that he/she has not opted and claimed benefit of residence in
any other State/UT other than UT Chandigarh after the declaration of NEET
result, at the time of applying and again a fresh notarized affidavit at the time of
appearing for counseling. [as per Appendix-IV]
D. Seats reserved for Scheduled Castes (SC)
The eligibility criteria for SC Category for both IP and UT Chandigarh Pool are as below:
1. 15% seats are reserved for Scheduled Caste (SC) candidates
2. Candidate must have claimed his/her eligibility for SC category while applying for
NEET (PG) –2024 examination.
3. Only those Scheduled Caste (SC) candidates who have obtained SC certificate from
UT Chandigarh shall be eligible to apply against these seats.

E. Economically Weaker Section (EWS)
The eligibility criteria for EWS Category for both IP and UT Chandigarh Pool are as
below:
1. Candidate must have claimed his/her eligibility for EWS category while applying for
NEET (PG) – 2024 examination.

3. The EWS Certificate issued by the Chandigarh Administration only will be
considered for EWS Quota and the same certificate must be certified by an officer not
below the rank of Tehsildar.
4. Candidate must have claimed his/her eligibility for EWS category while applying for
NEET (PG) –2024 examination.
F. Seats reserved for Person with Benchmark Disability (PwBD)
The eligibility criteria for Person with Benchmark Disability (PwBD) Category for both
IP and UT Chandigarh Pool are as below:
1. Candidate must have claimed his/her eligibility for PwBD category while applying for
NEET(PG) –2024 examination.
2. **Five (5) % i.e. (Four) seats are reserved for Persons with Benchmark disabilities
(PwBD) on horizontal basis as per NMC norms. Out of these four seats, two seats
each have been allocated in respective Pools. Seats reserved for PwBD candidates are
not additional seats. These seats are included within the total seats of State Quota as

well as respective Pool and specialty. Selected PwBD candidates belonging to General
category will be adjusted against seats available in General Category and candidates
belonging to SC category will be adjusted against seats available in SC Category in
respective Pool and specialty. If any PwBD candidate gets selected, the corresponding

G. For MD (Anatomy), candidates who don’t fulfill the eligibility criteria for Institutional
Preference/UT Chandigarh Pool but have worked as demonstrator in the Department of
Anatomy, Govt. Medical College & Hospital, Sector-32, Chandigarh, for one year or
more, are also eligible to apply for MD (Anatomy) UT Chandigarh Pool seats as General
Category departmental candidates. However, they should have appeared in NEET-PG
2024 and fulfill all applicable eligibility criteria.

PG-5: Application for admission in State Quota seats (Institutional Preference Pool /UT
Chandigarh Pool)

1. Before applying, candidates are advised to go through the admission notice published in the
newspapers and instructions given in the prospectus carefully and then fill in the online
Application Form.
2. All Institutional Preference Pool/UT Chandigarh Pool candidates have to fill application form
online, available at GMCH Website www.gmch.gov.in.
3. Candidate has to pay the fee online.
4. Candidate should select the eligible Pool i.e. Institutional Preference Pool or UT Chandigarh
Pool or both and eligible category i.e. whether Gen/SC/PwBD/EWS while filling the online
application form. No addition of Pool/category will be allowed once the form has been
submitted.
5. If candidate is eligible for both Institutional Preference and UT Chandigarh Pool, She/he can
select IP+UT Pool.
6. Procedure for applying is as depicted in flowchart below. All steps are mandatory to
complete the application process.

9. Only online application will be accepted. Application received in any other form, other than
online, during the prescribed application submission period or after due date and time shall
not be entertained under any circumstances, whatsoever.
10. Submission of application form ipso facto, not entitles a candidate to get admission. It will be

category seats according to their rank and merit in the combined merit list.
6. Candidate(s) belonging to Scheduled Castes, PwBD or EWS category who obtain admission
in the General Category on the basis of his/her rank in the combined list shall not be counted
towards the seats reserved for the Scheduled Castes, PwBD or EWS category.
7. Scheduled Castes/PwBD/EWS Candidates who obtain admission in the General Category on
the basis of his/her rank in the combined list will continue to get all the benefits available to
these categories, if any.

First Counseling
6. As per order of Chandigarh Administration vide letter no. 4546/E-334776/F-
II(GMCH)/2023/11254 dated 04.08.2023 on admission to MD/MS Courses (Session-2024) in
GMCH-32, Chandigarh, the following will be the procedure for counseling: -
I. A common Merit List of eligible candidates who fulfill the merit criteria for General
category under the IP Pool (IP & UT) and UT Chandigarh Pool, besides Reserved
category merit lists, strictly on the basis of NEET PG Rank, will be followed during
all the counseling sessions.
II. Immediately after completion of each session of the counseling, the seat allocation
will be displayed on the website indicating the pool (IP/UT) under which the
particular branch has been allotted to each of the candidate with their respective
NEET-PG ranks.
III. The following sequence for seat allocation from the Common Merit List will be
followed:
a. The IP Pool applicant shall be adjusted against the seat of his/her preferred
specialty if available in IP Pool. However, if the preferred specialty is not
available in IP Pool, then subject to fulfilling the eligibility criteria of UT
Chandigarh Pool, he/she would be considered for the specialty of preferred choice
in UT Chandigarh Pool.
b. The UT Chandigarh Pool, applicant will be considered against the seat of his/her
preferred specialty available in UT Chandigarh Pool only.
7. Sequence of counseling shall be in the order as below: -
a. PwBD seats followed by General Category seats, followed by Reserved
Category (SC/EWS) seats.
Second Counseling
8. Procedure of counseling will be same as depicted above for first counseling.
9. Candidates who have been allotted seat in First counseling should surrender it online to
become eligible for participation in second or subsequent counselings.
Procedure for surrendering allotted seat is as given below: -

a. Selected candidate should surrender the allotted seat via online mode on GMCH
website, as per round-wise schedule available to surrender of seats as notified on the
website.
10. If candidate fails to surrender allotted seat, he/she will not be allowed to participate in the
further counselings.
11. Surrendered seats will be added to their original Pool and category i.e. seats surrendered in
general category to general category and seats surrendered in reserved category to reserved
category of respective Pools.
12. An otherwise eligible candidate who did not appear in the first counseling is allowed to
participate in the second or subsequent counseling and will be offered the available course/
seat as per his/her pool/category/rank/merit in that counseling.
13. Conversion of seats will take place in this counseling (Second counseling).
14. In reserved categories where there are no applicants, the conversion will take place
before the start of second counseling whereas in categories where there are applicants,
the conversion will take place after first phase of second counseling. If seats remained
vacant in reserved categories, they will be added to the general category of respective
pool. Second phase of this counseling will take place after conversion of seats following
the first phase of the second counseling. All candidates should stay back till they are
informed by the competent authority that the process of second counseling is over.
15. Any seat(s) reserved for SC/EWS/PwBD category candidate remaining unfilled from
Institutional Preference Pool (IP) or UT Chandigarh Pool on account of non-availability of
eligible candidates in reserved category shall be converted into General Category Seat in
respective Pool as per reservation policy of Chandigarh Administration applicable to Medical
institutions in the Union Territory of Chandigarh, notified vide letter No.
19/1/3/93/IH(3)/11138, Dated: 07.06.1995 and will be filled from combined merit list as per
sequence of counseling as mentioned above in point 6 (I), 6(III a & b) and 7.
16. Any seat remaining vacant from Institutional Preference Pool shall be filled from eligible UT
Chandigarh Pool General Candidates.
Third Counseling
17. Procedure of counseling will be same as depicted above for first/second counseling.
18. Candidates who have been allotted seat in First/Second counseling should surrender it online
to be eligible for participation in third counselings.
Procedure for surrendering allotted seat is as given below: -

22. Any seat remaining vacant from Institutional Preference Pool shall be filled from eligible UT
Chandigarh Pool General Candidates.
PG-7: Stray vacancy counseling

1. If seat(s) remain unfilled after third counseling for State Quota candidates (Institutional
Preference Pool/UT Chandigarh Pool) for any reason whatsoever, applications will be
invited from candidates not belonging to Institutional Preference Pool/UT Chandigarh
Pool.
2. Institutional Preference Pool/UT Chandigarh Pool candidates, who are already in the original
list of eligible State Quota candidates, need not apply afresh. They will continue to remain
eligible for participation in the counseling for the Stray vacancy round seats.
3. Provisional number of Stray vacancy counseling seats available, their discipline and
category-wise distribution i.e. whether Institutional Preference Pool/UT Chandigarh Pool
Category, General/SC/PwBD/EWS will be notified on GMCH website www.gmch.gov.in.
before the counseling for Stray vacancy counseling seats if any.
4. There will be no reservations for SC/PwBD/EWS for applicants from States/UTs other than
Chandigarh who apply for Stray vacancy counseling seats. They all will be treated as General
candidates and have to fulfill all the eligibility criteria i.e. qualifications marks and cut off in
NEET PG-2024 prescribed for General category candidates.
5. Any candidate eligible for State Quota (Institutional Preference Pool/UT Chandigarh Pool
(General/SC/PwBD/EWS category)) who for any reason whatsoever has not applied at the
time of first counseling, but apply for Stray vacancy counseling seats will be considered as
General category candidate and will be added to the merit list of applicants from States/UTs

other than Chandigarh who apply for Stray vacancy round seats. Such candidate will not be
given benefit of Institutional Preference Pool/UT Chandigarh Pool (General/SC/PwBD/EWS
Category).
PG-8: Procedure for applying for Stray vacancy counseling seats
1. Candidates have to fill online application form, designed for such candidates. It will be
available on GMCH Website www.gmch.gov.in after third counseling for UT Chandigarh
Pool candidates. (Dates will be notified later)
2. Candidates can pay application fee online only.
3. Online application process will be locked on Date to be notified on GMCH website.
Application received in any other form during the prescribed application submission period
or after due date and time shall not be entertained under any circumstances, whatsoever.
4. Only those candidates who have submitted online application form along with specified
annexure by due date and time, will be included in the list of candidates eligible to appear for
counseling subject to fulfillment of other eligibility criteria specified in the prospectus.
5. List of eligible candidates will be displayed on GMCH website www.gmch.gov.in (Dates will
be notified later)
6. Candidate(s), who have not submitted online application form by due dates or who have not
been included in the list of eligible candidates displayed will not be considered for admission
against these seat(s) under any circumstances.
PG-9: Counseling for Stray vacancy counseling Seats, if any
1. Candidate should bring printout of application submitted online along with specified
annexure/s at the time of Stray Vacancy counseling.
2. Counseling for Stray vacancy counseling seats will be held on the date which will be notified
on GMCH website.

candidates from the pool to which it originally belonged.
9. Any seat(s) reserved for Schedule Castes/EWS candidates remaining vacant due to surrender
by candidate/s from Institutional Preference Pool (IP) or UT Chandigarh Pool on account of
non-availability of eligible candidates shall be filled from eligible General candidates of
respective pool as per reservation policy of Chandigarh Administration applicable to Medical
institutions in the Union Territory of Chandigarh, notified vide letter No.
19/1/3/93/IH(3)/11138, Dated: 07.06.1995.
10. Sequence of counseling for IP/UT Pool, Chandigarh will be as mentioned above in point 6
(I), 6(III a & b) and 7.
11. Any seat remaining vacant from Institutional Preference Pool shall be filled from eligible UT
Chandigarh Pool General Candidates.
12. Only seat(s) left vacant after counseling for eligible Institutional Preference Pool/UT
Chandigarh Pool Category candidate(s), will be available to candidates belonging to states/
UTs other than UT Chandigarh.

13. Final list of available seats and their discipline would be put up outside counseling hall
before the start of counseling for candidates not belonging to Institutional Preference
Pool/UT Chandigarh Pool.
14. If an eligible candidate reports late for counseling when his/her turn according to his/her
rank has already been passed over, he/she will be considered as per available seat/discipline
at the time of his/her actual reporting in the counseling.
15. All other relevant clauses mentioned in this prospectus will also be applicable on these
candidates.
16. Admission process for all categories and pools will be completed by the closing time of
office hours (Dates will be notified later)
PG-10: General Conditions Applicable on All Selected Candidates
Following general conditions will be applicable on all candidates whether selected against All
India Quota seats or UT Chandigarh Pool seats or leftover seats filled by Other than UT
Chandigarh Pool candidates:
1. The selected candidates will have to undergo medical examination by the constituted Medical
Board at the time of their admission to the course. Candidates found medically fit shall be
granted admission. Standards prescribed for fitness of PwBD will be applicable for
determining the fitness of a candidate.
2. The candidates who do not appear before the medical board or are found medically unfit shall
not be allowed to join the course.
3. The original certificates of the selected candidates will be retained by the college till the
completion of the MD/MS course.
4. The original certificates of the selected candidates shall be returned (without penalty) only if
the seat is surrendered in writing by the candidate before the last date of admission schedule
approved by MCC.
5. If any candidate(s), who joins the MD/MS course, leaves the said course within one
year, after last date of admission of the schedule approved by MCC, penalty of Rs. 5.00
Lakh (Rupees Five Lakh only) will be imposed on such candidate(s) as per instructions
issued by Directorate General of Health Services (Medical Examination Cell), Ministry of
Health & Family Welfare, Govt. of India vide letter No. U.12024/22/2011-MEC, Dated 8th
September, 2011 and adopted by Chandigarh Administration vide letter No. 1260-FII(6)-
2012/6707, Dated 11th July, 2012 as applicable to Govt. Medical College & Hospital, Sector-
32, Chandigarh. Original certificates submitted at the time of admission will be returned only
after the above said penalty amount has been deposited. In case candidate doesn’t deposit Rs.

5.00 lakh he/she will be debarred from admission in GMCH for next Academic session as per
advice of National Medical Commission, New Delhi issued vide letter No. NMC
(23)(1)(161/2024)/003132 dated 19.01.2024. If the AIQ student leaves the seat without
paying the penalty amount of Rs. 5.00 lakh within one year the same will be communicated
to the MCC/NMC for action against such candidates as per their rules.
6. In case the information furnished or certificates/documents submitted by the candidate are
found to be fake or is found to have withheld or concealed information in the application
form, his/her admission shall stand cancelled and the fee deposited shall be forfeited. In
addition, he/she may also face legal action as per law.
7. The entire admission process will be closed as per schedule decided by NMC/Panjab
University as applicable and no admission will be entertained thereafter.
8. All legal disputes relating to admission of students will be subject to courts having
jurisdiction in Chandigarh.
9. Ordinarily, admissions shall be made strictly in accordance with the rules/criteria mentioned
in this prospectus. However, in all matters which need interpretation or for which no
provision exists in the prospectus, the decision of the Admission Committee shall be final. No
correspondence will be entertained regarding rejection or disqualification of any candidate.
10. All admissions to MD/MS courses shall be provisional and subject to the approval by Panjab
University/National Medical Commission.
11. Any directions/order governing admissions to any of the course from the
Government/Hon’ble courts/Regulatory bodies will be binding on all candidates.
12. The Rules and Regulations, including fee to be charged, are subject to revision and
amendment from time to time and the revised decision(s) of Panjab University/NMC will be
applicable irrespective of those given in this prospectus.
13. Not withstanding anything contained in this prospectus, the eligibility conditions for
admission shall be governed by the respective rules/regulations of the Panjab
University/NMC/Govt. Medical College & Hospital, Sector-32, Chandigarh. In case of any
conflict or inconsistency between the prospectus on the one hand and the aforesaid Panjab
University Rules and Regulations/ Guidelines/ Hand-Book of information/decisions of
Senate/Syndicate or NMC rules/regulations or rules/regulations of the Govt. Medical College
& Hospital, Sector-32, Chandigarh on the other, the latter shall prevail.
14. Decision of admission committee in all matters related to counseling and admission will be
final.

15. All the selected candidates have to submit relevant documents as per Appendix-V, Appendix-
VI and Appendix-VII, Appendix-VIII and Appendix-F (Annexure-I and II)) at the time of
joining the course.
16. Admitted students must submit migration certificate within time i.e. 15 days from the joining,
as it is required to be submitted in the Panjab University within one month failing which a
penalty of Rs. 5,000/- will be charged as per norms of Panjab University.
PG-11: Contract
1. Each Post-Graduate Junior Resident will be on contract service for a period of three years and
will be required to execute a contract bond on a non-judicial stamp paper of Rs.10/-. Copy of
language of the bond to be executed can be obtained from website of the college. The bond,
duly completed in all respects, shall be required to be submitted at the time of joining
along with Indemnity bond (to be obtained from GMCH website).
PG-12: Fee
1. Tuition Fee Payable by the Junior Residents will be as follows and the other fee/funds will be
as per Panjab University subject to revision from time to time which currently is as under:
First year: Rs. 22,000 per annum+ University charges = Rs. 34,500 (approx.)
Second year: Rs. 24,500 per annum+ University charges = Rs. 32,500 (approx.)
Third year: Rs. 27,500 per annum + University charges = Rs. 36,000 (approx.)
2. Other fees, funds and hostel charges payable by the selected candidates shall be separate as
per orders issued by GMCH/Chandigarh Administration/Panjab University, Chandigarh from
time to time.
3. In case of surrender of seat, the fees and other funds deposited at the time of admission will
be refunded as per instructions issued by the Department/University/NMC as below:
a) The candidates who are admitted to the course and want to surrender the seat prior to the
last date of admission schedule approved by MCC, may be refunded the entire amount of
fees and funds collected at the time of counseling after retaining Rs.1000/-(only for IP/UT
Pool, Chandigarh/Leftover seats Candidates) and 10% of total fees in case of AIQ as
administrative/processing charges provided the vacated seats get filled up.
b) In case of a candidate who shifts to other discipline at 2nd or subsequent counseling, the
fees and other funds deposited at the time of first admission shall stand transferred.
PG-13: Stipend
1. Stipend will be paid as per Chandigarh Administration Notification.
PG-14: Duties and Responsibilities
1. Duties and responsibilities of Junior Residents shall be fixed by the Institution from time to
time. They will be required to perform such work as may be needed in the legitimate interest
of patient care in the hospital.

2. Ragging in any form is banned in educational institutions. If a student is found to have
indulged in ragging, strict action will be taken against that student, which includes expulsion
from the institution and other legal action as per law of the land. Anti ragging guidelines have
been annexed at Appendix IX
3. Junior residents indulging in any form of indiscipline or violence will face strict action
including expulsion from the institute. Sexual Harassment Committee has been
constituted at this institution for looking into any complaint of sexual harassment.
4. Junior Residents will be required to submit all the correspondence to higher authorities
through their heads of the departments.
5. In case a Post-Graduate Junior Resident wishes to appear in next PG entrance examination,
he/she will be required to seek NOC through proper channel and in case of selection, he/she
will be required to deposit Rs 5.00 lakh as penalty for surrendering the seat before joining the
new course during first year.
PG-15: Maintenance of Logbook/Assessment
1. The Post-Graduate Junior Resident registered for MD/MS courses shall be required to
maintain logbook.
2. Before appearing in the final examination, all the junior residents will be required to submit a
certificate with the registrar academics from their respective heads of the department stating
that the candidate has
i. The candidate has submitted the completed log book in the office
ii. Has published presented one poster, has read one paper and has presented one
paper during the conference which has been published/ accepted for
publication/ submitted for publication.
iii. His/ her work and conduct has been satisfactory
iv. He/she is likely to complete 3years course by …………..
v. His/ her attendance is 80% or more every year.
PG-16: Submission of Protocol and Final Thesis
1. The Post-Graduate Junior Resident registered for MD/MS courses shall be required to
apply for plan of thesis protocol through their departmental Academic Committee and submit
the same as per the following schedule:
a. Submission of protocol by the students in the academic branch: within 3 months from
the date of admission.
b. Approval by thesis committee: within 1½ months after receipt of protocols in
Academic Branch

d. Submission of final protocol to the Panjab University after approval from thesis and
ethics committee: within one month after approval of both the committees
The last date for submission of final thesis to the Panjab University for the students
registered for MD/MS degree will be six months before the start of final examinations of
PG Course. There will not be any extension in the last date of submission except under
extreme hardship and exceptional circumstances.
PG-17: Presentation/Publication of Paper
1. As per NMC, (Sub-clause “13.9) a postgraduate student in broad specialities/super
specialities would be required to: i). present one poster presentation, ii) to read one paper at a
national/state conference and iii) to present one research paper which should be
published/accepted for publication/sent for publication during the period of his postgraduate
studies so as to make him eligible to appear at the postgraduate degree examination.
PG-18: Leave Entitlement
1. The Postgraduate Junior Resident will be entitled to avail leave as detailed below: -
First year : 30 Days (Inclusive of 5 days of academic leave)
Second year : 36 Days (Inclusive of 5 days of academic leave)
Third year : 36 Days (Inclusive of 5 days of academic leave)
2. Weekly holiday will be as per duty roster of the department.
3. Female Postgraduate students shall be allowed maternity leave as per existing Govt. rules and
Regulations.
4. Male Postgraduate students shall be allowed paternity leave as per existing Govt. rules and
Regulations.
5. In event of extension in tenure due to maternity/paternity leave in favour of PGJR, the
stipend will be paid for extended period of tenure.
6. Any extension of tenure for excess leave beyond leave stipulated at 1, other than
maternity/paternity leave shall be unpaid.
7. In case of exigencies, Junior Residents can be denied leave.
8. These leaves cannot be carried forward.
9. Unutilized leaves cannot be encashed.
10. Junior Residents are not entitled to any other leave except that mentioned above.
11. Junior Residency period as well as appearance in the Final examination of MD/MS, will be
extended for those who avail leave over and above their entitlement.

12. Eighty (80) % attendance in every year is required to be eligible to appear in Final MD/MS
Examinations.
13. In case of excess leaves availed, the tenure of MD/MS course will be extended. Stipend for
extended period will only be paid, if not paid during duration of excess leave. Stipend will
only be paid for a total duration of 3 years.

the other part: the President of India through _________ Secretary, Medical Education & Research, Chandigarh
Administration (hereinafter called the College) of the one part and

WHEREAS the College intends to appoint the said Doctor as Post Graduate Junior Resident for a
period of three years commencing from the ___________________Day of ___________________20________

AND WHEREAS the said Dr. ___________________(Post Graduate Junior Resident) has agreed to
serve the College, on the terms and conditions hereinafter contained.
Now, therefore, this deed witnesses as follows: -

1. The Post Graduate Junior Resident shall submit himself/herself to the order of the College and the
officers and authorities under whom he/she may, from time to time, be placed by the Director Principal
and shall serve as Post Graduate Junior Resident for a period of three years commencing from the
_________________________ day of _____________________________ 20________ until his / her
course / services are terminated prematurely as hereinafter provided, the Director Principal of the
College may, in his discretion, however, extend the term : (I) in the event of unauthorized absence from
duty (II) if the period of condonable absence for valid reasons exceed 30 days.

2. The course/services of the Post Graduate Junior Resident may be terminated in the following events:-

i) By the Director Principal of the College without any previous notice if he/she is satisfied on medical
evidence that the Post Graduate Junior Resident is unfit and is likely for a considerable period to
continue unfit by reasons of ill health for discharge of his/her duties. The decision of the Director
Principal shall be conclusive and binding on him/her.

ii) By the Director Principal of the College without any previous notice if the Post Graduate Junior
Resident is guilty of any insubordination, intemperance or other misconduct or any breach or non-
performance of any of the provisions of this agreement or of any rules pertaining to the college
provided always that the decision of the Director Principal of the College in this behalf shall be
conclusive and binding on the Post Graduate Junior Resident.

iii) By thirty days notice in working given at any time during the course/service under this agreement by
the Director Principal of the College, or its authorized officers to him/her without assigning any
reasons.

iv) If at the end of first six months of his registration his/her performance is not found to be satisfactory on
assessment to be made by the Head of the concerned department.

PROVIDED ALWAYS that the Director Principal of the College may, in lieu of any notice herein
provided for, give to the Post Graduate Junior Resident a sum equivalent to the amount of his salary for thirty days or
shorter notice than thirty days, if it pay him/her a sum equal to the amount of his/her salary for the period by which such
notice falls short of thirty days. The term “salary” for the purpose of this provision shall mean the salary, the Post
Graduate Junior Resident would be receiving under clause 6 of this agreement.

3. If the Post Graduate Junior Resident be suspended from duty in connection with any investigation into
his/her conduct, he/she shall not be entitled to any salary during such period of suspension, but shall be
entitled to receive subsistence grant at such rate the Director Principal of the College may decide to
allow him/her.

4. The Post Graduate Junior Resident shall devote his/her whole time to the duties of the said service and
shall not engage, directly or indirectly in any trade, business, occupation or profession (including any
private practice) on his own account and shall not (except in case of accident or sickness certified by
competent medical authority) absent himself/herself from his/her said duties without having first
obtained the permission from the Director Principal or his authorized officers. Unauthorized absence
from duty shall result in extension of period of training by a period equal to the duration of absence and
cause loss of a term if it exceed 30 days during the three years term.
5. The Post Graduate Junior Resident shall not, except as provided in this agreement, resign his/her
appointment without completing the Postgraduate course to which he/she has been admitted by the
college. Defaulter who leave the said course before Ist year of the course of joining shall be liable to
pay a penalty of Rs. 5,00,000/-(Rupees Five lacs only), may be relaxed, in case the resultant vacant seat
is filled up within the admission schedule fixed by the MCC. Two sureties on non-judicial stamp paper
of Rs. 15.00 preferably from the local residents are required to be submitted at the time of admission.
The candidate who fails to submit the same shall not be allowed to join the course. Sureties from Jr./Sr.
Residents are not acceptable.

6. With effect from the __________________________day of ______________20________ the College


shall pay the Post Graduate Junior Resident so long as he/she remains in the said course/service and
actually perform his/her duties as aforesaid at the monthly rate of pay scale as per Chandigarh
Administration Notification admissible thereon from time to time. He/she will be entitled for
admissible allowances as approved/notified by the Chandigarh Administration from time to time.

7. The Post Graduate Junior Resident shall be eligible for such concession in relation to medical
attendance and treatment as may be prescribed by the College.
8. Subject to availability, the Post Graduate Junior Resident will be entitled to free partially furnished
single room hostel accommodation per month. The Post Graduate Junior Resident shall have to abide
by the rules and regulations of the hostel where he/she is accommodated and shall occupy the room
allotted to him/her only as a licensee. The allottee shall be deemed to be responsible for upkeep of the
property and payment of all bills in time. “No Dues Certificate” shall be issued by the Construction
and Planning Branch after the property in possession has been handed over and all bills cleared. Use of
Air conditioners, Heaters and other electrical appliances consuming high electrical energy will be
permissible in the hostel only as per Hostel Rules.
9. The Post Graduate Junior Resident in different Courses shall vacate the accommodation given to
him/her as aforesaid within ten days of the expiry of the term or earlier in the event of early termination
of employment/course of training. The Director Principal of the College where such accommodation is
provided shall be entitled to take action for eviction in case the Post Graduate Junior Resident fails or
neglects to vacate such accommodation and deliver peaceful possession thereof to the Head of the
College. Penal rent shall be imposed after the expiry of authorized period of allotment of dwelling unit
till the day it is vacated as per Hostel Rules.

10. Besides academic working in pursuance of the postgraduate studies, the Post Graduate Junior Resident
shall carry out all the duties, and responsibilities required of him/her, to be performed and undertaken,
by the Head of the Department/Unit where he/she will be placed in such other clinical and technical
duties or may be assigned to him/her by the aforesaid authorities from time to time in the interest of the
efficient patient care and running of the hospital. The decision of the Director Principal of the College
as to whether the Post Graduate Junior Resident has satisfactorily carried out all the duties and
responsibilities as aforesaid shall be final and binding on the Post Graduate Junior Resident for the first,
second and third year.

11. The working hours of the Post Graduate Junior Resident will not normally exceed continuous duty for
more than twelve hours in a day subject to such exigencies as may arise in the working of the

department/unit/ward where he/she may be placed and in this respect also the decision of the Director
Principal of the College shall be final and binding on the Post Graduate Junior Resident.
12. The Post Graduate Junior Resident shall be liable to be on call duty, which shall not normally
exceed 12 hours at a time.

13. The Post Graduate Junior Resident may be allowed one day off in a week in rotation subject
to exigencies of work.

14. During the term of course/employment 30 days leave for a completed one year will be permissible
during first year and 36 days leave during each of the subsequent years. The leave for any year cannot
be carried forward to a subsequent year or encashed.

15. The Post Graduate Junior Resident shall not be allowed to apply for job/position/assignment
elsewhere during the course of his/her postgraduate studies and such application shall not be
forwarded during the validity of the agreement including USLME/DNBE and Civil Services
examination.

16. The Post Graduate Junior Resident shall not be issued certificate/testimonial of any kind bearing
evidence of satisfactory work, experience/performance etc., in case of discontinuation of his/her
studies.

constitutes ragging.
3) I have also, in particular, perused clause 7 and clause 9.1 of the Regulations and am fully
aware of the penal and administrative action that is liable to be taken against my ward in
case he/she is found guilty of or abetting ragging, actively or passively, or being part of a
conspiracy to promote ragging.
