METHOD STATEMENT FOR ADDRESSABLE FIRE ALARM AND

DETECTION SYSTEM TESTING AND COMMISSIONING.

Section Description

1. Title and Title: Method Statement for the installation of Closed-Circuit Television (CCTV)
Purpose system at Msalato International Airport in Dodoma.

Purpose:
This document provides the detailed methodology for the installation, testing,
commissioning, and maintenance of the CCTV system at Msalato International
Airport. The methodology ensures compliance with local and international
standards, including NFPA 72 (National Fire Alarm and Signaling Code), ISO
standards, and the project's specific requirements.

2. Scope of This document covers the following scope of works:

 Fire alarm installation certification (e.g. BAFE & NFPA.)
 Knowledge of applicable fire safety codes and regulations
 Training in the use of fire alarm testing equipment and tools

4.1 Responsibilities
4.1.1 Project Manager:

 Oversee the entire project lifecycle, from initiation to completion.


 Ensure adherence to timelines, budgets, and quality standards.
 Coordinate between different teams and stakeholders.
4.1.2 Lead Fire Alarm Engineer:
 Develop the technical design and ensure compliance with fire alarm
standards.
 Supervise the integration of the fire alarm system with other systems.
 Provide technical guidance to the team during installation and testing.

4.1.3 Site Supervisor:

 The work progress shall be monitored by the planned work program and
he will provide reports to his superiors.
 Provision of all necessary information and distribution of responsibilities
to his Construction team.
 Constant coordination with the Safety Engineer to ensure that the works
are carried out in a safe working atmosphere.
 The constant coordination with the QA/QC Engineer for any works to be
carried out and initiating the Inspection for the finished works.
 He will ensure the implementation of any request that might be raised
by the Consultant.
 He will engage in the work and check the same against the daily report
received from the Foremen.

4.1.3 Installation Technicians:


 Execute the installation of fire alarm devices, cabling, and terminations.
 Ensure proper handling and connection of all system components.
 Assist in testing and troubleshooting activities.

4.1.4 System Programmer:


 Configure and program the fire alarm control panel and associated

devices.
 Set up zoning and logic in accordance with the approved design.
 Perform software updates and backup system configurations.
4.1.5 Safety Officer:

 The implementation of safety measures is adequate to maintain a safe


working environment on the work activity.
 Inspection of all the site activities and training personnel in accident
prevention and its proper reporting to the Construction Manager and the
Project Manager.
 The site is maintained in a clean and tidy manner.
 Ensure only trained persons shall operate the power tools.
 Ensure all concerned personals shall use PPE and all other items as
required.
 Ensure high risk elevated areas are provided are barricade, tape, safety
nets and provided with ladders.

5. Materials
and Tools All equipment and materials will be approved by the relevant authorities
and in compliance with the project specifications.

5.1.1 System Equipment


The fire alarm system consists of the following components:
 Fire alarm control panel (FACP).

 Addressable smoke and heat detectors.


 Manual call points (MCPs).
 Sounders and strobes.
 Emergency voice evacuation system.
 Power supply units and backup batteries.
 Network and cabling system.

5.2 Calibration
 All instruments used will carry current calibration certificates/certificates
of conformance to the tolerances specified in the referenced standards.
 Instruments will be properly maintained and protected against damage.
 Certificates will be available for presentation prior to commencement of
the works.

6. Health
and Safety
Requirement 6.0 Health and Safety requirement
 A task based risk assessment and mitigation strategy is summarized in
the attached table. Work will commence as per safety regulations laid

down in the contract specification and project safety plan.
 Safety gears shall be used. All personal protective equipment shall be
used as appropriate according to the nature of the job. For electrical
works, provide nonconductive tools and PPE.
 Working on live power cables/equipment is not allowed. ELCB shall be
used in temporary panel boards; industrial connectors/sockets for
temporary power cable connections.
 Ensure that adequate barricade and signage "DANGER KEEP-OUT,
HEAVY LIFTING IN PROGRESS" is provided around the affected area.
Work will be executed through Permit to Work system.
 All scaffoldings shall be checked by competent person and should carry
green tags "safe to use", prior to use for working purpose.
 Workers working at height to wear their full body harness and should be
anchored to a rigid point. Nobody is allowed to stand on the top of the
step ladder, worker should stand two rungs below from top of the step
ladder. A co-worker must hold the step ladder while in use. Work inside
shafts are not allowed without work permit and supervision. Work areas
to be provided with proper lighting and ventilation at all times.
 Store tools and equipment and unused materials stacked in a safe area
at the end of the workday.

6.1 Safety Training and Emergency procedures


 Before commencing any works, all employees will attend a site safety
induction training to ensure all safety measures are understood and
implemented and to cover specific procedures in case of emergency.

7. Work
7.0.0 Installation Procedure
Procedure
7.0.1 Pre-Installation:
 Site Survey: Conduct a detailed survey to identify suitable locations for
system components.
 All materials and documentation: relevant to this particular section
of works will be checked and verified ensuring that these are correct
and approved type.
7.0.2 Execution:
 No wiring be carried out until the appropriate tests required or in the
electrical testing section have been done and the consultant has given
his clearance for wiring to commence.
 A loop in form of wiring shall be used as far as practicable or unless
otherwise indicated. Joints in conductors shall be made using insulated
terminal blocks complying with requirements of this specification.
 Where Conduits are installed for wiring by others, a draw wire shall be
provided between each draw in position.
 Cables forming part of alarm, control, communication or monitoring
circuits shall have identification sleeves at their terminations.
7.0.3 Cable Laying:

 Make sure that all conduits and boxes in both ends are free from
damages and blockages.
 Blockage shall be checked by inserting the draw wire and checking that
it reaches to the other end without any disturbance.
 Once the conduit is not blocked the wires shall be pulled using the draw
wires while ensuring no damage occurs during a pulling process.
 Pulling compound or lubricant shall be used for pulling the wires where
required.
 While pulling the wires care should be taken to not insert the pull
tension greater than the manufacturer allowed limits.
7.0.4 Mounting Devices:
 Securely mount detectors, MCPs, sounders, and strobes at designated
locations.
 Ensure mounting heights comply with design specifications.
7.0.5 Installation of Fire Alarm Control Panel (FACP):
 Install the Fire Alarm Control Panel (FACP) in a location that is easily
accessible and free from any environmental hazards.
 Connect the FACP to the power supply and ensure it is correctly
configured according to the manufacturer’s instructions.

 Verify the panel’s communication with all field devices


7.0.6 Installation of Detectors
 Install smoke detectors and heat detectors as per the approved layout
drawings.
 Smoke detectors should be installed on ceilings, away from vents or air
conditioning outlets.
 Heat detectors should be installed in areas where smoke detectors may
have difficulty (e.g., kitchens, storage areas).
 Manual call points should be installed at a height of approximately 1.2M
above the finished floor level and within easy reach of building
occupants.
7.0.7 Installation of Sounders and Visual Alarm Devices
 Install sounders strobes in locations where they will be clearly visible
and audible in the event of an alarm at the height of 2.2 M from
finished floor
 Ensure the sound pressure level (SPL) and strobe intensity meet the
requirements of the building’s size and occupancy type

7.1.0 Cable Termination Procedure

7.1.1 Preparation:
 Ensure all cables are properly identified and labelled according to the
approved schematic diagram.
 Strip the cable ends using appropriate tools, avoiding damage to the
conductor or insulation.
7.1.2 Termination Process:
 Connect cables to the respective terminals of detectors, MCPs,
sounders, and other devices as per manufacturer’s instructions.
 Use crimping tools and terminal lugs where necessary to ensure secure
and reliable connections.
 Ensure proper polarity is maintained for power and signal wires.
 Tighten all screws and connections firmly to prevent loose contacts.
7.1.3 Inspection:
 Verify the integrity of terminations by gently pulling each cable.
 Check for any exposed wires or potential short circuits.
 Ensure proper insulation of unused cores.
7.2 Wiring and Connections.
 All wiring should be installed in accordance with the project
specifications and electrical standards.
 Use fire-resistant cables for the primary alarm circuits and ensure that
the wiring layout is approved by the fire safety engineer.
 Ensure proper grounding of all electrical equipment to prevent electrical
hazards.
 Test all wiring for continuity, insulation resistance, and correct polarity
7.2.0 Device Addressing
7.2.1 Preparation:
 Confirm the addressing scheme as per the approved design and system
layout
 Use manufacturer recommended tools or software to program device
addresses.
7.2.2 addressing Process
 Assign unique address to each devices (e.g detectors, MCPs) based on
its locations and zones
 Program the address directly into the device or via the panel interface.
 Verify that each address corresponds to the intended device and
location.

7.2.3 verification:
 conduct a point to point check to ensure all devices are correctly
addressed and identifiable by the fire alarm control panel.
 Update the system documentation with the finalized addressing
scheme.

7.2.4 System Programming and Integration:

 Program the control panel to recognize individual devices.
 Configure zoning and system logic based on approved designs.
 Integration the system with other safety system (e.g sprinkler system,
access control, public address system)

7.3 Post-Installation Maintenance


After the system is commissioned, a post-installation maintenance
schedule
will be established. This includes:
 Regular system checks and testing at specified intervals.
 Emergency maintenance in case of system faults or failures.
 Periodic replacement of batteries and other consumable.
8. Quality

9. Testing 9.0 Testing &Commissioning procedure

Commissioni 9.1 Pre- Commissioning Procedure:
ng 9.1.1 Checking system wiring:

 Use the green grounding lug in the control panel for all measurements
to ground. Each circuit must test free of all grounds and extraneous
voltages.
 Ensure that no power is applied to the fire alarm panel and that all
wiring is properly connected.
 Use the volt/ohm meter to check each circuit type.
 At the control panel, locate wires from each initiating device or
indicating appliance circuit.
 Check each circuit for extraneous voltage by setting the volt / ohm
meter to 18-34VDC. The meter must read 0 volts.
 Set the volt / Ohm meter to 18-34VDC. The measurements must read 0
volts.
 Check all other system wiring to verify that each circuit is free of
grounds and extraneous voltages.

9.2 Testing &Commissioning procedure


9.2.1 Type of initiating devices used in this project and their test
methods are as follows:

 Smoke detector- Apply SOLO Aerosol in the smoke detector chamber


until red LED glows steady
 Heat detector – Switch on and place the heat gun covering the detector
until the red LED glows steady.
 Manual Call Point – Open the MCP using Simplex key.

9.2.2 Voice evacuation shall be tested by the following method.

 Create any fire alarm in the area.


 Check all speakers in the corridor and staircase Voice Evacuation Zone
are functioning.
 Check the audibility and voice clarity.
 All the speakers for each zone will be tested at least once during
detectors test for each voice evacuation zone.

9.2.3 Function test of devices shall be carried out loop by loop as


follows:

 Activate the devices described in 8.2.1. one by one Function test will
annunciate to the FACP, the annunciation includes panel buzzer and
LCD display of location.
 The tests will be printed in the printer which is located in main control
room.
 Check for cause and effects are functioned according to the approved
matrix.
 If the test is successful, move to the next device and continue the test
up to the consultant's acceptance. Check the sounders and bells are
functioning.
 If the test result is successful, move to the next device and continue the

test until all devices are tested in the loop.
 If all devices tested successfully in one loop, move to next loop and
continue in the same manner.
 If the “Alarm Silence” button is pressed, it will stop all notifications and
an “ALARM SILENCE IN PROGRESS” message will show in the FACP prior
to stop the appliances.
 If the “SYSTEM RESET” button is pressed, “SYSTEM RESET IN
PROGRESS” message will display and reset will take place. Alarm will be
cleared after a successful reset or the panel will show a message that
“ALARM PRESENT, SYSTEM RESET ABORTED”

9.2.4 Function test of the Interfaces.

 Verify all interfaces are functioning in case of activation of


corresponding initiating devices.
 Test shall be carried out in the sequence of loop by loop. It will be tested
by activating any detector or break glass in the loop and verify the
following effects are taken place.
 It will be tested by activating one device in the building Also, one
Manual Call Point will be operated in each floor. The testing will be done
as follows:
 Elevator: Create fire in any floors other than ground floor and ensure
that the elevator lands to ground floor. Create fire in ground floor and
ensure that the elevator lands to alternate landing level. Once the
system is reset and the fire condition is cleared, the elevator relay will
reset and will start functioning as normal.
 Lift well pressurization fan: Create fire and ensure that all the fans
turn on and once reset it should turn off.
 Motorized Fire Dampers (Pressurization dampers & extract
dampers): Create fire in any floor and make sure that the extract
dampers are opened in the incident floor and while the others remain
close and also make sure that the Pressurization dampers are opened in
the above and below floors.
 Stair case pressurization fan: Create fire in any floor and ensure that
the fan is running (SPF pressure could not able to maintain, running at
constant pressure.

 Smoke Extract fan: create fire in any floor and the make sure that the
fan is running (SEF pressure could not able to maintain, running at
constant pressure).
 PA system: Create Fire and Ensure that all Speakers are working.
 Fire Fighting System: Create Fire and ensure that the signal is going
to the panel.

9.2.5 WALK TEST

The system has a Walk test feature which allows a single person to test the
devices. Walk test enable will show as a trouble warning in the system and will
be cleared after successful exit of walk test. Walk test events also will be
recorded in Main FACP. System will reset itself after every device test.

9.2.7 Witness Demonstrations / Completion

After the successful commissioning the results will be recorded on the testing
and commissioning sheets attached with the document.
