I. RATIONALE

As mandated by Republic Act No. 10533 also known as “Enhanced Basic Education Act
of 2013,” and DepEd Order No. 001, s. 2020, Guidelines for NEAP Recognition of Professional
Development Programs and Courses for Teachers and School Leaders. Professional
development priorities shall support the realization of the Department’s goal of continuous
upskilling and reskilling of teachers and school leaders will result in better learning outcomes.
Moreover, aligned with the DepEd’s new agenda to resolve basic education woes, MATATAG –
Bansang Makabata, Batang Makabansa, where MA stands for MAking the curriculum relevant
to produce competent and job-ready, active, and responsible citizens, and RA 9155,
“Governance of Basic Education Act of 2001” the DepEd’s Mission -- “To protect and promote
the right of every Filipino to quality, equitable, culture-based, and complete basic education
where: students learn in a child-friendly, gender-sensitive, safe, and motivating environment;
and, teachers facilitate learning and constantly nurture every learner’.

Based on the MEMORANDUM DM-OUHROD-2024-0037: GUIDELINES ON THE


CONDUCT OF THE IN-SERVICE TRAINING FOR TEACHERS (INSET) FOR SCHOOL YEAR
2023- 2024, the school-based INSET shall focus on the teachers’ learning and development
needs and on sharing information on the following policies and priority programs: CATCH UP
Fridays, NATIONAL LEARNING CAMP, NATIONAL READING PROGRAM, NATIONAL MATH
PROGRAM Policy Guidelines on the Implementation of the Comprehensive Sexuality
Education (DepEd Order No. 31, s. 2018) and Training for Teachers Teaching Non-Major
Subjects (e.g., Filipino, MAPEH, etc.).

Conducting training for initiatives such as CATCH-UP Fridays, the National Learning
Camp, the National Reading Program, Policy Guidelines on the Implementation of
Comprehensive Sexuality Education, and Training for Teachers Teaching Non-Major Subjects is
crucial for several reasons. Firstly, these trainings equip educators with the necessary skills and
knowledge to effectively implement these programs, ensuring that they meet their objectives
and cater to the diverse needs of students. For instance, CATCH UP Fridays aims to address
learning gaps, and training helps teachers develop targeted interventions. Secondly, the
National Learning Camp and the National Reading Program require specialized strategies to
enhance student engagement and literacy, which can be cultivated through structured training
sessions. Lastly, comprehensive sexuality education is a sensitive topic that necessitates a well-
informed approach; training provides educators with the tools to address such subjects
responsibly and effectively, promoting a safe and inclusive learning environment.
PROGRAM LEARNING OBJECTIVES

TERMINAL OBJECTIVES

1. At the end of the training, teachers can foster professional development, enhance
teaching methodologies, and ultimately contribute to improved student educational
outcomes.

ENABLING OBJECTIVES

1. To ensure the effective functionality of the Child Protection Committee by establishing


clear protocols, increasing member training on child safeguarding practices, and
fostering a safe and responsive environment for reporting and addressing child
protection concerns.
2. Articulate the goals and objectives of CATCH-UP Fridays, including its role in addressing
learning gaps and enhancing student engagement
3. To enhance reading comprehension skills by applying the Science of Reading
framework, focusing on evidence-based strategies that build vocabulary, background
knowledge, and cognitive skills to support deep understanding and retention of text.
4. Familiarize with the national learning standards and how they align with the objectives of
the National Learning Camp.
5. Explain the key components of literacy development and the importance of reading
proficiency in student learning outcomes.
6. Improve mathematical proficiency at every grade level by enforcing strict standards,
encouraging efficient teaching methods, and giving students the resources and tools
they need to develop their mathematical critical thinking and problem-solving abilities.
7. Practice and demonstrate techniques for facilitating open and respectful discussions
about sexuality education topics in the classroom, ensuring a safe learning environment
for all students.

The fund for this INSET will be from MOOE with a proposed budget of __________ for Junior
High School and ____________ for Senior High School as indicated in the approved ESIP 2022
– 2025.

VI. LEARNING RESOURCE PACKAGES
The implementation of this L&D learning intervention program (INSET) will use the
following delivery and learning materials:
a. Session guides for the facilitators
b. Delivery materials (slide decks, video presentations, training materials, etc.)
c. Hand-outs and reading materials for the participants.

VII. EXPECTED OUTCOMES/OUTPUTS


After the INSET, the participants are expected to produce the following outputs and
outcomes:
1. Have well-defined protocols for reporting and managing child protection issues by increased
reporting and timely follow-up on cases.
2. Improved students' assessment scores and increased students' participation in review
sessions, demonstrating reduced learning gaps and higher engagement levels.
3. Increased students' reading assessment scores, improved vocabulary usage, and greater
ability to make inferences, and connections within texts, demonstrated stronger retention of
information and more active engagement in discussions, reflecting deeper understanding and
application of reading material.
4. Cohesive alignment of the National Learning Camp objectives with curriculum goals, resulting
in enhanced educational effectiveness and measurable student progress in core competencies.
5. Implement targeted strategies that enhance reading proficiency, resulting in improved student
learning outcomes, such as higher academic performance and greater critical thinking skills
across all subject areas.
6. Increased students’ performance on standardized math assessments, alongside enhanced
critical thinking and problem-solving skills as demonstrated in classroom activities and project-
based learning evaluations.
7. Created a safe and inclusive classroom environment and increased student participation and
engagement during discussions, along with positive feedback from students on feeling
comfortable expressing their thoughts and questions regarding sexuality education.
