System of Measurement of Building Work in Zimbabwe

SECTION 'A'

GENERAL PRINCIPLES

Application A1 This system of metric measurement of building work approved by the

Zimbabwe Institute of Quantity Surveyors lays down principles of
measurement whereby it is allowed to be comprehensive and adaptable,
yet permitting special methods (which shall be defined) to be adopted in
exceptional cases in the interest of accurate estimating within the general
principles of this document.

Scope A2 The bills of quantities shall embrace all the items necessary to ensure
a clear representation of the work to be conveyed to the Tenderer, thus
enabling him to prepare an accurate estimate of cost; work which by its
nature cannot be measured accurately shall be described as provisional.

Descriptions A3 (a) The description of each item shall be clear and complete and shall,
unless otherwise stated be deemed to include materials or goods and
fabrication, transport, delivery , unloading, storing, unpacking, hoisting,
or lowering thereof, all labour securing in position, cutting and waste,
patterns, models and templets, plant, temporary works, return of packings,
establishment charges and profit and all other obligations arising out
of the Conditions of Contract.

(b) Dimensions shall be given as far as possible in the sequence of length,

width and height.

(c) Linearly measurable labours may be included in the description of linear

items on which they occur.

(d) Enumerated measurable labours may be included in the description of

enumerated items on which they occur.

(e) Fittings may be illustrated by a sketch or reference to a drawing which

shall be provided where the method of manufacture is optional to the
supplier.

Special A4 (a) Where applied finishes (ie plaster, decoration and the like) occur on soffits
Scaffolding in internal compartments at a height in excess of 5 metres an item of
special scaffolding (stating the number of applied finishes) shall be given
in square metres in height stages of 2.50 metres (see also clause K12(c).

(b) Where walls are commenced on top of an existing structure, an item of

extra scaffolding shall be given in linear metres, stating the height above
ground at which the wall commences and terminates.

Net A5 (a) Unless otherwise stated all work shall be measured net.
Measurement
(b) Applied finishes shall be measured to the face of the constructional
element to which they are applied.

( c) Where unit of Billing is the metre, each measurement shall be taken to

the nearest 10 millimetres and the total quantity shall be Billed to the
nearest whole unit.

(d) Where the unit of Billing is the kilogram, quantities shall be Billed
to the nearest whole unit.

(e) Where the application of the preceding clauses would cause an entire item
to be eliminated, such items shall be expressed to the nearest 0.25
of a unit up or alternatively shall be enumerated stating the size or mass
as appropriate.

Cutting and A6 Where cutting is required to be given separately, unless otherwise stated,
Waste it shall be deemed to include for the consequent waste.
