We learned that the department comprises approximately 1,050 dedicated employees,

how the department carefully plans and coordinates its resources to ensure smooth

This office serves as the first point of contact for the public, handling a wide range of
inquiries, complaints, and general issues, both online and offline.
We witnessed firsthand how the team manages meetings, conducts surveys to gather
public feedback, meticulously registers complaints, and ensures proper documentation
and timely resolution of grievances. Their dedication to public service was truly
commendable.
Duty Officer's Office:
The Duty Officer's Office plays a central role in event planning and the assignment of

Smart City Development Corporation (PSCDC), demonstrating a commitment to innovation and

On the third day, we ventured out for our first field visit, heading to the bustling Yerwada
Junction. This critical intersection served as a stark reminder of the real-world traffic
management challenges faced by the Pune Traffic Police. Despite the presence of traffic signals
and dedicated officers, we witnessed frequent violations by the public, providing a stark
illustration of the need for increased awareness and stricter enforcement.
Key Observations & Learnings:
Traffic Violations & Public Behavior:
Many drivers blatantly disregarded traffic signals, brazenly jumping red lights and
endangering other road users.
Even with traffic police officers nearby, many people stopped their vehicles beyond
the designated white lines, demonstrating a lack of respect for traffic regulations
and the safety of pedestrians.
We were dismayed to witness some commuters attempting to intimidate officers by
claiming political connections when caught violating traffic rules, such as driving
with fancy number plates or failing to produce required vehicle documents. This
highlighted the challenges of enforcing traffic laws in the face of political influence
and the need for unwavering commitment to equal justice.
We observed that the police often had to shut down traffic signals manually to
manage heavy traffic more effectively, revealing the limitations of automated
systems in certain situations and the need for human intervention.
Challenges Faced by Traffic Police:

2.3.2 Day 4 – 06/02/2025: Kharadi Bypass


On the fourth day, our field visit took us to the Kharadi Bypass, where we observed traffic police
conducting vehicle inspections and generating e-challans. This experience provided valuable
insights into the enforcement of traffic laws and the challenges involved in maintaining order on
our roads.

Yerwada, Kharadi Bypass, Wagholi, and Kesnand Phata, causing congestion and
disrupting traffic flow.
Damaged roads at major signals, such as New Kharadi Chowk and Ramwadi Metro,
were seen to worsen traffic conditions and increase the risk of accidents.
Political Influence:
We noted that some local vehicles with fancy number plates often violate traffic
