Before the Joker's arrival, Gotham was a city drowning in corruption, crime, and chaos.

Organized crime had a stranglehold on the city, and there seemed to be no hope for
redemption. Amid this turmoil, a vigilante roamed the streets, taking the law into his own hands,
but even his efforts were not enough to restore order.

Enter the Joker. In a remarkably short span of time, he nearly eradicated organized crime,
imprisoned or eliminated countless corrupt officials, and even forced the city's vigilante, Batman,
into hiding for eight years. This was no accident—it was all part of the Joker's meticulously
crafted plan.

Though the Joker presents himself as a chaotic, lying psychopath, he was, in fact, "The Man
With The Plan," despite his claims to the contrary. His ultimate goal was to transform Gotham
into a cleaner, better city, and every move he made was calculated to achieve this. Here’s how
his master plan unfolded:

The film opens with a bank robbery, targeting a bank controlled by the mafia. The Joker
orchestrates the heist with the help of skilled bank robbers, only to eliminate them one by once
their roles were fulfilled. The robbery wasn’t about the money; it was a strategic move to lure
crime lord Lau out of hiding by seizing the collective funds of Gotham’s major crime families.
This act exposed the mafia’s operations and forced Batman to intervene, ultimately leading to
Lau’s extradition from Hong Kong.

By forcing Lau into the open, the Joker gained access to Gotham’s criminal underworld, allowing
him to systematically eliminate its top figures. While this involved brutal methods, the Joker saw
it as a necessary evil to cleanse the city. Lau’s capture also exposed corrupt officials, many of
whom the Joker dealt with mercilessly. Even Harvey Dent, Gotham’s "White Knight," initially
argued for protecting the higher-ups to clean up the streets, but the Joker knew this approach
would fail in the long run.

The Joker’s respect was reserved for one man: Commissioner Gordon. While many interpreted
the Joker’s clapping during Gordon’s promotion as sarcastic, it was, in fact, genuine. Gordon
was one of the few incorruptible figures in Gotham’s police force, and the Joker recognized his
value in maintaining order. With the criminal underworld in disarray, the Joker turned his
attention to Gotham’s most pressing issue: Batman. The Dark Knight’s presence had inspired a
wave of vigilantes, and the Joker understood that a society could not function if every individual
took justice into their own hands. Batman, as a symbol of fear and unchecked vengeance,
needed to be stopped—but not killed. His death would only make him a martyr, ensuring his
legacy lived on. Instead, the Joker sought to break Batman psychologically. The key to this plan
was Harvey Dent. By manipulating events to ensure Rachel Dawes’ death, the Joker pushed
Dent to his breaking point. He deliberately gave Batman the wrong address, knowing the
psychological toll Rachel’s death would take on Harvey. This led to Dent’s transformation into
Two-Face and, ultimately, his death at Batman’s hands. In the process, Batman was forced to
abandon his principles, becoming the very thing he fought against. This psychological defeat
drove Batman into exile, removing him from Gotham’s streets. By the time of The Dark Knight
Rises, Gotham had enjoyed eight years of peace and stability, free from the need for constant
vigilante justice. The Joker’s actions had cleansed the city of its most corrupt elements, both
criminal and institutional. Even the climactic ferry scene, where the Joker tested the morality of
Gotham’s citizens, served to prove that the people of Gotham were capable of goodness, even
in the face of despair. In the end, Gotham was safer and cleaner—not because of Harvey Dent,
who died too soon to make a lasting impact, nor because of Batman, who was vilified and driven
into hiding. It was the Joker who dismantled organized crime, rooted out corruption, and
restored a sense of order to the city. He even rid Gotham of its self-appointed protector, whose
presence had only perpetuated chaos. The Joker’s methods were extreme, even monstrous, but
his legacy was a Gotham reborn.
