Sub: Mobilization for CHQ’s All India Agitational Programme & Immediate Actions.
Dear Comrades,
The Central Headquarters (CHQ) has launched a decisive agitational programme to press
for the immediate settlement of our long-pending justified demands. The success of this
movement depends on the collective efforts of every member and unit. You are hereby
directed to take the following actions urgently.
Ensure Full Participation in the Phased Agitational Programme.
22nd April 2025: Block Badge Wearing & Demonstrations at all workplaces.
29th April 2025: Massive demonstrations at Divisional Offices.
1st May 2025: Postcard Campaign to the Secretary, Department of Posts.
6th May 2025: Mass Dharna at Circle Headquarters.
Every Divisional/Branch must mobilize maximum participation. Submit photos and reports
to CHQ promptly.
The Department’s continued neglect of GDS welfare has left us with no option
but to intensify our struggle. We urge every member to join the agitation en masse
and ensure the success of the All India Programme. Our unity is our strength!
The time for action is NOW! Let us unite to secure our rights and dignity.

Charter of Demands
1. Extend monthly pension to GDS under the Unified Pension Scheme (NPS or equivalent).
2. Grant 8-hour duty to all GDS with higher TRCA, pay scale, and full service benefits.
i. Appointment of 8th CPC—Inclusion of GDS Issues in the Terms of Reference of the Commission.
3. Scrap Independent Delivery Centres (IDCs); if implemented, GDS must be absorbed with
full benefits.
4. Implement without delay all positive recommendations of the Kamale Chandra Committee, including:
a. Rational fixation of TRCA from 01.01.2016, equal to regular employees
b. Grant of time-bound financial upgradation (MACP) at par with departmental staff after 12, 24, and 36
years,
c. to be counted for all purposes including TRCA/Pay, DA, Bonus, etc.
d. Enhance Group Insurance cover to 5 lakhs.
e. Remove the existing 1.5 lakh cap on GDS gratuity.
f. Allow carry forward and encashment of paid leave up to 180 days.
g. Provide medical facilities to GDS and their families under CGHS/ESI.
5. Abolish all incentive-based schemes. Include all work done by GDS—IPPB, PLI, RPLI, Savings Schemes,
MGNREGS—in workload assessment.
6. End all discrimination in annual increments and TRCA determination based on workload.
a. Grant II TRCA to new recruits engaged for 5-hour work, following the principle of equal pay for equal
work.
b. Ensure uniformity in annual increment drawal between GDS and regular staff.
7. Stop all forms of harassment faced by GDS, including:
a) Unreasonable business targets.
b) Provide Branch Offices with laptop, printer, and broadband/wireless network facilities.
8. Withdraw all victimisation post the 12th December 2023 strike, especially:
a. Baseless disciplinary actions against General Secretary, Circle Secretaries, and
b. others for participating in strike activities.
c. Extend all trade union facilities to AIGDSU at par with departmental unions.
9. Oppose disproportionate and harsh punishments against GDS even under the "graded punishment" system,
as:
a) GDS are being thrown out without due consideration, which is inhuman and unjust.
b) Those deciding these punishments appear unaware of the poverty, hardships, and humiliation that
GDS face under poor service conditions.
