Dear Comrades,

The Central Headquarters (CHQ) has launched a decisive agitational programme to press
for the immediate settlement of our long-pending justified demands. The success of this
movement depends on the collective efforts of every member and unit. You are hereby
directed to take the following actions urgently.
Ensure Full Participation in the Phased Agitational Programme.

 29th April 2025: Massive demonstrations at Divisional Offices.
 1st May 2025: Postcard Campaign to the Secretary, Department of Posts.
 6th May 2025: Mass Dharna at Circle Headquarters.
Every Divisional/Branch must mobilize maximum participation. Submit photos and reports
to CHQ promptly.

The Department’s continued neglect of GDS welfare has left us with no option
but to intensify our struggle. We urge every member to join the agitation en masse
and ensure the success of the All India Programme. Our unity is our strength!

New Member Enrollment & Declaration Submission.

Before 30th April 2025: Enroll all eligible GDS as new members. Ensure they submit
signed declarations pledging support to the agitation.
 Forward the list of new members and declarations to concerned SPOs/SSPOs/SRMs
before 30th April 2025.
Convey CHQ Directives to All Ranks.
 Circulate this circular to every Branch Office and member, including remote areas. Use
WhatsApp groups, physical meetings, and phone calls.
 Highlight the urgency of the Charter of Demands(enclosed) and the need to intensify
pressure on the government.
Special Focus on Three-Phase Program Success.
 Assign responsibilities to ensure 100% compliance for each phase (Badge Wearing,
Postcard Campaign, Dharna).
Please Note.
All Circle Divisional Branch Secretaries are requested to implement the same agitation
program. AIPEU-P4 (Postmen and MTS Union) has also issued similar instructions. Wherever
possible, coordinate with the P4 Union to ensure the CHQ agitational program is a grand
success.
Appeal to clear CHQ Quota
We earnestly and firmly call upon our Divisional / Branch Secretaries to clear the due
quota of subscription to CHQ and Circle Unions.
