X-ray Centre User Policy


Besides the General Occupational Health and Safety (OHS) practice, working with sealed/unsealed
radiation sources in New Zealand is regulated under the Code of Practice (C17) by the Office of
Radiation Safety, Ministry of Health, and the GUIDANCE NOTES in Safe Practice for the Use of X-ray
Analytical Equipment by the National Radiation Laboratory, Ministry of Health.

The University of Auckland (UoA) has developed its own radiation policy the “University of Auckland
Radiation Protection Plan” (Version 10 – July 2016).

The University of Auckland X-ray Centre provides user guides, training, facility management, and
services both internally and externally on the condition that users fully comply with all of the above
legislation, codes and policies. All users/operators must follow these continuously, failing to follow
these results in access being revoked.

Instrument and area designation

• XRD – PANalytical Empyrean powder XRD, Cu X-ray tube, located in 301 – 416
• XRD – Bruker SMART APEX II Single Crystal Diffractometer, Cu X-ray tube, located in 301 –
416
• XRF - PANalytical Axios – (WDXRF) Rh X-ray tube, located in 301 - 415
• iTrax Core Scanner* – COX Analytical Systems, uses Mo X-ray tube and Cr X-ray tubes,
located in 301 –B053.
*The X-ray source in this instrument is not fully enclosed, extra conditions are added to its user
policy.

Registration, Training, and Access

All users must undertake a training program for radiation safety and instrument operation before
they can use any X-ray equipment. Only qualified and licensed staff can provide this type of training.
The training program must have appropriate record of trainer/trainee, date and associated. Trainees
should obtain a copy of radiation guidelines

Training shall include the following:


• Attend the School of Environment general laboratory induction.
• Successful completion of X-ray Basics and Safety Quiz
• Practical training on the operation of the x-ray equipment
• Use of the equipment under the supervision of Licensee and/or trainer
• Sign off of successful completion of training by the trainer.

In the X-ray Centre, only qualified staff can provide radiation supervision and/or training.
The responsibilities of the X-ray safety supervisor/trainer include.
• Obtain and maintain knowledge of the principles and practices of protection against
radiation and of potential hazards;
• Training users for radiation safety and standard operation;
• Approving standard operating procedures;
• Approving student and/or staff to access X-ray equipment.
• Identifying local radiation risk areas.

Risk Assessment
A risk assessment must be carried out before starting any X-ray experiment.
After this the user must complete the risk assessment form and submit to the X-ray lab technician.

Booking and using log book

For all bookings the point of contact are the authorized technicians. It is a legal requirement to
complete the log book provided including the recording of any error codes and describing any
unplanned equipment down-time, the start time of the outage, the cause if known, the remedial
action taken and the time of return to normal use.

Maintenance

All X-ray units must be checked regularly for radiation leaks and records of inspection must be
maintained by authorised persons only. No users shall attempt to fix any problem and shall report
all issues to the X-ray technician.
• All maintenance of x-ray equipment must be documented.
• All work involving the X-ray tube or removal of shielding will be undertaken by/or in
presence of a Maintenance licensee. There will be documented handover to Licensee for
Use with evidence of a post maintenance leakage survey.
• Leakage surveys are to be undertaken by the maintenance licensee.

Statutory Records

In all laboratories where X-rays are used the following documentation must be completed and
retained:

• Leak tests must be conducted at intervals of not greater than 12 months;


• Records of equipment service;
• Training of new operators;
• User logs;
• All documentation will be retained for a period of 10 years.

Contingency plans and emergency procedure

If in any doubt, contact the Laboratory Technician or Radiation License Holder BEFORE proceeding.
In case of emergency, all users must familiarise themselves with the location of the "power off"'
button(s).

• In the event of an emergency such as a water leak, fire or suspected radiation leak, the
equipment will be powered off immediately by hitting the red "power off" button and
evacuation of the laboratory.
• Any emergency or suspected instance of radiation leakage must be reported immediately
to the X-ray Laboratory Technician and/or Licensee who will investigate t h e cause and
consequences of the leak.
• Should a radiation injury be suspected, the affected individual must be immediately
referred to the Licensee who will report the incident to the Office of Radiation Safety.
• In the event of accidental radiation exposure, the Health and Wellness Office on internal
extension 89645, will ensure that the individual receives appropriate medical assistance and
will ensure that appropriate follow-up monitoring of the individual is coordinated and
appropriately documented.
• An Accident and Incident report is to be submitted to the Health & Wellness office.
