1. SCOPE

The scope of works shall be as outlined below and shall be carried out, as per the project requirements with
reference to the approved drawings and specifications. Likewise, the Safety Plan integrated in this document
describes the general safety instructions of the work processes, providing rules and basic procedures necessary to
eliminate or minimize potential dangers, causes of injuries, damages and losses. It includes main procedures to
ensure safety and quality of works.

2. PLANNING
Our appointed Supervisor and team shall confirm and pre- inspect planned work area and determine exact location
and positioning of work, tools and equipment required. Area related hazards and Risks shall be identified and
incorporated into the Daily Safety Talk Instructions (DSTI). Specific required work permits shall be applied for from
the Project permit issuer prior to any work taking place. Responsible Supervisor / and SHE Manager shall;
 go through the work areas with the responsible clients’ representative to ensure the work areas are correct
 ensure that only employees with valid inductions shall be able to do the tasks in question
 ensure that the minimum required PPE is worn. Hard hat, safety boots, reflective vest, safety glasses and any
other required PPE shall be used on site.

3. ROLES & RESPONSIBILITIES


Project Manager
Responsible for overall implementation of Health Safety & Environment (HSE) strategies , and shall study, analyze
and schedule all construction activities with his department to include manpower and equipment line up as well as
other possible resources required for the successful implementation of the construction work activities. Studies all
aspects of work procedure as per Technical Scope of Work.

Site Engineer
Responsible for all HSE matters of the works and shall, study and review all necessary documents for the
construction works in his area to include, technical scope of work, specification, bill of quantities, planned milestone
dates and construction procedure in support to his Supervisors. He shall coordinate with other disciplines to
visualize possible conflicts in the drawings as well as in the schedules to provide other options in preventing
unnecessary delays. Responsible in monitoring and inspection of the work and ensure that the work is performed in
accordance with Technical Scope of Work and Standards.

Quantity Surveyor (QS)


Responsible for harmonizing the financial aspects of various activities. He shall plan and estimate costs for different
project elements, considering materials, labor, equipment, and subcontractor expenses. By engaging in
comprehensive cost planning, the QS shall ensure that each activity aligns with the overall project budget, setting
the stage for efficient financial management. Also responsible for preparing monthly payment invoices or interim
payment applications. He shall review completed work, verify quantities, and calculate the appropriate payment
due. He shall review contractual obligations, manage variations, monitor compliance, and ensure that all parties
fulfill their responsibilities. He shall also be responsible for maintaining a healthy cash flow, to navigate financial
hurdles, seize opportunities, and maintain stability throughout the project.

HSE Manager
Responsible in monitoring safety aspects and ensuring that the work is done in accordance with Safety Standard
Procedure. He shall discuss to the workers of the characteristics of related materials and status of work area giving
reminders as an additional point to work safely.

Trades men
Qualified personnel shall be used on site to ensure good workmanship and also to avoid / minimise harzards during
execution of works.

4. SAFETY PRECAUTIONS

 Work execution shall be carried out in accordance with this method statement.
 Safety risk assessments shall be carried out prior to the start of any new activities.
 During any lifting works, signalman must be assigned full-time.
 The necessary manpower inclusive of supervisory staff, tools, equipment, materials, and other resources
required must be made available and ready to use.
 Workers should be provided with and wear their PPE’s needed for work. All Asbestos materials shall be
handled with caution and special masks shall be worn.
 A Fire Watcher with fire Extinguisher shall assign for any hot work activity.
 Certified permit receiver, fire watcher, traffic flag man and work-in-charge should be at work site during the
execution of the work.
 Sufficient lighting shall be provided if work is done at night time. Work at night shall be approved by client.

5. MANPOWER
Manpower will consist of the following, but not limited to as listed below:
 Supervisors  Electricians
 Bricklayers  Plumbers
 Carpenters  Semi-skilled workers
 Metal fabricators  General Workers
 Painters

Quality Assurance
All inspections and tests shall be conducted in accordance with written test procedures as detailed in the Approved
Project Quality Plan and Inspection and Test Plan approved by client. Quality Control Audits will be done to ensure
that the deliverables are as per the requirements as defined. As built drawings, commissioning records and operation
and maintenance manuals will be prepared and issued to the Contract Administrator, prior to completion of the
works. Prior to handover of sections of works, we will carry out their own snagging of the works, with the aim of
achieving ‘zero’ defects at practical completion.

Materials
Approval shall be obtained for all the materials with reference to Client’s preferred vendor list if provided, prior to
commencement of activities. Samples of materials shall be provided to the client for approval before procurement to
ensure adherence to the specifications. Material Inspection Requests (MIR) will be submitted to the client upon
material arrival on site.

Notice boards
 Notice boards will be placed and installed in common areas.
 The Notice board will display all the relevant safety, environmental, and quality documents for the project.
 Colour coding information for safe equipment and tools shall be displayed and updated on a bi-monthly
basis.

6. TOOLS, EQUIPMENT AND PERSONNEL


All equipment or tools brought to site shall be safe for use and will meet all statutory requirements applicable to these
tools or equipment. All personnel shall be suitably qualified to carry out the specific tasks.

7. METHOD STATEMENT
Methodology: Work Procedures and Control Measures for Construction Work
The work will be supervised and monitored at all times by competent supervisors, all work to be carried out in
accordance with the risk assessment construction phase plan in place and other HSE management documents in
place. Only authorised personnel will be allowed access to the work area, all personnel, and appropriate signage will
be suitably displayed around the work areas. Interim and Final Inspections shall be conducted to ensure quality
assurance.

All necessary permits (as applicable) shall be obtained before commencing any work. The approved Project Quality
Plan (PQP) and HSE management documents shall be used to guide work procedures on site.

We shall provide guidance to all suppliers and traders in terms of delivery constraints on site. Deliveries of materials,
plant and equipment will be strictly controlled and co-ordinated to prevent congestion and disruption to traffic using
the existing Airport roads. Adequate signage will be installed such that vehicle deliveries and access to the site are
clearly defined within the general site area.
A main construction signboard will be positioned in agreement with the Client. Site signage will be provided within the
curtilage of the site as necessary to advise operatives/visitors and delivery staff of safety requirements within the
confines of the site and where to report on arrival.

Storage and Handling


A storage area will be provided for all plant and materials delivered to site. More vulnerable materials/equipment will
be stored in the secure containers, or programmed on to site to be incorporated directly into the construction.

Waste Management
A waste removal strategy will be developed during the pre-commencement period. This strategy will be incorporated
within all trade orders. For tender purposes, we propose that rubbish skips will be provided within the site area, which
will be removed and replaced on a regular basis. Site Waste Management Plans (SWMP’s) are required for all
projects and will be done in accordance with ZEMA requirements. We are also working towards better understanding
waste management so the volume of waste to be disposed is reduced and segregation enables as much as possible
to be recycled. The site will be kept clean and tidy at all times in accord with any statutory requirements.

Scaffolding
Conventional scaffolding, where required, will be independent with boarded lifts to suit the nature, location and type
of the particular operations.
All scaffolding will be securely tied to the structure and will include suitable ladder access. Scaffolding will be
provided, erected and maintained in accordance with all current statutory regulations. No person other than certified
competent scaffolders will be permitted to erect, alter, adapt or dismantle any conventional scaffolding.

Temporary Services
 240v power will be utilized throughout the construction site.
 Water will be provided direct from the available drawing points for use in the welfare facilities and works in water
bowsers.
 Mobile telecommunication will be used and an electronic data transfer facility will be provided to the site offices
for communication.

Manual handling
All manual handling will be minimized through the provision of mechanical aids where practicable where possible of
materials will be supplied in loads under 25kg operatives are not expected to handle loads any items weighing more
than 25kg on the site without assistance. If items above 25kg are to be lifted or unusual unstable or hazardous items,
the site agent will determine a safe method of handling through completing a risk assessment and specifically instruct
nominated individuals. Any items items or loads above 25kg to be handled through mechanical aids or team lifting.
Appropriate PPE will be worn to make sure that materials can be handled safely e.g gloves and safety footwear.

Fire prevention
All current legislation and codes of practice regarding fire prevention will be complied with all hot work will be
controlled through the use of permit to work system. Prior to the commencement of any work that may involve
pressurized containers will be removed from the immediate vicinity, and any works that could create a fire suitable
portable firefighting equipment will be positioned accordingly. Upon completion of any work which may have given

rise to the risk of fire the area will be checked and left in a clean condition. A 1-hour fire check will be in place for all
hot work.

Health and safety


All occupational health and safety regulations shall be observed. The HSE Officer shall organize and control all
Health and Safety issues on site during the construction period. He shall carry out site inductions to all personnel on
site.
All personnel on site shall be equipped and should be wearing the following:
 Safety helmets
 Safety shoes
 Ear plugs/ear muffs
 Wet weather protection wear
Sun protection

Practical steps during site operations shall include:


 provision of safety barriers and signage provided to prevent unauthorised access and ensure the
safety of the public and site staff.
 For all works, labourers are to wear appropriate protective equipment at all times while on site.

Accident Reporting
All accidents will be reported to the site authority. An accident means any injury to personnel, damage to property or
event which may have led to such an occurrence. We shall investigate all accidents that occur and expect the
cooperation of the managing site authority and employees in ascertaining the true cause in an effort to prevent a
similar accident. Accidents and dangerous occurrences must be reported in accordance with Report of Injury,
Disease or Dangerous Occurrences Regulation 1995. All workers are to adhere to any instructions given by the
Health & Safety Officer and Architect. All equipment used is to be certified, suitable for the job and adequately
maintained.

Health And Safety/Environmental Rounds


Health and safety/environment rounds shall be carried out regularly on suitable intervals in all buildings, plant and
working areas. The (internal) inspection made by HSE expert (health and safety/environment advisor) and personnel
responsible for the work activities shall attend the rounds. The rounds and all non-conformances and findings must
be documented. Related to the corrective actions - action plan must be drawn up and the responsible persons,
priorities and deadlines should be determined. After the deadlines the fulfilments regularly must be rechecked.

Personal Protective Equipment / Inspection of PPE, tools, power tools and mobiles equipment (machines)
1. The site induction must detail exactly what PPE is required to be worn and where. The site PPE requirements shall
be displayed on the site notice board at the entrance to the site.
2. All personnel on site shall at all times wear safety boots.
3. All personnel on site shall wear a hard hat when over-head work is performed, or where overhead risks exist on
any part of the site.
4. High visibility vests/tabards or jackets shall be worn by all those on site, to ensure visibility.
5. Risk assessment shall identify if any additional PPE is required, such as protection goggles, ear
protection, respiratory protection, overalls, gloves and kneepads etc. If so it shall be provided and worn.
6. Adequate supplies of personal protective equipment (PPE) shall be made available on site for visitors.

Supervisors to ensure all employees’ PPE is inspected before work begins. Any employee with defective PPE is not
allowed to work until new PPE is issued. No tools or equipment is to be used if it has not been inspected, colour
coded and placed on register. No defective tools or equipment is to be used on site.

Training
All operatives shall be adequately trained and experienced enough to carry out required tasks.

8.1 DEMOLITIONS WORKS
Permits
Before any any demolition works are commenced, we shall ensure that a Permit is obtained from the Local Authority
to allow the activities. Drawings shall be presented highliting the elements to be demolished alongside with the
method to be used in the process. The materials to be demolished will be highlited and the disposal process also
explained to allow for approval.

Demolition procedure
The building elements to be demolished shall be clearly marked with reference to drawings and any other guidance
provided by Architect. High safety standards shall be used in the process to avoid damage and injury. Qualified
personel shall be used to remove specific sections of works to avoid unnessary damage. Specific disposal methods
shall be used for each category of works, as guided by the Architect / Local Authority. All materials requiring to be
handed over to the client after removal shall be placed in an agreed location and stored in a safe manner to avoid
further damage or loss. An inventory register shall be prepared to record and sign out all such items.

1. The first step shall be to to detect and properly secure any electrical and
plumbing installations. We shall disconnect the electricity or appropriate utilities,
so that the demolition process is completely safe and does not cause additional
damage. All water supply pipes shall be blocked with appropriate stoppers to
avoid leakages. Sewer pipes disconnected shall be subsequently blocked off to
avoid foul smell from affecting surroundings.
2. All furniture (if any) shall be removed and placed in an agreed area and
protected from structural or other damage by covering using plastic sheets and any
other means, as agreed with the Architect.
3. .All floor mounted structures if any such as counters, shall then be removed
4. Having removed the electrical fixtures, we shall proceed to remove the ceiling board.
5. All targated windows, doors, frames and gates shall then be removed.
6. We shall then proceed to remove the existing wall and floor finishes
7. Lastly, we shall then remove the Asbestos roofing sheets and timber trusses / purlins
All debris arrising from demolitions shall be placed at an agreed location and then removed from site and disposed
off in accordance with guidance from the Local Authorities.

8.2 NEW BUILDING WORKS


Blockwork
We shall ensure that all blocks comply with B.S. 2028, Type 'A' and with C.P. 111: Part 2, of minimum crushing
strength of 3.5 Newtons per square millimetre, and must be obtained from an approved manufacturer, equal to
samples deposited with and approved by the Architect /Engineer.
All concrete blocks shall have been cured for a minimum period of four weeks before use. Testing of blocks shall
be carried at an approved Materials Testing Laboratory.

Approved brickforce, hoop iron ties shall be embedded in the walls as specified. Chasing of walls for laying
electrical and / or plumbing shall only be done upon approval by Architect/Engineer.

We shall use Cement mortar consisting of one part of Portland cement, to four parts of sand by volume, unless
otherwise stated by Architect /Engineer.
All mortar shall be thoroughly mixed to a uniform consistency with only sufficient water to obtain a plastic condition
suitable for trowelling. Mortar that has commenced to set shall not used or remixed for use on site.
Damp-proof courses shall be bituminous felt, free from tears and holes, and shall be laid with 150 mm minimum
laps.

Concrete
Pre-concrete and Post-concrete inspections shall be done for quality assurance purposes.On approval of the pre-
concrete inspection, concrete mixed according to the specified mix design, will be cast to complete the structures.
We shall ensure that all the fine and course aggregates used in concrete comply with the specifications. Water and
any admixtures if required shall comply with the specifications.

Concrete shall be mixed using a concrete mixer. Concrete will be adequately vibrated using appropriate pokers. A
standby poker shall be on site in case of breakdowns. All levels shall be verified before commencing with concrete
casting. Care will be taken to ensure post concrete curing of structures is done to avoid the effects of dry winds and
hot weather, in accordance with the specifications. All operators handling vibrators will be trained in their operation
properly.

All necessary arrangements for the sampling & testing of fresh & hardened concrete will be done in accordance with
the BS 1881. Slump tests shall be done on concrete before placement and Crushing tests will be carried out on
concrete cubes formed in 150mm molds. One set of cubes crushed at 7 days & other at 28 days will be done to
maintain the quality of work. Particular care will be taken to ensure that the test cubes are stored under uniform
conditions & during any transit between site & laboratory.

A record of all tests done including those on aggregates, cement and test cubes shall be kept on site, identifying
the tests with the part of the work to which they relate and a record shall also be kept showing the time and date of
placing the concrete to each portion of work. This information shall at all times be available to the

Architect/Engineer.

Formwork
All formwork shall be designed and constructed so that the concrete can be properly placed, and thoroughly
compacted and that the hardened concrete while still supported by the forms shall conform accurately to the
required shape, position and level, subject to the specifications and required standards of finish specified.
When concrete is being vibrated, special care will be taken to maintain the stability of the formwork and the
tightness of the joints during vibrating operations.
Before soffit forms and props are removed, the concrete shall be exposed by removal of side formwork as
instructed by the Architect/Engineer in order to ensure that it has sufficiently hardened. All formwork shall be
removed without damage to the concrete and this shall be upon getting approval from Architect / Engineer to
proceed with removal. The use of mould oil or other material to facilitate this shall be subject to the approval of the
Architect/Engineer.

Roofing
The method of fixing of roofing sheets shall be in accordance with the written instructions of an approved
manufacturer. Samples shall be provided for approval before sheets are procured. During installation process, the
weather conditions shall be considered, such as wind, rain to avoid injuries and damage to materials and property.

Structural Steelworks
The steel structure framework shall be done in accordance with the detailed drawings. Fabrication and erection
shall be done on site. All materials to be used shall be new and of quality and kind specified on the drawings.
Fabrication shall take into consideration all standards, tolerances, cutting methods, holing and fixing specifications.
All members shall be offered for inspection at workshop before and after priming. Marking of members shall be
done to ease the erection process.

Metal works
Samples of members to be used for windows and doors shall be provided to client for approval before the actual
delivery on site. Only qualified personel shall be used in the process to ensure client safisfaction.

Wall / Floor finishings


Wall finishes
Plastering shall be finished plumb, square, smooth, hard and even, and junctions between surfaces shall be
perfectly true, straight and square. We shall use a cement and sand ratio of 1:4 by volume for wall plaster work.
We shall prepare samples minimum one square metre of each of the finishes required, for the approval of the
Architect/Engineer, after which all work executed shall have to conform to the approved samples.

Floor Finishes
Before fixing floor and wall tile finishes, all surfaces shall be adequately prepared to receive the required finish.
Manufacturers’ instructions shall be followed when laying the floor finishes to ensure good product performance.

The suspended ceiling and PVC ceiling shall be installed with reference to the manufacturers’ instructions. Only
qualified personel shall be used to undertake the installation works. Samples of the materials to be used shll be
submitted to the architect for approval before being procured. The layout in rooms shall be agreed with the architect
be installation works commences. Positions of light fixtures shall be agreed to allow for consideration when grids
are being laid out.

Plumbing / Sewer pipes


The works shall be carried out strictly in accordance with By-laws of the Local Authority, and applicable British
Standards and Codes of Practice. The Working Drawings and Architect/Engineer's Instructions shall also be
adhered to when executing the works. The working drawings shall be red-lined, in case of approved deviations,
and these shall be filed for reference. Any chasing in walls shall only be done after clear marking and approval by
Architect/Engineer.

All water installations shall, if nothing else is specified, be tested to 1.5 times normal working pressure, minimum 4
Kg/cm square. Sterilisation of pipework shall be carried out strictly in accordance with C.P. 310 : 1965. We shall
ensure that before any supply pipe is concealed (i.e. into blockwork or under slabs or under ground), all testing
procedures will have been done and all inspections done and approved. The individual tests required shall be in
accordance with specification and instructions from Architect/Engineer.
Samples of materials shall be submitted to the Architect/Engineer for approval before placing orders. Refence shall
be made to the specifications to ensure quality assurance.

Electricals
General works
All materials supplied shall comply with the appropriate British/Zambian Standards unless otherwise specified by
the Architect/Engineer and shall be electrically and mechanically suitable for the purpose for which they are
employed. Before working on existing electrical networks, we shall obtain a ‘ Permit to work’ from the Electricity
Supply Authority ‘Authorised person’ who is responsible for the net work in that area. Only qualified and
experienced personnel shall be used.
Any chasing in walls shall only be done after clear marking and approval by Architect/Engineer. On completion of
all installation and reticulation works, we shall test the work and apparatus as a whole and section by section.
After getting satisfied that all work has been completed in accordance with the Specification, Drawings and
Regulations, we shall request the Electricity Supply undertaking to carry out acceptance tests on the installation
and/or reticulation. On acceptance of the work by the Supply Authority, we shall complete and sign the current
Supply Authority test Certificate, endorsed by the Supply Authority, and submit it to the Architect/Engineer.

We shall ensure that all other trades are completed and away from the area to be painted, when painting
begins. Before painting, all concrete and mortar droppings and the like shall be removed from all work to be
decorated. All plaster, metal, wood or other surfaces which are to receive finishes of paint, stain, polish, distemper
or paintwork of any description are to be carefully inspected before we commence work.
All materials are to be of the best quality and shall be of an approved proprietary brand selected from the latest
Schedule of Approved Paints issued by the Architect.
All materials to be applied externally shall be of exterior quality and/or recommended by the manufacturers for
external use.
All materials shall be delivered on site intact in the original sealed drums or tins and shall be mixed and applied
strictly in accordance with the manufacturers' instructions and to the approval of the Architect/Engineer.

Colour cards of all paints, etc., shall be submitted to, and samples prepared for approval of the Architect/Engineer
before laying on, and such samples, when approved, shall become the standard for work.
The methods for application of paint shall be as agreed with the Architect/Engineer.

9.0 EMERGENCY PREPAREDNESS - Task specific emergency preparedness and response shall
be implemented as follows-
 No person shall work at heights if not competent, medically and psychologically fit and unauthorized to work
at heights.
 No person shall work at heights if he is alone.
 Emergency Contact numbers to be displayed on Notice Board.
 Height rescue emergency response team with relevant rescue equipment is to be on site readily available
during all elevated works (Where possibility exists to fall 1.8 meter or more). Monthly emergency drills will be
pre-arranged, approval and supervised by client.
 Compliance with fall protection plan and Client Working at height Procedures will be enforced at all time.

Emergency Plan
We shall be prepared for emergencies that may occur during working at heights. Due to increased risks from working
at heights, we shall plan on what to do when an emergency occurs and how to respond to that emergency. Other
considerations to include in the emergency plan, include but not limited to:
 Providing a rapid and effective rescue where employees working at height have activated fall protection systems,
rescue equipment shall be available to retrieve employees as any delay might have severe consequences;
 Providing first aid response to employees who have been rescued from height to prevent possible suspension
trauma;
 Appointing emergency response personnel who can take charge and make decisions on behalf of the SAEA during
an emergency and liaise with emergency services;
 Employees trained in emergency response, including information of first aid arrangements and where first-aiders,
first aid equipment and facilities are located;
 Employees are appointed as first-aiders and available at each location and on each working shift.
Training and Exercises
Workers and visitors on site will be given comprehensive training and orientation on the overall scope of emergency
planning and specific training on procedures and policies that are important to their assigned duties. Periodic training,
drills and exercises will be conducted to maintain staff proficiency in the emergency plan and it’s implementing
procedures.

No lose objects shall be left on elevated levels during and after work. Area supervisor to perform an end of shift
inspection to ensure proper stacking and storage as well as proper housekeeping. All tools, equipment and PPE to
be properly stored during lunch breaks and end of shift as to avoid damage to critical equipment or equipment theft.
All tools are to be removed from work areas and locked away at end of shift. Supervisor to complete DSTI closeout
section after post work area inspection and hand closed out DSTI to HSE Officer for record keeping.

Housekeeping
All good practice guidelines regarding housekeeping in the workplace will be observed. All work equipment and
materials shall be properly secured when they are not in use so as to prevent any unauthorized usage or accidental
contact. During the works the area will so far as is reasonably practicable be kept clean and tidy with clear walkways
as appropriate.

Incident Report
All incidents to be reported, positive safety observations enhanced and near-misses to serve as learning material for
the future. We have a process of collecting safety data to recognize the root causes of incidents and learn how to
prevent them in the future. We systematically analyse and identify lessons learned and best practices from incidents,
near misses and audit findings. Investigation of safety incidents and near misses identify any potential underlying
causes and define corrective actions and effective control measures to prevent a similar incident from recurring.
