3. REVIEW OF CURRENT HSE STATUS

Current Site Overview


✓ Site HSE performance to date is under initial review
✓ Some observed concerns include:
➢ Inconsistent use of PPE
➢ Weak implementation of Permit-to-Work (PTW) procedures
➢ Limited engagement in Toolbox Talks
➢ Housekeeping and hazard control issues
➢ Some safety personnel not available at site ( Not Appointed).
➢ Incident and near-miss reporting appears reactive rather than proactive

✓ Full commitment to wearing proper PPE and enforcing compliance
✓ Mandatory incident and near-miss reporting without delays
✓ Active involvement in daily Toolbox Talks, HSE meetings, and inspections

4. HSE PLANS & PROCEDURES

Project HSE Plan


✓ Outlines overall HSE strategy, objectives, and key responsibilities
✓ Must be followed by all contractors and subcontractors
✓ Includes risk management approach and emergency procedures

Risk Assessments & Method Statements (RAMS)


✓ Job-specific risk identification and control measures
✓ Must be reviewed and approved before starting any task
✓ Must be communicated to all involved workers (e.g., via toolbox talks)

Emergency Response Plan (ERP)

Permit to Work (PTW) System

✓ No work to proceed without an approved permit
✓ Supervisors must ensure full compliance and documentation

HSE Documentation & Records


✓ Daily inspection checklists, training records, incident reports, and audit findings
✓ Must be properly maintained and available for review

5. COMPLIANCE REQUIREMENTS

Legal & Regulatory Compliance


✓ Adhere to Saudi labor law, Ministry of Environment, and GCC HSE regulations
✓ Fulfill all GOSI, SFDA, Civil Defense, and Royal Commission (RC) requirements (where
applicable)

Project-Specific Requirements
✓ Follow NWC North Cluster HSE standards and client-approved HSE Plan
✓ Comply with contractual HSE obligations and technical specifications
✓ Maintain valid work permits, licenses, and operator certifications

Operational HSE Compliance


✓ Implementation of Permit-to-Work (PTW) system for all hazardous activities
✓ Regular Toolbox Talks, HSE Inductions, and Emergency Drills
✓ Use of approved PPE, tools, and equipment

✓ Conduct proper risk assessments (JSA/TRA) before starting any task
5. COMPLIANCE REQUIREMENTS

Legal & Regulatory Compliance

6. PPE & SAFETY EQUIPMENT

Mandatory PPE Requirements (Minimum on Site):


✓ Safety Helmet (Hard Hat)
✓ Safety Glasses or Goggles
✓ High-Visibility Vest
✓ Safety Gloves (task-specific)
✓ Safety Boots with steel/composite toe
✓ Long Sleeve Workwear

Task-Specific PPE:
✓ Hearing Protection (noise areas >85 dB)
✓ Fall Protection (working at height)
✓ Face Shield (grinding, cutting, chemicals)
✓ Respirators (dust/fume/gas exposure)
✓ Chemical-resistant gloves and suits (when applicable)

6. PPE & SAFETY EQUIPMENT

✓ First aid kits (stocked and located at work zones)
✓ Gas detectors (confined space, hazardous area work)
✓ Barricades, signage, and tag-out devices

7. PERMIT TO WORK (PTW)

❑ Purpose of PTW
✓ To control high-risk activities through a formal authorization process
✓ To ensure proper hazard identification, risk control, and communication
✓ To protect workers, equipment, and the environment during non-routine or hazardous tasks

❑ When PTW is Required


✓ Excavation or trenching
✓ Working at height
✓ Confined space entry
✓ LOTO
✓ Hazardous Chemicals
✓ Hot Work
✓ Asbestos
✓ Lifting Operations & Handing Process
✓ Any Non-Routine or High-Risk Task

7. PERMIT TO WORK (PTW)

❑ Contractor Responsibilities
✓ Apply for and obtain permit before starting work
✓ Ensure all workers are briefed on permit scope and safety controls
✓ Keep a copy of the active permit at the worksite
✓ Stop work immediately if conditions change or permit is violated
✓ Close the permit once work is complete and area is safe

8. SITE INSPECTIONS & AUDITS

❑ Purpose
✓ Ensure compliance with HSE policies, procedures, and legal standards
✓ Identify unsafe acts, conditions, and opportunities for improvement
✓ Reinforce a proactive safety culture through regular monitoring

❑ Types of Inspections & Audits


✓ Daily Walkthroughs: Conducted by site supervisors and safety officers
✓ Weekly HSE Inspections: Joint inspections with contractors
✓ Monthly Audits: Formal audits by the client or third party
✓ Surprise Inspections: Spot checks to ensure day-to-day compliance
✓ Thematic Inspections: Focused reviews (e.g., fire safety, electrical, working at height)

8. SITE INSPECTIONS & AUDITS

✓ Ensure availability of key personnel during inspections
✓ Cooperate fully and provide access to work areas and documentation
✓ Close identified observations and submit corrective actions on time
✓ Participate in joint inspections and follow-ups

Objective:
To ensure all personnel are competent, aware of hazards, and aligned with HSE procedures before and
during work activities.

✓ HSE Induction (before site entry)
✓ Job-Specific Safety Training (e.g., electrical, confined space)
✓ Emergency Response Training (fire, first aid, evacuation)
✓ Refresher Training as per schedule or incident review

Toolbox Talks (TBT)


✓ Conducted daily or before each critical activity
✓ Focus on specific tasks, hazards, and control measures
✓ Delivered by supervisors or safety officers

10. REPORTING & COMMUNICATION

Incident & Near-Miss Reporting


✓ All incidents, near misses, unsafe acts/conditions must be reported immediately
✓ Use the standard reporting format and submit to the HSE department
✓ Initial notification must be made within 1 hour of occurrence
✓ Full investigation and report to be submitted within 24 hours
✓ Ensure proper root cause analysis and corrective actions

Communication Process
✓ Daily Toolbox Talks to be conducted before starting work
✓ Weekly HSE meetings with contractor representatives
✓ Emergency communications to follow the site emergency contact protocol
✓ Use of visual aids or translation where needed to ensure understanding

Expectations
✓ Encourage open communication – safety concerns should be raised without hesitation
✓ Maintain clear and traceable documentation of all safety briefings and instructions
✓ Share lessons learned from incidents across teams
