I. Rationale:

The Mindanao Inclusive Agriculture Development Project (MIADP) is a project of the


Department of Agriculture (DA) that aims to sustainably increase agricultural
productivity, resiliency and access to markets and services of organized farmer and
fisherfolk groups in selected ancestral domains and for selected value chains in
Mindanao. MIADP seeks to improve the economic situation of a select number of the
indigenous communities and further develop the approach and capacity, especially of
local government units (LGUs), to continue a program of support to address the low
incomes due to weak marketing linkages and poor infrastructure in the geographically
isolated Ancestral Domains (ADs). It adopts successful approaches and strategies
already institutionalized by DA, including (a) strengthened planning, resource
programming, and implementation processes; and (b) integrated application of
scientific and market-based data and instruments for long-term resiliency and economic
profitability.

The Philippine Rural Development Project (PRDP) is also a world bank


funded national project under the Department of Agriculture (DA) that
aims to establish a modern, value chain-oriented and climate-resilient
agriculture and fisheries sector. Various steps were taken into
consideration and are currently undertaken by different operating units
of the agency to mainstream the PRDP implementation tools and
approaches.

With these, the MIADP Caraga thru the Resilient Ancestral Domain Agri-
Fishery Infrastructure Component, with the help of PRDP and PSO
Mindanao will spearhead the conduct of Training on Material Testing and
Quality Control (MTQC). The training is designed for Engineers who will
manage and supervise the implementation of various infrastructure
projects. This training will serve as a framework for the Project in
ensuring sound contract management and supervision, quality assurance
and control, and durability of infrastructure projects.

The resource speaker and laboratory technicians will be sourced out
since it requires highly skilled and a license Materials Engineer to lecture
and demonstrate actual laboratory and field works. The Joint
Memorandum Circular No 1 Series of 2013 between the DPWH and DA
provides that PRDP will collaborate with the DPWH for technical support
in the design and quality control of project implementation. The training
will make use of DPWH laboratory.

Also, MIADP direction is to capacitate the RPCO Engineers and LPMIU


Engineers in utilizing the new technology such as aerial photogrammetry
using Drone Real-Time Kinematics Technology for planning, inspection
and monitoring. It provides high-resolution aerial imagery and data,
enabling more accurate terrain mapping and road width analysis. This
leads to better planning decisions, quicker project timelines, and safer
working conditions. Aerial images of Drone Technology can be processed
to create detailed 3D models of the terrain, which are crucial for
accurate road design and planning. Aside in Engineering Works, other
advantage of drone technology in other areas are (1) Social and
Environmental Safeguards, It can captured aerial data image which is
helpful in identifying social and environmental impacts like identifying
volume of earthworks, affected trees and structures, geohazard
identification and others, (2) Economics, captured aerial data image will
be helpful in identifying existing land cover and potential agricultural
area for expansion which are required in Economic and Financial
Analysis (EFA) to determine the economic feasibility of the project. (3)
Media Production, it can capture videos and photos from Drone
Technology which will be helpful for media production for
documentation, information and promotion campaign of MIADP. With this
Drone technology, the implementation of MIADP Subproject will
significantly reduce the time and effort required for surveying and
inspection tasks, which can lead to faster project completion, eliminate
the need for personnel to be on dangerous or inaccessible locations,
improving safety and provide real-time data and images, drones enable
better communication and collaboration between project stakeholders.

II. Objectives:

General:
1. The general objective of Materials Testing and Quality Control (MTQC)
cum DED Preparation using Drone Real-Time Kinematics (RTK)
Technology Training is to equip participants with the essential knowledge,

specifications in various industries. This activity aims to enhance
skills, and tools to ensure materials meet required quality standards and

knowledge and skills of participants in materials testing and quality


control of infrastructure project implementation.
2. To enhance the capacity of RPCO and LPMIU in utilizing Drone RTK
Technology in planning, implementation, inspection and
monitoring.
3. To mainstream also good practices of the Philippine Rural Development Project in
MTQC and other LGUs in implementing subprojects.

Specific:

It is also necessary that the participants will be able to:

a. Recognize the basic technologies in testing construction materials.


Identify and familiarize the required test on specific
construction materials.

Identify and understand the basic properties of construction


materials.

Understand the significance of tests on construction


materials.

Be aware of the importance of materials testing in project


implementation

b. Perform effectively field/laboratory sampling and testing of


construction materials in accordance with the standard
methods/procedures
 Familiarize the application of the proper method of sampling
of construction materials in the field.
 Learn and familiarize the standard methods and procedures
of laboratory testing of various construction materials.
 Learn to check the accuracy and proper maintenance of
laboratory testing apparatus/equipment.

c. Evaluate, analyze and interpret test results of construction materials


for the purpose of acceptance and rejection
 Learn proper computation and check the result of test
performed.
 Know the proper reporting system of test results.
 Understand the application of materials standard
specifications based on result of test
 Learn how to analyze and evaluate results of tests indicated
in official test reports from test laboratories
 Learn the proper recommended measures in the acceptance
or rejection of construction materials.

d. Prepare Detailed Engineering Design for FMR, Irrigation projects,
PWS and others using Drone RTK Technology
 Learn the function and application of Drone RTK technology
 Learn the basic parts of Drone RTK Technology
 Learn how to operate and methodology of Drone RTK
Technology
 Learn how to process the drone technology data and images
to software (Pix4dMapper and Agisoft) to AutoCAD Civil 3D for
DED and GIS for mapping

III. APPROACH, METHODOLOGY AND LIMITATION:

A. Interactive Lecture Discussion

This methodology is basically conducted to elicit discussion with


the participants as it allows them to participate in discussions,
clarify understanding, and raise questions. It also allows the
participants to unload, eliminate or diminish anxieties about the
topic being discussed.

On the part of the resource speaker, it also allows him/her to


assess if there is a “getting across” of the topic discussed.

B. Workshop/Plenary

This methodology allows the participants to harness the capabilities


and experiences of the work group to complete a specified output.
It also encourages open-minded communication and induces team
effort from the members of the group.

C. AV Materials/AV Aids

This method allows the topic presentations to be more interesting


and easier to remember. For this training, the resource speakers
will be using power point presentations.

D. Actual visualization of laboratory equipment and machines used in the


conduct of material testing

This method allows the participants to visualize the different


laboratory equipment which enhances learning.

E. Actual performance of laboratory test and material testing

This method allows the participants to do actual testing to ensure
that proper procedures are fully understood.
