Qualitative analysis of Criterion 1


POORNIMA Institute of Engineering and Technology was established in the year 2007 as a self-financed
engineering institute under the able management of Shanti Educational Society. The college is currently
affiliated to Rajasthan Technical University, Kota, Rajasthan. College has AICTE affiliation and recognized
under section 2(f) of UGC act but yet to receive 12(b) recognition from UGC. Being an affiliated institute
there is limited role to play in development of curriculum. College runs six undergraduate degree engineering
programs (all are related to Computer Science) with sanctioned intake of 480 students per year. The institute is
having 5.03 acres of land providing adequate built-up area measuring 37082 Sq.m. though the campus in true
sense is not challenged free. Institute has classrooms, laboratories, workshop, seminar halls and auditorium
with necessary circulation area to fulfil different necessary academic activities according to AICTE and
affiliating university. The college implements the curriculum in tune with affiliating university, however in
addition to the curriculum prescribed by the university the students are encouraged to take some value-added
courses through NPTEL/ SWAYAM /MOOCS / Certification Programmes along with leadership,
entrepreneurship, and skill development programs to enrich the curriculum as claimed by the
institute. However, the delivery of additional curriculum needs to be properly monitored and audited in better
professional manner. Cross cutting issues like Gender equality, Environmental Sustainability, Human Values
and Professional Ethics etc., are part of the curriculum. Mechanism of redress for grievances of the students
exists however more transparency is needed. Peace and tranquillity is well maintained in the college campus.
The college needs to develop better action plan for effective implementation of outcome-based teaching
learning.

Admissions to various courses offered by the college is done through centralized online counselling of the
affiliating university strictly on merit basis and in accordance with the reservation policy of Rajasthan
Government. The college needs to be more proactive for better student enrolment both in quality as well as
count. Provision of admission in second year through lateral entry against vacant seats exists The academic
calendar is prepared before the start of academic year in accordance with affiliating university and strictly
adhered to it.

College conducts induction program for the first-year students immediately after they join to fulfil the
guideline of AICTE. Institute claimed the provision for offering supplementary teaching-learning, with an aim
to improve the academic performance of the weak students however not properly substantiated through
acceptable documentary evidence. Moreover, the mechanism of identification of slow and advanced learners
needs to be more transparent and robust. The institute is registered with National Academic Depository and all
students have Academic Bank Credit ID.

Most of the faculty members are qualified with post-graduate degree however the percentage of faculties with
Ph.D qualification are also considerable. The institute is maintain a good faculty student cadre ratio(17:1).
Faculties must be encouraged to undertake different state of art teaching methodologies for effective delivery
of course content.

The institute is still to setup proper ICT enabled classrooms with the availability of interactive digital boards
and other modern teaching aids. Most of the classrooms are fitted with overhead LCD projectors. Being not in
vicinity of large IT hubs faces certain challenges in terms of connectivity and access to technology, but
additional measures must be taken to expose students to global developments.

Students are evaluated on a continuous basis through two internal tests followed by end semester test, as per
affiliating University norms. The students are advised to participate in NPTEL and MOOC courses, however
better documentation in support of regular participation and performance are recommended. Although the
OBE is being followed, but the college is yet to define proper rubrics for evaluation of Program Outcomes
(POs), Program Specific Outcomes (PSOs) and every Course Outcomes (COs). Proper record on Course
attainment followed by assessment of teaching performance with proper corrective measures can be improved.
Moreover, student progression in higher studies is to be encouraged more.

3.2 Innovation Ecosystem
3.2.1 Institution has created an ecosystem for innovations, Indian Knowledge System
QlM (IKS),including awareness about IPR, establishment of IPR cell, Incubation centre and
other initiatives for the creation and transfer of knowledge/technology and the outcomes of
the same are evident

Frequent faculty development programs are to be arranged as the teachers need to be trained and motivated to
deliver the curriculum in proper scientific manner. Unless the college starts faculty recruitment in real holistic
manner, students are deprived of having exposure to the use of different state of art teaching methodologies
for effective delivery of course content and the college will fail to apply for externally funded research
projects. The faculty members need more encouragement through transparent policy to participate in research
activities such as to publish papers in peer reviewed journals, participate in good national as well as
international conferences and seminars. More senior faculties with adequate research experience are to be
included to guide and motivate young faculties for creating vibrating in-house research environment.

On documents faculties and students are encouraged to participate in many extension activities like blood
donation camps, skill development programs, Unnat Bharat scheme etc. College needs to be more conscious in
conducting effective co-curricular and extra-curricular activities under NSS in nearby villages. There is a
strong need to have a structured mechanism and a well-defined policy for conducting consultancy assignments
and MoU’s. Extension activities creating social awareness about social evils and moral values are being
carried out. Poornima Business Incubation Cell is established to foster industry and community linkages,
collaborating with few reputed industries through MOUs, in order to facilitate student internships, providing
valuable practical experience. Right from first year students are encouraged for exhibiting conceptual models
and institute facilitates and encourages students for own start-ups through AICTE funded IDEA lab as well as
well-equipped incubation centre. Institute has received MODROB fund and also some fund granted by
Rajasthan Technical University from their TEQUIP grant as an eligible affiliated college. Though the college
has completed first cycle of NAAC accreditation still needs to be more proactive to catch the essence of state
of the art technology for current industry needs and to keep the institute ready for immediate future challenges
interms of setting up of more centres of Excellence(COEs).

4.1 Physical Facilities
4.1.1 The Institution has adequate infrastructure and other facilities for,
QlM
teaching – learning, viz., classrooms, laboratories, computing equipment etc
ICT – enabled facilities such as smart class, LMS etc.

4.2 Library as a Learning Resource
4.2.1 Library is automated with digital facilities using Integrated Library Management System
QlM (ILMS), adequate subscriptions to e-resources and journals are made. The library is optimally
used by the faculty and students
4.3 IT Infrastructure
4.3.1 Institution frequently updates its IT facilities and provides sufficient bandwidth for internet

The college is located in urban area occupying 5.03 acres of land. The college is spread over multiple
buildings, but significant attention is needed to make the campus truly barrier free, especially for differently
abled stake holders. The institute has academic infrastructure with classrooms, laboratory, computer labs,
workshops and common room facilities just to meet AICTE as well as affiliating University guidelines. Hostel
for both boys and girls are available, however better attention is advised for both the hostels to make the
student stay better with individual in-house facilities like in house canteen, TV room, Gym, and regular supply
of Newspaper. Ladies hostel needs better security surveillance. Institute needs the yoga room be isolated from
indoor game facilities. Facility of college bus is provided for day scholars and faculty. College has language
laboratory with a capacity of 32 systems, shared among all departments. The college has limited in-campus
medical facility however they have MoU with Mahatma Gandhi Hospital which is just 100 metres away from
the campus. College has internet facility with bandwidth of 2 GBps with multiple access points to make the
campus WI-Fi enabled. The institution houses a 500 sq.m library stocked with 30000 volumes of books
comprising approx.. 4000 titles as well as Journals, periodicals, and digital resources like DELNET, IEEE, J-
Gate etc. The digital library facility exists with limited e-books and e-journals, supplemented by a collection
of some national and international printed journals. The access to e-resources is available however the real
usage of e-resource is limited. Library automation using TCS ION is visible. The institute has standby power
backup through two diesel generator sets with total 250 KVA capacity. The institute needs more attention on
installing necessary firefighting equipment. The campus offers limited in campus sports facilities, including
indoor and outdoor sports, gymnasiums, etc.

5.4 Alumni Engagement
5.4.1 There is a registered Alumni Association that contributes significantly to the development of

The college has an active Students Council, with proper documentation with the evidence of participation of
students is available. There is student participation in certain academic and administrative functions through
various statutory committees namely Anti Ragging committee, Internal Quality Assurance Cell exist.
Poornima Electoral Literacy Forum is formed since 2021 to spread awareness about voting and electoral
duties. Institute runs an initiative called Poornima Paathshala to empower under privileged children through
education and various social support. The institution claims about specific training for competitive exams like
TOEFL, TANCET and GATE however not properly substantiated with necessary documentation. The in
house training and placement activities are provided through Training and Placement Cell however needs to
be pro-active to attract reputed recruiters with better salary package. The cell coordinates internship and
placement initiatives as well. The student placement record needs to be improved and needs better attention.
Although, the Industry Institute Interaction Cell exists, but it needs to play an important role in capitalizing the
potential of pass out students also for betterment of the present students and progress of the college as a whole.
Registered Alumni association exists but not visibly vibrant. Various co-curricular, extracurricular and cultural
activities are organized by the students along with the faculty coordinators. College organizes Annual Sports,
Cultural fest, technical fest every year. College also celebrates all special days around the year. Students have
the provision of scholarships as per the Govt norms. The College extends support to obtain scholarships,
tuition fee from state government to all eligible SC/ST/OBC/Minority/physically challenged/economically
weaker students.

Criterion6 - Governance, Leadership and Management (Key Indicator and Qualitative Metrices(QlM) in
Criterion6)
6.1 Institutional Vision and Leadership
6.1.1 The institutional governance and leadership are in accordance with the vision and mission of
QlM the Institution and it is visible in various institutional practices such as NEP implementation,
sustained institutional growth, decentralization, participation in the institutional governance
and in their short term and long term Institutional Perspective Plan.
6.2 Strategy Development and Deployment
6.2.1 The institutional perspective plan is effectively deployed and functioning of the institutional
QlM bodies is effective and efficient as visible from policies, administrative setup, appointment,
service rules, and procedures, etc
6.3 Faculty Empowerment Strategies
6.3.1 The institution has performance appraisal system, effective welfare measures for teaching
QlM and non-teaching staff and avenues for career development/progression
6.4 Financial Management and Resource Mobilization
6.4.1 Institution has strategies for mobilization and optimal utilization of resources and funds

audits regularly (internal and external)
6.5 Internal Quality Assurance System
6.5.1 Internal Quality Assurance Cell (IQAC) has contributed significantly for institutionalizing
QlM the quality assurance strategies and processes. It reviews teaching learning process,
structures & methodologies of operations and learning outcomes at periodic intervals and
records the incremental improvement in various activities

The Board of Governors meetings are seemed to be conducted to discuss the future development of the

institution. Various internal cells and committees are in place to enable the proper implementation of the
strategic plan. Institute has a good, proactive and visionary leadership. Institute needs proactive leadership to
transfer into an autonomous institution in near future. Various statutory committees and cells are in place as
part of the grievance redressal mechanism; however they need to be prompt and proactive. Performance
appraisal system for teaching and non-teaching staff exists, but proper implementation as well as correction
measures are to be implemented. Uniform and transparent recruitment and promotion policies be framed.
IQAC is in place but is yet to play the proper active role of implementing and guiding various quality
assurance strategies and processes. The training for faculty on pedagogy and use of technology in classrooms
may be conducted from time to time. IQAC cell must formulate effective policies and put them in practice for
continuous monitoring and periodic review of administrative and academic departments in better professional
manner. Clear guideline about service rules, recruitment, promotional and procurement policies need to be
available to all stake holders through institute website, which is visibly incomplete. Proper documentation on
budgetary planning and allotment is available; moreover, the available document does not reflect subsequent
mobilization of fund for research and library. Student tuition fees decided by state regulatory authority are the
only major source of revenue for the college. Decentralization and delegation are still in the consideration
stage and require focused efforts to ensure more effective participation and decision-making across all levels.
Institute has a qualified Counceller is available in the campus to help the psychologically depressed students
and faculty. Proper records are maintained.

This will also involve regular reviews and updates to policies and procedures to adapt to evolving needs and
ensure that all institutional bodies operate cohesively towards achieving the long-term objectives of the
perspective plan. IQAC must be proactive for receiving NIRF ranking.

7.1 Institutional Values and Social Responsibilities

The College has installed roof top solar panel producing 100KVA per month and saving approximately 15%
of power consumption. Though the management is conscious of using alternative energy sources, better
planned approaches for effective energy conservation and subsequent revenue generation is expected. The
College has limited facilities in place for the management of both hazardous and non-hazardous wastes. Steps

need to be initiated for the same. Institute claims, rainwater harvesting system exists, though it requires proper
planning and implementation to prove its effectiveness. STP partly exist though need effective planning as
well as implementation in order to achieve proper effectiveness.

Institute claims their best practice in encouraging students for start-up activities, which is really visible
through the practical activities of in campus IDEA lab as well as Incubation Cell. The college being located in
state Rajasthan and more precisely in the city of Jaipur, also within commuting distance from the Hi-Tech city
Delhi has good avenues for arranging industrial visits, internships and subsequent placements. To promote
universal values the college organizes all national and regional festivals. Though the Student Mentoring
System is in place, but there is an ample scope to make it more robust. The Institute is striving sincerely to
transform economically and socially weak students into successful professionals, which is also the vision of
the management. College is sincerely keen in creating infrastructure for imparting technical education to cater
various nearby industry and the society at large.
