O R D E R:

The following notification will be published in the Andhra Pradesh Gazette.

NOTIFICATION

In exercise of the powers conferred by sub section (1) of Section 8 of the


Andhra Pradesh Scheduled Castes (Sub-classification) Ordinance, 2025 (A.P.
Ordinance No.2/2025), the Governor of Andhra Pradesh hereby makes the
following Rules:

RULES

1. Short title and commencement: (i) These rules may be called the Andhra
Pradesh Scheduled Castes (Sub-classification) Rules, 2025.

(ii) These rules shall come into force with immediate effect.

2. Definitions: In these rules, unless the context otherwise requires,

(i) "Ordinance" means the Andhra Pradesh Scheduled Castes (Sub-


classification) Ordinance, 2025(A.P. Ordinance No.2/2025)
(ii) 'Educational institution' shall have the meaning assigned to it in
clause (c) of section 2 of the Andhra Pradesh Educational Institutions
(Regulation of Admission and Prohibition of Capitation Fee) Act, 1983.
(iii) 'Government' means the State Government of Andhra Pradesh;
(iv) 'Public service' means, services in any office or establishment of,

a) the Government;
b) a local authority, i.e,

i. a Gram Panchayat or a Mandal Parishad or a Zilla


Parishad established under the Andhra Pradesh
Panchayat Raj Act, 1994;
ii. a Municipality constituted under the Andhra Pradesh
Municipalities Act, 1965; and

iii. a Municipal Corporation established under the relevant


law, for the time being in force, relating to Municipal
Corporations;

c) a Corporation or undertaking wholly owned or controlled by the


Government;
d) a body established under any law made by the Legislature of the
State whether incorporated or not including University; and
e) any other body established by the State Government or a
Society registered under any law relating to the registration of
societies for the time being in force and receiving funds from the
State Government either fully or partly, for maintenance or any
educational institution, whether registered or not, but receiving
aid from the Government;

(v) 'Rule of Reservation' means any rule or provision for reservation of


appointments or posts in public service in the special rules applicable
to any particular service or the General Rules of the Andhra Pradesh
State and Subordinate Service Rules, 1996 as the case may be or any
rule or provision for reservation of seats in the rules or instructions for
admission into educational institutions, as the case may be, in favour
of Scheduled Castes or Scheduled Tribes or Backward Classes,
Economically Weaker Sections or Women;
(vi) ‘Backlog Vacancies’ means the vacancies which were carry forwarded
from the previous recruitments.
(vii) 'Scheduled Castes' shall have the meaning assigned to it in clause (24)
of article 366 of the Constitution of India;

3. Procedure for implementation of the rule of reservation to Scheduled


Castes of three Groups:

(i) In order to implement the rule of reservation under Section 3 of the


Ordinance,

(1) one percent (1 %) of appointments or posts in public service


and seats in admissions to educational institutions shall be
reserved for the persons belonging to the following Scheduled
Castes referred to in clause (b) of Section 3 of the Ordinance:-

(2) Six and half percent (6.5 %) of appointments in public service


and seats in admissions to educational institutions shall be
reserved for the persons belonging to the following Scheduled
Castes referred to in clause (c) of Section 3 of the Ordinance;

(3) Seven and half percent (7.5%) of appointments in public

(4) (i) The reservations provided to the three groups of Scheduled


Castes shall be within fifteen (15%) of reservation prescribed
to Scheduled Castes as follows:-

(ii) Roster Points:


a) A 200 point roster system shall be adopted for earmarking of
roster points to the three groups of Scheduled Castes as
mentioned in section 3(e) of ordinance. The 200 point roster
system shall operate in two (2) cycles each numbered from
1-100. The following roster points shall be earmarked for
Group-I, Group-II and Group-III in the first cycle.

b) In the second cycle of 100 points roster system, roster point 97


shall be earmarked to Group-II, thereby ensuring that Group-
II and Group-III receive the percentage of reservation as
prescribed under sub-section (c) and sub-section (d) of Section
3 of the Ordinance.

c) The following roster points shall be earmarked for Group-I,


Group-II and Group-III in the second cycle.

4. Reservation for Women:

The reservation for women to an extent of 33 1/3 % provided in public


services shall be implemented horizontally in each of Group-I, Group-II and
Group-III of Scheduled Castes.

5. Non-availability of eligible candidates:

(i) If eligible candidates for posts in public appointments are not available in
the first notification to fill the vacancies reserved for them in the roster points
as specified in rule 3, it shall be carry forwarded to second notification/
recruitment for the same group. In case unfilled in second
notification/recruitment also, then it shall go to the following group in the
third notification as specified in Section 3 of the Ordinance.

Note: If an eligible candidate of Scheduled Castes-Group-I is not available
in the first notification/recruitment, the vacancy shall be carry
forwarded to the second notification, if eligible candidate is not
available in the second notification also, the vacancy shall be filled by
a candidate of Scheduled Castes-Group-II in the third notification and
so on and so forth.

(ii) Backlog Vacancies: In respect of backlog vacancies, the (200) cycle


Roster points shall be observed from initial Carry forwarded roster point.
Backlog vacancies shall be filled as per existing rules of the Andhra Pradesh
State and Sub-ordinate Service Rules, 1996. The reservation for women to
an extent of 33 1/3 % provided in public services shall be implemented
horizontally.

Example: Carry Forwarded Roster Points: 27,41,72,77. The (200) Points


Cycle starts from 27 and it shall go to Group-III and Point 41 shall go to
Group-II and so on so forth.

6. Maintaining Roster Register: Every Administrative Department/ Unit


Officers shall maintain post wise a separate register for two cycles of 100
point vacancies based on reservation register for determining or effecting
reservation for the three Scheduled Groups i.e. Group-I, Group-II and
Group-III of Scheduled Castes for both Direct Recruitment, where the
cadre strength is more than five (5) of each category of posts.

7. Applicability of the rules in Educational institutions:

These Rules shall be made applicable in all the educational institutions


under the control of the State Government, wherever rule of reservation is
applicable.

If eligible candidate for admission to educational institutions are not


available to fill up the seats as specified in rule 3, it shall be filled in by the
candidate belonging to the next group of Scheduled Castes.

8. Applicability of the rules in future appointments/admissions to


educational institutions:

These rules shall be made applicable to all public appointments and


admissions to educational institutions from the date of commencement of
these rules wherever rule of reservation is applicable to Scheduled Castes.

9. Removal of doubts:

(i) If any doubt or difficulty arises in giving effect to the provisions of these
Rules, the Government may, by order, make such provisions or give such
directions, not inconsistent with the provisions of this Rules, as may appear
to it to be necessary or expedient for the removal of the doubt or difficulty.

(ii) For the removal of doubts, it is hereby declared that nothing
contained in these Rules, shall be construed as inclusion in or exclusion
from or further classification of the list of Scheduled Castes with respect to
the State of Andhra Pradesh as specified in the constitution (Scheduled
Castes) Order, 1950 and its Amendments.

10. The General Administration (Services) Department, School Education and


Higher Education and all other Departments of Secretariat shall make necessary
amendments to their Rules in the matter accordingly.
