1. The MSU-Iligan Institute of Technology (MSU-IIT), through its Bids and Awards Committee (BAC),
invites PhilGEPS registered bidders for the project detailed below. Bids received in excess of the
ABC shall be automatically rejected at bid opening.

2. Bidders should have completed, within 5 years from the date of submission and receipt of bids, a
contract similar to the Project. The description of an eligible bidder is contained in the Bidding
Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary
“pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of
Republic Act (RA) No. 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at
least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the
Philippines, and to citizens or organizations of a country the laws or regulations of which grant
similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
4. Prospective Bidders may obtain further information from the MSU-Iligan Institute of Technology
through its BAC Secretariat and inspect the Bidding Documents at the address given below during
office hours.
5. A complete set of Bidding Documents may be acquired by interested Bidders from the given
address and website(s) below and upon payment of the applicable fee for the Bidding Documents

in the amount below. The Procuring Entity shall allow the bidder to present its proof of payment
for the fees in person, by facsimile, or through electronic means. Interested Bidders are encourage
to pay the applicable fee a day before the bid opening.

6. The MSU-IIT will hold a Pre-Bid Conference1 on July 30, 2024, 9:00 AM at the CEBA Conference
Room, 3rd Floor, College of Economics and Business Administration, MSU-IIT, Iligan City and also
through video conferencing or webcasting via Google Meet, which shall be open to prospective
bidders and other invited participants. The Google Meet link will be shared to participants at least
30 minutes before the start of the meeting. Participants must have their Gmail account to use
Google Meet.

7. The following is the schedule of bidding activities:

8. Bids must be duly received by the BAC Secretariat through manual submission at the office
address indicated below, or online or electronic submission to obs@g.msuiit.edu.ph on or before
9:00 A.M. August 13, 2024. Late bids shall not be accepted.
9. For manual bid submission, submit three (3) sets of the two components of the bid (i.e. the
eligibility and technical component, and the financial component) in two (2) separately sealed,
signed and labelled envelopes, and follow instructions contained in the Instruction to Bidders.
Unsealed and unmarked bid envelopes shall be automatically rejected. However, sealed bid
envelopes but improperly marked may be accepted provided that the bidder or his/her authorized
representative acknowledges the condition of the bid documents submitted.

10. For online or electronic bids, the two components of the bid documents must be sent in two (2)
separately compressed and password-protected files. Bid documents submitted without
password protection and not compressed shall be automatically rejected. Corrupted files or files
that cannot be opened shall also be rejected. Hardcopy of the bid submitted online must be sent
if such bid is found to be eligible and qualified during bid opening.

The Passwords for accessing the Bidding Documents will be disclosed by the Bidders only during
the actual bid opening which may be done in person or face-to-face or through online meetings
conducted by the BAC.

Only the BAC Secretariat or duly authorized personnel shall receive such password during the
actual bid opening only.

It is required that bid documents shall be properly tabbed; otherwise, it shall be a basis for
disqualification. For online submissions, the documents must be paginated and a table of
contents must be provided.

Hardcopy of the bid submitted online must be sent if such bid is found to be eligible and
qualified during bid opening.

11. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount
stated in ITB Clause 14.

12. Bid opening shall be on August 13, 2024 @ 9:00AM at the CEBA Conference Room, 3rd Floor,
College of Economics and Business Administration, MSU-IIT, Iligan City. Bids will be opened in
the presence of the bidders’ representatives who choose to attend the activity.

13. The MSU-Iligan Institute of Technology reserves the right to reject any and all bids, declare a
failure of bidding, or not award the contract at any time prior to contract award in accordance
with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any
liability to the affected bidder or bidders.
