HSE Induction – a requirement of the Law
-a mandatory training session given to new employees or contractors entering a
worksite, designed to familiarize them with the specific health and safety
policies, procedures, potential hazards, and emergency response protocols,
essentially providing a comprehensive introduction to safe working practices on
the site.

Emergency Response
-the actions taken to deal with a dangerous or unexpected situation that requires immediate
action. The goal of an emergency response is to minimize the impact on people, property,
and the environment.
In the event of an Earthquake…
• Perform the DUCK/DROP, COVER and HOLD technique.

• When inside a building: evacuate in an orderly manner when the shaking stops and
proceed to the nearest Assembly Point.
• When in vessel: momentarily stop all lifting operations and resume as instructed by the
operations personnel.
• When in an open area: Duck or Drop and stay away from structures
• When in a vehicle: Slow down and/or pull over to a safe place and stay inside the
vehicle.
Emergency Response
Minor Fire…
-a small fire that doesn't pose an immediate threat to people
or property. Minor fires can be put out with a fire
extinguisher.

• If you are trained to do so, grab the nearest fire


extinguisher and perform the PASS method

Environmental Management

HCPTSI has developed its Solid Waste Management Program in accordance


with Republic Act 9003 also known as the Ecological Solid Waste
Management Act of 2000.

Environmental Management

Color-coded bins are placed strategically around the facility.


Throw your garbage or wastes in the designated bin.
Littering is prohibited.
Road Safety
is the practice of taking steps to reduce the risk of accidents, injuries, and fatalities on
the road.

Observe and follow Speed Limits and other


traffic signs inside HCPTSI premises. 20Kph for
service roads and 10Kph in marine terminals,
piers and stockyards.

Turn on Headlights/Daytime Running Lights while driving


inside the HCPTSI premises

The use of Mobile phones and other handheld


devices while driving is strictly prohibited.
Road Safety

Wear Seatbelts. One person-one seat-one


seatbelt policy.

Motorcycle riders including their backriders (limit


to one) shall wear Helmet. Working hardhat is not
allowed.

Pillion riding is strictly prohibited to some


vehicles and equipment (forklift, pickup
truck, mobile cranes etc)
Fire Safety
a set of precautions, procedures, and measures taken to prevent fires, minimize the risk of
fire-related accidents, and ensure the safety of individuals and property in the event of a
fire; essentially, it means actively taking steps to avoid fires and be prepared to evacuate
safely if one does occur.

Housekeeping: All employees and port users are encouraged to


maintain a clean and orderly environment to minimize fire hazards.
Remove flammable materials and waste regularly.

Control Ignition Sources- HCPTSI implements strict


controls on ignition sources such as open flames, sparks,
and hot work activities. Ensure that all electrical equipment
is properly maintained and certified for use in hazardous
areas.

Cooking outside designated areas as well as using


naked flame is not permitted.
Fire Safety

Proper Storage Store flammable and hazardous materials in


designated areas with appropriate safety measures, including proper
labeling and segregation.

Permit System: Implement a hot work permit system for activities


such as welding, cutting, and grinding.
Anyone who intends to perform hotworks inside HCPTSI premises
shall secure a hotwork permit to HCPTSI HSE and provide copies of
clearances from SBMA regulatory.

Heavy Equipment and any other motor vehicles: Heavy


equipment such as forklifts, cranes and motor vehicles must
have an appropriate fire extinguisher.
Smoking, Drug and Alcohol Policy

We maintain a Drug and Alcohol-free and Non-Smoking


Workplace

Smoke/vape at Designated Areas only.

Personal Protective Equipment
-clothing or gear that protects the wearer from injury or infection. PPE protects against a
variety of hazards, including physical, electrical, chemical, and biological hazards.

• Goggles

As per job requirement


(in addition to Mandatory)
• Full body harness
• Gloves
• Respiratory protection
• Rainboots (not for working at heights)
• Raincoat, etc.
Prohibited Acts and Corresponding Penalties
Any violation to Health, Safety and Environment Procedures shall be penalized
accordingly.

Incident and Near-miss Reporting
-the process of formally documenting and communicating details about an accident or
incident that has occurred, including information like:
• who was involved
• where it happened
• what caused it, and any resulting injuries or damages
typically recorded on a standardized form called an Incident Report;

-it's a crucial part of safety protocols to analyze incidents and prevent future occurrences.

We want to prevent an incident from happening again and


an incident to worsen.

Everyone is encouraged to report any incident including a


Near-miss
(; muntik muntikan).
Incident Prevention
-the process of taking steps to avoid or stop accidents from happening. It includes
strategies, plans, and actions to reduce the risk of injury, save lives, and protect property.

Stop Work Authority should be initiated for conditions or


behaviors that threaten danger or imminent danger to
person(s), equipment or the environment.

Everyone is encouraged to COMPLY, INTERVENE with RESPECT.

Everyone is responsible.
You could be saving one's life by speaking up and using your Stop Work
Authority.
