No. AIESL/CCU/BM/F-15/ 320, Date: 05.05.2025 Rev.0 BA Testing Standard Operating Procedures ( SOP ) for BM,CCU (Ref i0GCA CAR Section 5~ Air Safety Series F Part IV R2dt: 25.07.2024 ) Applicability: All employees working in Airside of the airport, particularly those allocated in Safety Sensitive functions, in each shift ‘would be part of the BA test . Aircraft Maintenance personnel, Vehicle drivers, ground equipment operators and ground handling personnel are eligible to undergo the BA Test. 1, List of Random employees for BA Test of a shift will be released 1 hour before shift start time and will be displayed in office notice board. (Optionally it wi!l be posted in email and messenger app also.) 2. Listed staff (25% Random ) should undergo BA Test within 1 hour from shift start time * Any delay beyond 1 hour of shift start time will be considered as “BA positive/refusal” case and action will be taken as per DGCA CAR BA List Release Timings: © General Shift: | At or 5 minutes before 08:00 hours © Afternoon Shift: At or 5 minutes before 12:15 hours Timings for undergoing BA Test: 08:00 hours to 10:00 Hrs 2:15 hours to 14:15 Hrs Important Note: Any testing done after 10:00 hrs in General shift & 14:15 Hrs in Afternoon Shift will be considered as “BA positive/refusal” case and action will be taken as per DGCA CAR Procedure for Shifts other than General Shift & Afternoon shift : Allstaff, repeat All Staff, rostered in particular shift will undergo BA Testing (100%) and fill the Exigency Form (attached ) available in the BA Test Centre within 1 hour of shift start time or within one hour of reporting in case of emergencies like AOG, Aircraft release to service ete. General procedures : 1 Any leave of staff under MSE/Foreman/ sub section in charge for a rostered shift should be intimated to the BA Listing Team by the MSE/Foreman/ sub section in charge at east 30 minutes before the releasing time of BA list. IFintimation is delayed, then Medical certificate of the absentee issued by a registered medical practitioner should be submitted by the MSE/Foreman/ sub section in charge to the BA Listing Team. Any leave of staff of any designation ( AMEs, Executives etc ) above MSE/Foreman/ sub section in charge for a rostered shift will be intimated by themselves to the BA Listing Team at least 30 minutes before the releasing time of BA list. If intimation is delayed, then Medical certificate issued by a registered medical practitioner should be submitted by the absentee themselves to the BA Listing Team. All staff under MSE/Foreman/ sub section in charge will communicate with MSE/Foreman/ sub section in charge only. No one should call BA listing team staff directly. Additional Random BA testing: ah In an event of suspicion regarding consumption of alcohol, BMM/DyBMM may conduct random BA test without compromising with the 25% of daily requirement for BA test. For Eg. : To maintain 25% strength, random test will be done accordingly. Apart from standard 25% BA test listing, additional random BA test listing of other staff will also be done at any time of any shift. Actions as per DGCA CAR: 1. Any staff if absent without intimation/ medical certificate or refuses to undergo BA test/attempts to evade BA test will be considered as " POSITIVE "test case as per DGCA CAR and action will be taken as follows. * Certifying Staff / Licence AME. Approval /Licence shall be kept off-duty and his license/approval shall be suspended for 3 Months. “Financial Penalty may be imposed further as decided by GM (ER). * Non ticence / Approval Staff. They shall be removed from safety sensitive function for 3 months. “Financial Penalty may be imposed further as decided by GM (ER). 2. For Second, Third and Fourth violation/positive cases, action will be taken as per DGCA CAR. 3. For any other details please refer DGCA CAR. This SOP is for guidelines only. It does not supersede DGCA CAR on BA Test. > Base Maintenance Div Kolkata
