ESTABLISHMENT OF HILUSIG NATIONAI. HIGH SCHOOL, BARANGAY HILUSIG,
IVIAHAPLAG, LEYTE
1. This Department of Education, Regional office No. VIII announces that the request for
Establishment of Hilusig National High School Barangay Hi!usig, Mahaplag, Leyte was
approved by this Regional Office on March 6, 2020 through administrative fiat pursuant to its
expressed authority under Section 5 (8/13) of Chapter 1 of RA No. 9155 (The Governance of
Basic Education Act of 2001), after full satisfactory compliance with the requirements
prescribed by existing guidelines and policies of the Department.

MEMORANDUM
BACKGROUND
In consonance with Article XIV section 1 of the 1987 Philippine Constitution which
states that `'The state shall protect and promote the right of all citizens to quality education at
all levels and shall take appropriate steps to make such education accessible to all, the
Department of Education is vested with authority, accountability and responsibility for
ensuring access to promoting equity in and improving the Quality of Basic Education.
Republic Act 9155 for this purpose ensures that schools and learning centers receive
the kind of focused attention they deserve and the kind of educational programs, projects and
services they need taking into account the interest of all the members of the community;
In view thereof, there is a necessity to establish another high school in the municipality
of Mahaplag, Leyte to be located in Barangay Hilusig to cater the basic education needs of at
least six barangays in the north -eastern part of the municipality. The 6 catchment barangays
comprising the 16.18°/a of the total population in the municipality (PSA 2015}, the high school
age 13 -16 years old (KALAHI-CIDSS, 2015, the findings of the planning team of Mahaplag
NHS that 49 out of 109 aged 12-17 in barangays Hilusig were not in school are the major
observations that a desire to establish ajunior high school in the barangay. This establishment
of a new Junior high school will face the four-headed challenge of getting all the school -age
children to school, keeping them until they graduate, providing with quality education, and
taking actions to the out of school children and youth who have already been left behind. In
different ways, such establishment is contributory in an attempt to uplift the situations of the
communities.
Barangay Hilusig as one of the barangays of Mahaplag Leyte which is 7 kilometers away
from the nearest secondary school has a population of more or less 3000 residents. Maj.ority
of its populace belong to the low income families relying much on paid labor from farming
and coconut industries. This has been the reason why most students quit schooling after
graduation. Only about 50 % of the elementary graduates each year can enroll high schoo
leaving the 50 % doing farm activities and household chores while the rest are forced to
migrate other placesjust to seekj.ob opportunities at younger age.
The opening of the Junior high school in Brgy Hilusig would definitely bring grea
impact to the residents helping them save their expenses for fare alone at an estimate o
6,00.00 pesos per student for a year. Likewise, some of the noted students to walk the distance
to and from the school would be catered since 30% of the total households of the said
barangay were less than poverty threshold. Hence, the establishment of Hilusig National High
School.
FINDINGS:
1. The Barangay Council of Brgy. Hilusig and its neighboring barangays filed a Petition to
this Regional Office thru their Schools Division Superintendent requesting the office
for the opening and or establishment of a National High School in Barangay Hilusig to
cater the needs of the said barangay and the other neighboring barangays.
2. A Contract of Usufruct was signed by and between the Municipal Mayor, Hon.
Daisy A. Lleve of the municipality of Mahaplag and Dr. Ronelo AI K. Firmo,
Schools Division Superintendent of Leyte representing DepEd, to utilize the
School Site under Transfer Certificate of Title No. T-2022 containing an area of Three
Thousand Eight Hundred Ninety-four (3,894) square meters more or less. Said school
site is occupied by a newly constructed LGU School Building of 2 classrooms ready for
occupancy.
3. Hilusig National High School has four (4) borrowed teachers, 3 from Mahaplag National
High School-Upper and 1 from Mahaplag NHS- San Isidro where one of whom is at
the same time the OIC of the school. It has a proposed enrolment of 98 Grade 7
enrollees.
5. The Local School Board of Mahaplag Leyte thru the local chief executive, Hon. Daisy A.
Lleve duly supported by her Vice Mayor with the SB members attested and approved
a Resolution No. 2019-0034 expressing theirfull support in the establishment of Hilusig
National High School in the municipality of Mahaplag.
RECOMMENDATION
In view of the foregoing evaluation and findings, the team respectfully recommend
that:
6. The established National High School shall be named Hilusig National High Schoo
and is authorized to operate effective School Year 2020- 2021.
7. The Schools Division Superintendent shall provide a school head that can manage the
school based on qualification standards to manage a Junior High School.
3. The School shall be considered in the budget preparation for its eventual inclusion in
the immediate succeeding General Appropriation Act (GAA).
