II. Terms of Reference / Functions :

The Terms of Reference / Functions of the H.P. State Innovation Council would be as
under:

1. To promote innovation in the State;


2. To encourage young talent and local universities, colleges, medium & small scale
industries and R & D Institutes in the State;
3. To map opportunities for innovation in the State;
4. To identify and reward talent in innovation and disseminate success stories;
5. To organise seminars, lectures, workshops on innovation and create State Innovation
portal to educate;
6. To help in creating innovation eco-systems and
7. To organize risk capital and prepare an innovation road map 2010-2020 for the State.

III. Secretariat of the Council:

The Headquarter of the Council would be at Shimla and the Planning Department will
provide the secretarial assistance to the Council.
IV. Meeting of Council :
The H.P. State Innovation Council would meet as often as required but atleast twice in a
year;

No. EDN-C-A(3)2/2009-I—In exercise of the powers conferred by proviso to Article 309


of the Constitution of India, the Governor, Himachal Pradesh, in consultation with the Himachal
Pradesh Public Service Commission, is pleased to make the Recruitment and Promotion Rules, for
the post of Physical Education Teacher, (Class-III, Non-Gazetted) in the Department of
Elementary Education, Himachal Pradesh as per Annexure “A” attached to this notification;
namely:—

1. Short Title and Commencement.—(1) These rules may be called the Himachal
Pradesh, Elementary Education Department, Physical Education Teacher Class-III (Non-Gazetted)
Recruitment and Promotion Rules, 2010.

(2) These rules shall come into force from the date of publication in the Rajpatra, Himachal
Pradesh.

2. Repeal & Savings.—1. The Himachal Pradesh, Education department, Class-III


(School and Inspection Cadre) Service Rules, 1973, issued vide Notification No. 17-4/69-Edu-II,
dated 28.12.1973, are hereby repealed to the extent these pertains to the post of Physical Education
Teacher.

2. Notwithstanding such repeal, any appointment made or anything done or any action
taken under the rules, so repealed under sub-rule (I) supra shall be deemed to have been validly
made, done or taken under these rules.

RECRUITMENT AND PROMOTION RULES FOR THE POST OF PHYSICAL


EDUCATION TEACHER IN THE DEPARTMENT OF ELEMENTARY EDUCATION IN
HIMACHAL PRADESH

1. Name of the post.— Physical Education Teacher

2. Number of posts.—4105 (Four thousand one hundred five)

3. Classification.—Class-III (Non-Gazetted)
4. Scale of Pay.— (i) For regular PET.—Rs. 10300-34800 + 3200 Grade pay.
(ii) Emoluments for contract Teacher.—13500 /- per month as per details given in Col
No. 15-A.

5. Whether selection post or nonselection.—Non-Selection

6. Age for direct recruitment.—Between 18 to 45 Years

Provided that the upper age limit for direct recruits will not be applicable to the candidate
already in service of the Government including those who have been appointed on adhoc or on
contract basis:

Provided further that if a candidate appointed on adhoc basis or on contract basis had
become over age on the date when he was appointed as such he shall not be eligible for any
relaxation in the prescribed age limit by virtue of his such adhoc or contract appointment.

Provided further that upper age limit is relaxable for Scheduled Castes/ Scheduled
Tribes/Other categories of persons to the extent permissible under the general or special order(s) of
the Himachal Pradesh Government.

Provided further that the employees of all the Public Sector, Corporation and Autonomous
bodies who were Government Servants before absorption in Public Sector/ Corporation/
Autonomous bodies at the time of initial constitutions of such Corporations/Autonomous bodies
shall be allowed age concession in direct recruitment as admissible to Government servants. This
concession will not, however, be admissible to such staff of the Public Sector Corporations/
Autonomous Bodies who were/are subsequently appointed by such Corporation/Autonomous
Bodies and who were/are finally absorbed in the service of such Corporation/Autonomous Bodies
after initial constitution of the Public Sector/Corporation/Autonomous Bodies.

(1) Age limit for direct recruitment will be reckoned on the first day of the year in which
the post(s) is/are advertised for inviting applications are notified to the Employment Exchange or as
the case may be.

(2) Age and experience in the case of direct recruitment, relaxable at the discretion of the
Himachal Pradesh Public Service Commission/HPSSSB in case the candidate is otherwise well
qualified.

7. Minimum educational and other qualifications required for direct recruitment.—


(a) Essential Qualification.—(a) Senior Secondary School (+2) or its equivalent examination
passed with at least fifty percent marks and diploma in Physical Education (D.P.Ed) of a duration
of two academic years from a University/Board recognized by HP Govt.

OR

(b) Bachelor’s Degree in Physical Education with fifty percent marks (B.P.Ed.) from a
University recognized by HP Govt.
OR

(c) Bachelor’s Degree with Physical Education as an elective subject with fifty percent
marks in Physical Education from a University recognized by HP Govt.
OR
(d) For Ex-Servicemen candidates Senior Secondary School (+2) or its equivalent
examination with pass Course of PTI from Army School of Physical Education Poona.

05% relaxation in marks will be given to those who have at least participated in
International/National/SGFI/Sports competition or Position Holders in Inter-Zonal sports
competitions.

(b) Desirable Qualification.—Knowledge of customs, manners and dialects of Himachal
Pradesh and suitability for appointment in peculiar conditions prevailing in the Pradesh.

8. Whether age and educational qualifications prescribed for direct recruitments will
apply in the case of promotees.— Not applicable.

9. Period for probation if any.—Two years subject to such further extension for a period
not exceeding one year as may be ordered by the competent authority in special circumstances and
reasons to be recorded in writing.

Provided that the provisions of this rule shall not be applicable in the case of contract
teachers.

10. Method of recruitment whether by direct recruitment or by promotion,


deputation, transfer and the percentage of post(s) to be filled in by various methods.— 100%
by direct recruitment on regular basis or by recruitment on contract basis in the following manner:-

(i) 50% by the HPSSSB Hamirpur


(ii) 50% by the batch wise basis through Department.

The contract employee will get emoluments as given in Col. No.15-A and will be governed
by service conditions as specified in the said column.

11. In case of recruitment by promotion, deputation, transfer, grade from which


promotion/deputation/ transfer is to be made.—Not applicable.

12. If a departmental promotion committee exists, what is its composition.—Not


applicable.

13. Circumstances under which the HPPSC is to be consulted in making


recruitment.—As required under the Law.

14. Essential requirement for a direct recruitment/contract appointment.—A


candidate for appointment to any service or postmay be a citizen of India.

15. Selection for appointment to post by direct recruitment.—Selection for


appointment to the post of direct recruitment shall be made on the basis of vivavoce/written test or
both by the H.P.S.S.S.B/recruiting authority (as the case may be) as considered necessary or
expedient by written test or practical test. The standard/ syllabus will be determined by the
H.P.S.S.S.B/ other recruitment authority as the case may be.

15. (A) Selection for appointment to the post by contract appointment.—Not with
standing anything contained in these rules, contract appointments to the post will be made subject
to the terms and conditions below:-

(I) CONCEPT.—(a) Under this policy, the Physical Education Teacher in the Department
of Elementary Education Himachal Pradesh will be engaged on contract basis initially for one year,
which may be extendable on year to year basis.

Provided that for extension/renewal of contract period on year to year basis, the concerned
HOD shall issue a certificate that the service and conduct of the contract appointee is satisfactory
during the year and only then his period of contract is to be renewed/extended.

(b) POST FALLS WITHIN THE PURVIEW OF H.P.SUBORDINATE SERVICES
SELECTION BOARD, HAMIRPUR.—The Deputy Director of Elementary Education of
concerned District after obtaining the approval of the Government to fill up the vacant post of
contract basis will place the requisition with the concerned recruiting agency i.e. H.P.
SUBORDINATE SERVICES SELECTION BOARD, HAMIRPUR.

(c) The Selection will be made in accordance with the eligibility conditions prescribed in
these Rules.

(II) CONTRACTUAL EMOLUMENTS.—The teache The Physical Education


Teacher in the Department of Elementary Education appointed on contract basis will be paid
consolidated fixed contractual amount @ Rs. 13500/- P.M. (which shall be equal to initial of the
pay band + Grade Pay ) An amount of Rs 410/- (3% of the minimum of the pay band + grade pay)
as annual increase in contractual emoluments for the subsequent year(s) will be allowed if contract
is extended beyond one year.

(III) APPOINTING/DISCIPLINARY AUTHORITY.—The Deputy Director of


Elementary Education of concerned District, H.P. will be appointing and disciplinary authority.

(IV) SELECTION PROCESS.—Selection for appointment to the post in the case of


Contract Appointment will be made on the basis of viva-voce test or if consider necessary or
expedient by a written test or practical test the standard/syllabus etc. of which will be determined
by the concerned recruiting agency i.e. HP SUBORDINATE SERVICES SELECTION BOARD,
HAMIRPUR/any other recruiting agency as the case may be.

(V) COMMITTEE FOR SELECTION OF CONTRACTUAL APPOINTMENTS.—


As may be constituted by the concerned recruiting agency i.e the HP SUBORDINATE SERVICES
SELECTION BOARD, HAMIRPUR/any other recruiting agency as the case may be from time to
time.

(VI) AGREEMENT.—After selection of a candidate, he/she shall sign an agreement as


per Annexure-B appended to these Rules.

(VII) TERMS AND CONDITIONS.—(a) The contractual appointee will be paid fixed
contractual amount @ Rs. 13500/- per month (which shall be equal to minimum of pay band +
grade pay of the post). The contract appointee will be entitled for increase in contractual amount @
Rs. 410/- (3% of the minimum of the pay band +grade pay of the post) for further extended years
and no other allied benefits such as senior/selection scale etc. will be given.

(b) The services of the Contract Appointee will be purely on temporary basis. The
appointment is liable to be terminated in case the performance/conduct of the contract appointee is
not found satisfactory.

(c) Contractual appointee will be entitles for one day casual leave after putting one month
service. This leave can be accumulated up to one year. No leave of any other kind is admissible to
the contract appointee. He/She shall not be entitled for medical reimbursement and LTC etc. Only
maternity leave will be given as per rules.

(d) Unauthorized absence from the duty without the approval of the Controlling Officer
shall automatically lead to the termination of the contract. Contract appointee shall not be entitled
for contractual amount for the period of absence from duty.

(e) An official appointed on contract basis who have completed 05 years tenure at one place
of posting will be eligible for transfer on need based basis wherever required on administrative
grounds.

(f) Selected candidate will have to submit a certificate of his/her fitness from a Government
/Registered Medical Practitioner. Woman candidate pregnant beyond 12 weeks will stand
temporarily unfit till the confinement is over. The woman candidate will be re-examined for the
fitness from an authorized Medical Officer/Practitioner.

(g) Contract appointee will be entitled to TA/DA if required to go on tour in connection


with his /her official duties at the same rate as applicable to regular official at the minimum of the
pay scale.

(h) Provision of service rules like FRSR Leave Rules, GPF Rules, Pension Rules and
Conduct Rules etc. as are applicable in case of regular mployees will not be applicable in case of
contract appointees. They will be entitled for emoluments etc. as detailed in this column.

16. Reservation.—The Appointment to the services shall be subject to orders regarding


reservation in the service for scheduled castes/scheduled tribes other backward classes/ categories
of persons issued by the Himachal Pradesh Government from time to time.

17. Departmental Examination.—Not applicable.

18. Power to relax.—Where the State Government is of the opinion that it is necessary
or expedient to do so, it may be order for reasons to be recorded in writing and in consultation with
the H.P Public Service Commission/ subordinates Selection Board to relax any of provisions of
these rules with respect to any class or category or person or post.

1. That the FIRST PARTY shall remain in the service of the SECOND PARTY as a
(Name of the post) for a period of 1 year commencing on day of________________ It is
specifically mentioned and agreed upon by both the parties that the contract of the FIRST PARTY
with SECOND PARTY shall ipso-facto stand terminated on the last working day i.e on

Providing that for further extension/renewal of contract period the HOD shall issue a

2. The contractual amount of the FIRST PARTY will be Rs. 13500/- per month.

3. The service of FIRST PARTY will be purely on temporary basis. The appointment is

or if a regular incumbent is appointed/posted against the vacancy for which the first party was
engaged on contract.

Information of Printing and Stationery Department, Government of Himachal Pradesh
under section 4(1) (b) of the Right to Information Act

1. The particulars of Organization , Functions and Duties ;

The Department of Printing and Stationery came in to existence in 1948 by merging staff
and machinery from the two erstwhile States of Sirmour and Mandi and started functioning. The
main function of this Department is to cater to the requirements of Printing and Stationery of all the
Government departments/Boards/Corporations and Universities in the State , to purchase different
Stationery articles through open tender and supply these items to Indenting Officers of the State, to
print the departmental Books , Act and Rules, manual , Budget Documents, Legislative Assembly
Business, Debate /reports, Ordinary & Extraordinary Gazette various departmental /Universal
forms, Registers and periodicals etc., to sell the Judicial papers to the Treasuries and sale of Govt.
Publication. Hon’ble Printing and Stationery Minister is overall in charge of Printing and Stationery
Department and Secretary (P&S) is Administrative Secretary of the Department.

2. The powers and duties of its officers and employees.

Cases which are disposed at the level of Secretary (P&S) Government of Himachal
Pradesh.

(i) Establishment matter relating to Class-I and II of P&S Department.

(ii) Court Cases , Class-I & II.

(iii) Budget, Financial matter /Expenditure sanctions.

Deputy Secretary

(i) All correspondence relating to personnel matters/financial sanctions etc. are routed
through him to the Secretary (P&S).

(ii) Recruitment and Promotion Rules of P&S Department are also routed through him to
Secretary (P&S).

Section Officer

(i) to supervise all the work relating to personnel ,budget and public representations etc.

(ii) To ensure all the Dealing Assistants and Diarist are maintaining all required registers
and keep them updated.

(iii) To keep carefully watch on the movements of dak, files between section and higher
authorities.

(iv) To ensure timely submission of time bound cases /Court Cases.

(v) To ensure that all manuals, Rules inspections, guard files etc. of the sections are kept
upto date.

(i) To supervise all the work of dealing Asstts. under their control.

(ii) To ensure timely submission of all papers according to their priority.

3. The Procedure followed in the decision making process including channels of


supervision and accountability.

All the cases in the branch are submitted on files by the concerned Dealing Asstts.
supervised by the Supdt. and submitted to S.O.. He submits it further to Deputy Secretary, then to
the Secretary. Routine matters and informatory reference are disposed off at S.O./Deputy Secretary
Level. Financial matters/expenditure sanctions, decisions taking powers vests with the Secretary.
