A - OVERVIEW LEVEL

Basic knowledge; Start-up capability


● Application of basic knowlede or overview
● Ability is bound by circumscribed precedents or
established methods, guidelines and processes minimal
judgment and analysis is required
● Does not require in-depth or involved capability

B - OPERATIONAL LEVEL
Working knowledge; Functional capability
● Application of working or functional knowledge and
capability in a particular task or method
● Ability to explain, carry out activities under general
directions or according to general procedures
● Ability to perform independent action according to
accepted standards and guidelines
● Demonstrates understanding of the working system and
general work procedures and guidelines in a given
function or technical area

C - PROFICIENCY LEVEL
Thorough knowledge; Training capability
● Application of thorough knowledge or proficiency in a
particular process or method
● Ability to interpret and apply concepts on operating/
theoretical principles; demonstrates judgment and
discernment.
● Ability to coach or train others
● Ability to render expert and credible opinion or advice

D - EXPERTISE LEVEL
Broad knowledge; Design capability

● Application of expert abilities and extensive experience


in a particular process, method or professional/technical
area
● Demonstrates broad understanding of strategic and operational
issues and solutions
● Ability to innovate and adopt; ability to design key systems,
processes and approaches
● Ability to influence critical decisions and actions through
application of expert opinion and advice

E - AUTHORITY LEVEL
High level of authority and mastery in specific competence
area or field.
● Demonstrates a high level of authority and mastery in a
specific competence area or field
● Demonstrates broad understanding of all aspects and issues
● Ability to define directions, advocate new approaches,
set trends
