The document discusses the principles of safety engineering and disaster risk management, emphasizing the importance of safety in construction sites to prevent loss of life and property damage. It outlines the scope of safety engineering, including hazard identification, control measures, and the implementation of safety programs, while also highlighting the impact of human and machine characteristics on safety. Additionally, it references the Occupational Safety & Health Act (OSHA) and the necessity of safety gear and protocols in ensuring workplace safety.

SAFETY ENGINEERING

AND
DISASTER RISK MANAGEMENT

BEG 455 CI
1.0 Introduction to Safety Engineering

 Introduction to Safety Engineering and its

Scope

 Interrelationships between Human /

Machinery / Environmental Elements

 Impact of Human and Machine

characteristics on safety

 Safety Control Devices: Signs, Signals,

Instructions and Safety Codes
Safety

- Safety may be defined as an act of being

safe from materials, substance and process
at construction site.

- Concerned with no loss of life at the work

place and minimizing injuries to workmen
and common people.

- Concerned with the safety of works and

with the damage of property and loss of
time.
Safety Engineering

- an engineering discipline which assures

that engineered systems provide
acceptable levels of safety

- Traditionally, safety analysis techniques

rely solely on skill and expertise of the
safety engineer. In the last decade model-
based approaches have become prominent.

- In contrast to traditional methods, model-

based techniques try to derive relationships
between causes and consequences from
some sort of model of the system.
Scope of Safety Engineering
- Anticipate, identify and evaluate hazardous
conditions and practices

- Develop hazard control designs, methods,

procedures and programs

- Implement, administer and advise others on

hazard control programs

- Measure, audit and evaluate the

effectiveness of hazard control programs

- Draft a future safety plan and statement

based on real time experiences and facts

characteristics on safety
Health, Safety and Compensation
Occupational Safety & Health Act (OSHA) 1970
has dramatically changed the perception of
health & safety worldwide.

Occupational health and safety is a cross-

disciplinary area concerned with protecting the
safety, health and welfare of people engaged in
work or employment.

The reasons for establishing good occupational

safety standards are identified as:
 Moral
 Economic
 Legal
OSHA prioritizes the safety and health issues as
follows in descending order:
Assessment of Eminent Danger
Assessment of Catastrophic Danger
Employee’s Complaints
Targeted Inspections
Random Inspections

Safety Gears (Helmets, Gloves, Glasses, Boots,

Clothing, Shields, Ear plugs, ropes / harness
etc.), Safety Signs, Safety Arrangements and
Safety Officers are a must in any construction
site.

Safety Unit or Safety department within an

organization reveals its sensitivity towards
safety & health issues.
