WRITTEN TASK
MEMORANDUM
NOTE TO THE TEACHER:
 Learners will respond to the questions based on their own socio
economic background, experiences, and the content they have learned
even in lower grades.
 The memorandum consists of FOUR pages.

SECTION C

Activity 3

3.1 Provide THREE ways in which fraud and corruption impact negatively on the
youth.
 The youth abandon education thinking that fraud and corruption are the
way to get rich quick. 
 Some are rejected by members of the community because members of
their families are implicated in fraudulent activities.
 Fraud and corruption deny the youth the opportunity for employment
because some employers practise nepotism, selling jobs Etc. 
 More youth may be involved in criminal activities to vent out their
frustrations.

3.2 Explain any FIVE anti-corruption strategies that the Government has put in
place to deal with corruption. (5x2)(10)

 Stronger rules and procedures to stop nepotism, favouritism and the


awarding of contracts to people who do not deserve it. 

 A toll-free anti-corruption hotline (0800 701 701) where incidents of


corruption can be reported anonymously 

 All government institutions are obliged to adhere to Public Finance


Management Act 
 Investigating units like the Special Investigations Unit (SIU) to root
out corruption in the public sector

3.3 Evaluate why fraud and corruption is escalating in some countries.


 People are afraid to blow the whistle because they are afraid of
victimisation or they are bribed by the perpetrators. 
 Some perpetrators are not subjected to punishment when reported 
because whistle blowers are unable to come up with tangible evidence
/ afraid to attend court proceedings to convict perpetrators. 
 They are unaware of who to speak / report to because of red tape or
because law enforcement officials are afraid of being victimised. 
