Respected Sir/Madam,

I am writing to bring to your kind attention an important concern regarding the age eligibility
criteria for the post of Assistant Central Intelligence Officer (ACIO) Grade II/Executive,
as advertised in the recent recruitment notification by the Intelligence Bureau (IB).

We are grateful that the IB has released vacancies for this esteemed post after a considerable
gap of several years, the upper age limit of 27 years for General Category candidates has
become a cause of concern for many deserving aspirants. A large number of sincere
candidates, who have been diligently preparing and awaiting this opportunity, now find
themselves disqualified solely due to age, despite being otherwise fully eligible and capable.

Key Concerns:

1. High Number of Vacancies: With 3717+ posts advertised, this is one of the largest
ACIO recruitments in recent years. Unfortunately, many candidates will miss this rare
opportunity due to age restrictions.
2. Long Gap Between Notifications: IB ACIO recruitment is not conducted annually.
Many aspirants who were specifically preparing for this opportunity have now
crossed the upper age limit due to the infrequent recruitment cycles.
3. Pandemic-Related Career Disruption: The COVID-19 pandemic impacted
academic schedules, examination cycles, and employment opportunities, resulting in
loss of crucial years for many aspirants.
4. Mismatch with Other Government Exams: Most comparable central government
and public sector exams allow upper age limits of 30 to 32 years (or higher) for
General Category candidates.
5. Missed Opportunity Due to Timing: Many aspirants are currently 28–29 years old
and would have been eligible had the recruitment been announced earlier or aligned
with other government age norms.

In view of the above points, I respectfully request the Ministry of Home Affairs and the
Intelligence Bureau to kindly:

 Increase the upper age limit for General Category candidates from 27 to 30 or 32
years,
OR
 Grant a one-time age relaxation, considering the long gap in recruitment and the
impact of the pandemic.

This will provide fair opportunity to thousands of well-prepared aspirants who wish to
contribute to national service through this esteemed position.

Note: It is also worth noting that in the ongoing Railway Recruitment for the post of
Junior Engineer (RRB JE), the authorities have provided age relaxation to candidates due
to delays caused by the COVID-19 pandemic. This sets a clear and fair precedent for
considering similar age relief in other major central government recruitments, including
that of IB ACIO Grade-II/Executive.

IMPORTANT INSTRUCTIONS:
1. Please read the information given in the CEN thoroughly before filling up the ONLINE application.
2. Candidates must ensure that they possess/fulfil all the prescribed educational and technical qualifications for the
post on or before the closing date for submitting application against this CEN. Candidates waiting for final results of
prescribed educational/technical qualifications are NOT eligible to apply.
3. Candidates are required to go through the Post Parameter Table (Annexure-A) and Vacancy Table (Annexure-B) of this
detailed CEN No. 03/2024 to ascertain their eligibility before applying through ONLINE mode.
4. Each candidate is allowed to apply to only one RRB and only one common ONLINE application should be submitted
by a candidate for any or all of the notified posts as per their eligibility. Applications should be submitted only
through any of the official RRB websites listed in Para 15 (g) below. The selection of RRB once exercised shall be
final. Application to more than one RRB will lead to rejection of all the applications.
5. A candidate possessing more than one minimum educational qualification, mapped to different Exam Groups,
can choose any one Exam Group, provided he/she opts for the post(s) whose educational qualification is mapped
to the chosen exam group. However, these candidates would be eligible for all the opted posts. Accordingly,
“Chemical and Metallurgical Supervisor" Exam Group is mandatory for Level-7.
6. Eligibility of the candidates will be provisional based on details furnished by the candidates in the ONLINE
application. The RRB will not undertake detailed scrutiny of applications for the eligibility, therefore, candidature
will be accepted only provisionally subject to fulfilling basic eligibility criteria as required. Candidates must go
through the requirements of educational qualification, age, medical standards etc. and satisfy themselves that

they are eligible for the concerned post. The certificates / documents in support of their Educational Qualifications
and Age / Caste / Category / Community, etc. shall be sought at the time of Document Verification by RRB. After
scrutiny of the certificates / documents of educational qualifications / age / caste / category / community, etc., if
any claim made in the application is not substantiated by certificates / documents, the candidature of candidate
will be cancelled.
7. A candidate will be disqualified forthwith, if at any stage of recruitment or even thereafter, it is found that the
information furnished by the candidate in his/her application -
(a) is false/incorrect,
(b) OR that the candidate has suppressed any relevant information,
(c) OR that the candidate does not satisfy the eligibility criteria for the post(s),
8. Crucial date for claim of SC / ST / OBC / EWS / EBC status or any other benefit viz. fee concession, reservation, age-
relaxation, etc., where not specified otherwise, will be the closing date for submission of ONLINE applications
against this CEN.
9. Medical Fitness: Candidates must ensure that they fulfill the prescribed medical standards for the post(s) they are
opting for. Candidates who are found medically unsuitable for the opted post(s) shall not be given any
alternative appointment.
10. Age (as on 01.01.2025): 18 - 36 years. (Please see Para 5.1 & 5.2 for details about age & its relaxations).
11. Scale of Pay: (i) Junior Engineer (JE), Depot Material Superintendent (DMS) and Chemical & Metallurgical Assistant
(CMA): Level 6 (RSRP 7th CPC Pay Matrix.) with initial pay of ₹35,400/-, plus other allowances admissible at that
time. (ii) Chemical Supervisor / Research and Metallurgical Supervisor / Research Level 7 (RSRP 7th CPC Pay Matrix.)
with initial pay of ₹ 44,900/-, plus other allowances admissible at that time.
12. Stages of Exam: There shall be two stages of Computer Based Test (CBT), followed by document verification (DV)
and medical examination (ME).
13. RRB-wise shortlisting of candidates for 2nd Stage CBT shall normally be done at the rate of 15 times the number of
vacancies (that may increase or decrease as per the requirement of Railway Administration). The shortlisting for
2nd Stage CBT will be based on the merit of the candidates in the 1st Stage CBT as per reservation of vacancies as
applicable. The RRB-wise shortlisted candidates for 2nd Stage CBT, shall be informed through the official websites
of RRBs and via e-mail to download their e-call letter for appearing in the 2nd Stage CBT.
14. Marks will be normalized as given in Para No. 14.1 & 14.2 of this Notice.
15. Candidates should have their own active Mobile Number and a valid personal e-mail ID as RRBs shall send all
recruitment related communications only through SMS and/or e-mail. The Mobile Number and e-mail ID should
be active till the completion of recruitment and appointment process. RRBs will not entertain any request for
change of mobile number and e-mail address at any stage.
16. Negative Marking: There will be negative marking @1/ 3rd mark of allotted mark for every wrong answer in CBT.
17. During the ONLINE APPLICATION, candidates will be asked to ‘Create an Account'. If a candidate has already
created an Account for CENs notified in 2024, they should use same account credentials to log in and apply for this CEN
as well. If the candidates have not created an Account earlier, they must first 'Create an Account' before proceeding
to fill up the application for this CEN. Candidates are advised to fill in the details required for account creation with
utmost care, as corrections of any kind will not be permitted once the account is created. Details filled in the
'Create an Account' form (including mobile number and Email ID) cannot be modified at any stage once the
account is created.
18. After the submission of the ONLINE application (complete in all respects), if a candidate wishes to further modify,
change or correct any detail except details filled in 'Create an Account' form (including Email ID and mobile
number) and chosen RRB, he/she may do so by paying a modification fee of ₹250/- (non-refundable) for each
occasion from 30.08.2024 to 08.09.2024. Details filled in 'Create an Account' form (including Email ID and mobile
number) and chosen RRB cannot be changed. After 08.09.2024, RRBs shall not entertain any representation for
modification of the information furnished in the application.
19. Banned Items: Candidates carrying banned items like communication devices and electronic gadgets (mobile phones,
Bluetooth, pen drive, laptops, calculators, smart watches), bangles, chains, bracelets, hearing aids, wallets/purses,
belts, shoes, metallic wears, etc., or any stationery items like pen/pencil, shall NOT be allowed to appear in the exam.
Any violation shall lead to disqualification besides legal action and debarment from future recruitment exams.

2.1 The post(s) wherever experience is required, such experience must have
been acquired by the candidates after completion of the requisite
Educational Qualification (EQ) as specified for the post concerned.
Further, internship, training, research experience, etc., obtained during
the course of acquiring an educational qualification shall not be
considered as the requisite experience for the post(s) applied.
2.2 As per the UGC (Open and Distance Learning) Regulations, 2017 published
in the official Gazette on 23-06-2017, under Part-III (8) (v), the
programmes in engineering, medicine, dental, nursing, pharmacy,
architecture and physiotherapy etc. are not permitted to be offered
under Open and Distance Learning mode. However, pursuant to the
Hon’ble Supreme Court Order dated 11-03-2019 in MA No. 3092/2018 in
W.P. (C) No. 382/2018 titled Mukul Kumar Sharma & others Vs AICTE and
others, B. Tech. degree/ diploma in Engineering awarded by IGNOU to the
students who were enrolled up to academic year 2009-10, shall be
treated as valid, wherever applicable.
2.3 All selected candidates called for document verification by the User
Department will be required to produce the requisite certificates such as
Mark sheets for all years/semesters of Graduation/ Provisional
Certificate/ Degree of Graduation etc., in original, as proof of having
acquired the essential educational qualification and experience in the
respective field, wherever required, on or before the cut-off date, failing
which the candidature of such candidates shall be cancelled by the User
Department.

B. ELIGIBILITY CRITERIA

Candidates intending to apply for CRP-PO/MT-XV are advised to read the detailed
Notification carefully and ensure that they fulfil the minimum eligibility criteria specified
by IBPS in the notification on the stipulated dates before registering online. Candidates
may please note that the eligibility criteria specified is the basic criteria for appointment
to the aforesaid posts in the Participating Banks. However merely applying for, qualifying
in the CRP and getting provisionally allotted in one of the Participating Banks does not
imply that a candidate will necessarily be eligible for employment in any of the
Participating Banks. It is expressly clarified that the ultimate authority for recruitment
is the Participating Bank itself. The Participating Bank concerned may, in its sole
discretion, reject the candidature of anyone provisionally allotted to it through the CRP.

Please note that the eligibility criteria specified herein is the basic criteria for applying for the
post. Candidates must necessarily produce the relevant documents in original and a photocopy
in support of their identity and eligibility -pertaining to category, nationality, age, educational
qualifications etc. as indicated in the online application form at the time of interview and any
subsequent stage of the recruitment process as required by IBPS/ Participating Banks. Please
note that no change of category and other eligibility criteria will be permitted at any stage after
registration of the online application and the result will be processed considering the category

I. NATIONALITY / CITIZENSHIP

A candidate must be either -


(i) a Citizen of India or
(ii) a subject of Nepal or
(iii) a subject of Bhutan or
(iv) a Tibetan Refugee who came over to India before 1st January 1962 with the intention of

IMPORTANT
1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:

All candidates are requested to carefully read the Rules of Civil Services Examination notified by the
Government (Department of Personnel and Training) and this Notice of Examination derived from these
Rules. The Candidates applying for the examination should ensure that they fulfill all eligibility conditions
for admission to examination. Their admission to all the stages of the examination will be purely
provisional subject to satisfying the prescribed eligibility conditions. Mere issue of e-Admit Card to the
candidate will not imply that his/her candidature has been finally cleared by the Commission. The
Commission takes up verification of eligibility conditions with reference to original documents only after
the candidate has qualified for Interview/Personality Test.

2. HOW TO APPLY:

Candidates are required to apply online by using the website http://upsconline.gov.in. It is essential
for the applicant to register himself/herself first at One Time Registration (OTR) platform, available on the
Commission’s website, and then proceed for filling up the online application for the examination. OTR
Profile (Registration) has to be registered only once in life time. This can be done anytime throughout the
year. If the candidate is already registered, he/she can proceed straightway for filling up the Online
Application for the examination.

2.1 Modification in OTR Profile (Registration):

In case, the candidate wants to effect any change in his/her OTR Profile (Registration) profile, it
shall be allowed only once in the lifetime after the registration at OTR platform. The change in OTR profile
(Registration) data shall be available till expiry of 7 days from the next day after the closure of application
window of his/her first final application for any Examination of the Commission. In the case, the candidate
after registration applies for the first time in this examination, the last date of modification of OTR Profile
(Registration) would be 18.02.2025.

2.2 Modification in application form (Other than OTR Profile):

The Commission has also decided to extend the facility of making correction(s) in any field(s) of the
finally submitted Online Application Form for this examination from next day of the closure of the
application window of this Examination. This window will remain open for 7 days from the date of opening
of the same, i.e., from 12.02.2025 to 18.02.2025. In case a candidate wants to carry out any change in

but the offer of appointment may be given only after the necessary eligibility certificate has been issued to

(II) Age Limits:


(1) A candidate must have attained the age of 21 years and must not have attained the age of 32
years on the 1st of August, 2025 i.e., the candidate must have been born not earlier than 2nd August,
1993 and not later than 1st August, 2004.

(2) The upper age-limit prescribed above will be relaxable:


(a) up to a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled
Tribe;
(b) up to a maximum of three years in the case of candidates belonging to Other Backward
Classes who are eligible to avail of reservation applicable to such candidates;
(c) up to a maximum of three years in the case of Defence Services Personnel, disabled in
operations during hostilities with any foreign country or in a disturbed area and released as

(d) up to a maximum of five years in the case of ex-servicemen including Commissioned Officers
and Emergency Commissioned Officers (ECOs)/ Short Service Commissioned Officers

period of assignment of five years of Military Service as on 1st August, 2025 and whose
assignment has been extended beyond five years and in whose case the Ministry of Defence
issues a certificate that they can apply for civil employment and that they will be released on
three months notice on selection from the date of receipt of offer of appointment.
(f) up to a maximum of 10 years in the case of candidates belonging to Persons with Benchmark

4. Reservation and suitability of posts for Persons with Disabilities :

4.1 Reservation for Scheduled Castes (SC)/ Scheduled Tribes (ST)/ Other Backward
Classes (OBC)/ Economically Weaker Sections (EWS) and Persons with Disabilities (PwD)
etc would be as determined and communicated by the Indenting Ministries/ Departments/
Organizations, as per extant Government Orders.
4.2 The Commission makes selection of candidates in pursuant to the vacancies reported
by the concerned User Departments for various posts. The Commission does not have any
role in deciding the number of vacancies of any User Department. Implementation of
reservation policy, maintaining reservation roster and earmarking of vacancies for different
categories comes under the domain of the User Departments.
4.3 Junior Engineer being a Group „B‟ post, there is no reservation for Ex-Servicemen
(ESM) category. However, benefit of age-relaxation will be admissible to ESM candidates,
as per extant Govt. Orders.
4.4 Except for BRO, the posts have been identified suitable for the persons suffering from
disabilities of forty percent (40%) and above for One Arm affected (OA), One Leg affected
(OL) and Hearing Handicapped (HH) candidates as per guidelines of Ministry of Social
Justice and Empowerment. The posts are not identified suitable for VH persons.
4.5 As the “Rights of Persons with Disabilities Act, 2016 has come into force with effect
from 19.04.2017 and new categories of disabilities such as Autism, Dwarfism, Acid Attack
victims, Muscular Dystrophy, Intellectual Disability, Specific Learning Disability, Mental
Illness and Multiple Disabilities, etc have been included in the list of disabilities eligible for
reservation. Therefore, the candidates with such disabilities may also apply giving details of
their disabilities in the online Application Form. However, their selection will be subject to
identification of posts suitable for these categories as well as reporting of vacancies by the
Indenting Ministries/ Departments. Candidates suffering from various disabilities as
identified vide DoP&T OM No: 36035/02/2017-Estt (Res) dated 15.01.2018 (para-2.2) may
select following PwD categories in the online Registration/ Application Form.

4.6 Requirement of Physical Standard, Physical Efficiency Tests and Medical Standards

ensure that they fulfill all the required standards before opting for the post of Junior Engineers
in BRO. Posts once allocated as per merit-cum-preference given by the candidates will not be
changed subsequently due to failure of the candidates to qualify in these Standards.
4.7 Only male candidates are eligible for the posts of Junior Engineers in the Border
Roads Organization (BRO).

5 Nationality/ citizenship:
5.1 A candidate must be either:
