RAB Blocking Rate due to CE > 1% Power Resource Expansion : 1. Power Utilization (Max of average in BH 5 consecutive days) > 70% 2. RAB Blocking Rate due to Power > 1% Code Resource Expansion : 1. Code Utilization (Max of BH 5 consecutive days) > 80%
