BSSMAP T8 Change in LLR020 - BSC4

The document discusses changing the T8 timer value in BSC4 from 12 seconds to 14 seconds. T8 is the timer that determines how long the source BSC waits for a handover to complete before releasing the source channel. Increasing T8 was expected to improve handover success rates and reduce drops by allowing more time for mobile devices to revert to the source cell if needed. BSC4 was chosen for the trial due to its high percentage of MSC-controlled handovers resulting in drops. While a slight improvement in drops was observed, the trial showed no significant impact on key performance indicators.

BSSMAP T8 change in

LLR020_BSC4

Summary

T8 (HO procedure supervision in source BSC) is defined as the time that BSC layer 3
will wait for a handover to complete before releasing the source channel. The value
must be bigger than the time for HND_CMD message to be transferred to the MS plus
the time to access a target and come back (if necessary )

The reason for having the timer T8 changed is to keep radio resources on the source
BSS long enough, to let the MS revert back if needed. This may help in improving
HOSR and HO drops (for MSC controlled HOs) by improving HO reversion ratio.

LLR020_BSC4 was chosen for the trial because it has a high percentage of MSC
controlled handovers resulting in drops.

Following settings were used for the trial

T8 = 12 sec (current)

T8 = 14 sec (proposed)

Results

BSC level DCR and MPD did not show improvement

Increase in traffic is observed in the BSC. Traffic increase is on HR and both in 900
and 1800 bands.

MSC controlled HO success rate showed no improvement after the change.

Slight improvement is observed in outgoing MSC controlled handover drops

percentage, but no impact depicted on main KPIs
