What is a PPP?
According to Govt. of India , arrangement between a
government / statutory entity / government owned entity on
one side and a private sector entity on the other, for the
provision of public assets and/or public services, through
investments being made and/or management being
undertaken by the private sector entity, for a specified
period of time, where there is well defined allocation of
risk between the private sector and the public entity and
the private entity receives performance linked payments
that conform (or are benchmarked) to specified and pre-
determined performance standards, measurable by the
public entity or its representative".
Why PPPs?
Govt. exploring new ways to provide services to
citizens in economical and efficient manner.
PPPs give public agencies access to expertise and
resources in the private sector.
Private sector makes contributions of money and
manpower to the communities in which they prosper.

a private organization seeking aid from the agency.
Public officials using their position to secure
authorization of, any public contracts in which the
officials, their business associates, or their family
members have an interest.
The interest in a public contract can be either financial
or fiduciary.
Non transparency.
Red tapism and power struggle between different
agencies.
Delays in land acquisitions and bureaucratic clearance
issues.
All these negated the advantage of subsidised inputs.
