Prudencio Quimbo, a Provincial Engineer, was administratively charged with harassment by a general foreman. While the case was pending before the Deputy Ombudsman, Quimbo was placed under preventive suspension without pay by the Ombudsman Office. There are two types of preventive suspension - one pending investigation which is not a penalty and allows reinstatement if exonerated, and one pending appeal which is punitive and requires back pay if the respondent is exonerated.
