INTRODUCTION

Neighborhoods:
 A small unit which serves the local community
Neighborhood planning:
 To organize neighborhood residents and seek their input throughout the
planning process
 Gives communities direct power to develop, shape the development and
growth of their local area.
 Enables ones to choose where they want new homes, shops and offices
 What infrastructure should be provided
 Grant planning permission for the new buildings
 Provides a powerful set of tools for local people to ensure that they get the
right types of development for their community
What is neighbourhood planning?

 Two main mechanisms for neighbourhood planning:


 Neighbourhood plans
 Neighbourhood development orders

o Enables a community, including both local residents and businesses, to achieve


different things
o So communities should consider what they want to achieve first, and then decide
which mechanism will best enable them to do this

 Helps local communities to influence the planning of the area


 Develop a shared vision for your neighbourhood
 Choose where new homes, shops, offices and other development should be built
 Identify and protect important local green spaces
 Influence what new buildings should look like
EVOLUTION

 Neighborhood Unit’ is introduced by Clarence Arthur Perry (1872-1944 )

 Perry’s neighborhood unit concept began as a means of insulating the


community from the ill-effects of burgeoning sea of vehicular traffic

 The ‘Neighborhood Unit’ as a planning concept evolved in response to


the degenerated environmental and social conditions fostered as a
consequence of industrial revolution in the early 1900s
HOUSING PROBLEMS IN CITIES:

 Un-planned growth of settlement

 Overpopulation in cities

 Ineffective and unfavorable land management

 Water crisis in the society and city

 Problems related to drainage and waste water disposal

 Traffic and transportation problems

 Lack in proper housing policies


PURPOSE

 To make the people socialize with one and another.

 To enable the inhabitants to share the public amenities and recreational


facilities.

 To support a safe and healthy environment within the neighborhood.

 To provide safety and efficiency to road users and pedestrians.

 To maintain, enhance, and improve area for recreational activities.

 To determine community’s prospects for the future.

WHAT CAN A NEIGHBOURHOOD PLAN CONTAIN?

 development of housing, including affordable housing and bringing vacant


 Provision for businesses to set up or expand their premises
 Transport and access (including issues around roads, cycling, walking and access
for disabled people)
 development of schools, places of worship, health facilities, leisure and
entertainment facilities
 The restriction of certain types of development and change of use
 The design of buildings
 Protection and creation of open space, nature reserves, allotments, sports pitches,
play areas, parks and gardens, and the planting of trees.
 Protection historic assets such as archaeological remains.
NEIGHBOURHOOD PLAN CAN AND CANNOT DO

 A Neighbourhood Plan can...


 Decide where and what type of development should happen in the
neighbourhood
 Promote more development than is set out in the Local Plan
 A Neighbourhood Plan cannot...
 Conflict with the strategic policies in the Local Plan prepared by the
local planning authority
 Be used to prevent development that is included in the Local Plan
 Be prepared by a body other than a parish or town council or a
neighbourhood forum.
BENEFITS

 It make the people socialize with one and another

 It improves communication and focuses ideas.

 It helps a neighborhood identify its strengths and evaluate its own


resources.

 It helps to build consensus about what needs to be accomplished;

 It encourages creativity and builds partnerships both within and outside


the neighborhood;

 It enables others to become more informed and responsive about the


policy and financial decisions of local government.
CONCLUSION

 Neighborhood planning is quickly becoming a high priority for the city


planning departments, and even human service providers

 Neighborhood planning is effective and provide inspire those creative


strategies that can increase the capacity of residents in charting out
their shared future.

 It’s a vision of a better future.


How to prepare a
Neighbourhood Plan
Who is responsible for producing a Neighbourhood Development Plan or Order?

 Neighbourhood plans and orders cover local areas

 In parished areas - town or parish council take the lead on developing the
neighbourhood plan, but in partnership with its community

 In non-parished areas - the bill provides for neighbourhood forums to be set up to


take on this role.

 Local authority who approves the designation of a neighbourhood forum

 The purpose of the neighbourhood forum is to further the social, economic and
environmental

 Established to ‘promoting the carrying on of trades, professions or other businesses’ in


a neighbourhood area
How much will it cost to produce a neighbourhood development plan?

 The cost of the Plan will depend upon its size, scope and complexity

 The Governments Supporting Communities fund will provide financial assistance for
professional support.

 Developers and local authorities may provide financial assistance where they
have an interest in securing planning permission.

How long will it take?

 Depends on the starting point for the neighbourhood, but could take anything up
to two years or more
What does the Neighbourhood Plan look like?

 Neighbourhood to decide what their plan contains

 Flexible enough to meet different needs and expectations

 Contain high level visions & objectives for the future of an area

 Identify small projects for change or it might look more like a master planning
document with

 Comprehensive land-use plan embracing spaces


 Movement
 Activities development of buildings
