The party-list system aims to provide proportional representation in the Philippine House of Representatives. It allocates 20% of seats to representatives from national, regional, and sectoral parties or organizations. To be eligible, a party or organization must represent marginalized groups and not advocate violence or receive foreign support. Individual nominees must meet qualifications like age and citizenship. Seats are allocated based on the percentage of votes received, with a 2% threshold to receive the first seat. Any remaining seats are distributed proportionally.

VI The Legislative Department THE REASON FOR THE PARTY LIST (PL) SYSTEM It is hoped that the system will democratize political power by encouraging the growth of a multi-party system while at the same time giving power to those who traditionally do not win in elections.
