composed of members from different countries
who underwent extensive training in Disaster
Management each in their respective area of
specialty, who utilize a unified system,
equipments and Management System
Objectives of DMST
 Effectively coordinate and update the League
of Arab States designated committee and the
local authorities at the county level in all
phases of disaster management, namely:
preparedness, emergency response,
rehabilitation and risk reduction to ensure the
least loss of people lives and properties and
active sustainable human development.
Objectives of DMST
 Provide high level of efficiency in Disaster
management throughout the Middle East.
 To provide technical support to catalyze and
facilitate the disaster management policy
reformulation process and dialogue in the
Middle East.
 Assist in the drafting of a national disaster
management policy, implementation
guidelines and legislation.
Set up of the DMST
 The team will be under the Designated committee
by the League of the Arab States.
 Members of the Team will be selected from different
countries in the Middle East, nominated by their
respective countries each in his own specialty.
 Team members will be trained in accordance to the
best management techniques in Disaster
management.
 The System utilized, the set-up, equipments etc. will
be unified throughout all the Middle East, based on
the best systems available world-wide.
Set up of the DMST
 Each team will have different divisions each
has its own specialty (WMD, Earthquake,
Tornado, Terrorism etc.)
 Once a disaster is being declared, the team will
be assembled of the concerned divisions in
each country and moved to the disaster region
 The team can collaborate with the international
disaster management organizations.
Important Legislations
 Travelling visas to the site of the disaster
should be issued instantly based on drafted
policies and procedures of the Team
 Full support and understanding of the mission
should be known by all hosting countries.
 All political, financial, and legislation
constrains should be removed.
