ELECTRICITY ACT, RULE,
REGULATIONS ETC.
• THE COMPANY SAFETY RULES AND
SAFETY INSTRUCTIONS ARE IN
ACCORDANCE WITH THE INDIAN
ELECTRICITY RULES 1956

CHAPTER IV UNDER “GENERAL SAFETY
REQUIREMENT’ SAYS “ALL SUPPLY LINES &
APPARATUS SHALL BE OF SUFFICIENT RATINGS
OF POWER, INSULATION AND ESTIMATED
FAULT CURRENT AND OF SUFFICIENT
MECHANICAL STRENGTH, FOR THE DUTY,
WHICH THEY MAY BE REQUIRED TO PERFORM
UNDER ENVIRONMENTAL CONDITIONS OF
INSTALLATION, AND MAINTAINED IN SUCH A
MANNER AS TO ENSURE SAFETY OF HUMAN,
ANIMALS AND PROPERTY.
IN LINE WITH THIS CHAPTER IV,
POWERGRID HAS FORMED ITS
SAFETY POLICY, SAFETY
MANUALS FOR SUB STATIONS AND
TRANS. LINES

IN ORDER TO SEE THAT THESE


RULES ARE IMPLEMENTED ,
SAFETY OFFICERS/ SUPERVISORS/
STEWARDS ARE DESIGNATED AT
CC, EACH REGION, EACH SUB
STATION, TRANS LINE AND AT ALL
CONSTRUCTION SITE.
STATUTORY PROVISIONS
• PROVISION OF ELECTRICITY ACT 2003 :
SECTION 53 (a) and (b)

– PROTECTING THE PUBLIC ( INCLUDING THE PERSONS


ENGAGED IN THE GENERATION, TRANSMISSION OR
DISTRIBUTION OR TRADING) FROM DANGERS ARISING
FROM THE GENERATION, TRANSMISSION OR
DISTRIBUTION OR TRADING OF ELECTRICITY, OR USE
OF ELECTRICITY SUPPLIED OR INSTALLATION,
MAINTENANCE OR USE OF ANY ELECTRICAL LINE OR
ELECTRICAL PLANT
–ELIMINATING OR REDUCING THE RISKS OF PERSONAL
INJURY TO ANY PERSON, OR DAMAGE TO PROPERTY OF
ANY PERSON OR INTERFERENCE WITH USE OF SUCH
PROPERTY

• THESE DETAILS ARE BEING FRAMED BY CEA TO GIVE SHAPE OF RULES


REGULATIONS OF PROCEDURE FOR
TRANSACTING BUSINESS OF THE CEA,
2004

• The authority shall transact the business


on the subjects generally to carry out the
provisions of the Act and in particular to-
2 (f) – Safety requirements for
construction, operation and maintenance
of electrical plants and electrical lines.

14 - Site operational and safety Procedure
(i) the transmission licensee and the user
shall ensure that staff available to take
necessary safety precautions and carry
out operational duties at the site. Written
operating and safety procedures shall
be made available at each site.

5. SAFETY:
(i) The CEA safety regulations and CEA
(safety) standards shall be complied with by
all the users & transmission licensees
(ii) Clearances
(iii) Earthing of metallic enclosures
(iv) Fire protection systems shall be provided at
the Generating stations and sub stations as
per prudent utility practices

transmission system i.e. overhead

ACTION FOR NON COMPLIANCE

• In case of non- compliance the


defaulting agency shall attract penal
action as per section 146 of the Act,
which says-
- Punishable with imprisonment for a
term which may extend to 3 months
or with fine, which may extend to 3
lakh rupees

1.6.1.(c) safety
• The ability of a system not to cause
human injuries or loss of lines. It
relates mainly to protection of
workers during construction &
maintenance operations. The safety
of public and environment in general
is covered by National regulations
Annexure E/1 (T&P required)
Safety equipments
• Safety helmets 40 nos.
• Safety belts 10 nos.
• Safety shoes 50 nos.
• Welding goggles 2 nos.
• First aid box 1 no.
The quantity of safety equips. May be changed
as per manpower engaged.
GL-I Pre- erection checks
Guidelines
• 1.3.2 All the T&P shall be tested as
per approved safety norms & relevant
test certificates shall be available. In
addition to above, periodic testing of
tools & plants shall be carried out and
its safe working capacity shall be
worked out.
1.4 PPEs
1.4.1 All the persons working on tower shall
wear safety helmet, safety belt and safety
shoes. Similarly all the persons working on
ground shall wear safety helmet and safety
shoes.
1.4.2 Safety equipments shall be tested as per
safety norms and necessary test certificates
shall be available. Also a periodic check shall
be carried out to ensure requisite strength.
CHECK DURING TOWER
ERCTIONS
2.1-Safety precautions: Safety shall be given
utmost importance during tower erection. The
following need to be ensured.
2.1.1. Safe working conditions shall be provided at
the erection site.
2.1.2 All the persons on tower shall wear safety
helmet, safety belt and safety shoes and all the
persons on ground shall wear safety helmet and
safety shoes

2.1.3 Immediate medical care shall be
provided to workman met with accident.
First aid box shall be available at erection
site.
2.1.4 First section of tower shall be
completely braced and all plane diagonal
relevant to the section shall be fixed before
assembly of upper section to avoid mis
happening.
Safety precautions
• Some times erection crew members tend
to neglect providing bracing for the simple
reason that the same retard the pace of
erection. Since wind load is one of the
main governing factors, therefore,
neglecting the bracing at the erection
stage may prove hazardous, should there
be in gusty wind following the erection of
super structure upto cross arm level, the
possibility of failure can not be ruled out.
Safety precautions
2.1.5 It shall be ensured that all bolts and nuts as
per approved drawing are provided & tightened
for the erected portion of tower. Fixing of
insufficient bolts & nuts may lead to shearing of
the provided bolts & subsequent failure of
structure.
2.1.6 Subsequent section shall be erected only
after complete erection and bracing of previous
section to ensure safety.
Safety precautions
2.1.7.
One of the prime aspects during tower
erection is to counter balance all the erection
forces to avoid any undue stresses in tower
members. It may be mentioned here that all
the members in tower are designed for tensile
or/and compression forces. under the
circumstances, The member can not be
subjected to bending or tension. If during
erection, if such forces are imposed upon the
tower member, they may fall.
Safety precautions
Guying of tower shall be
done as per requirement.
Crow bars used for
terminating stay ropes shall
be fixed on firm ground to
withstand requisite anchoring
force.
