CSFB to UTRAN Configuration
1. Set the switches at eNodeB level that enable the handover mode and handover algorithm for CSFB to UTRAN. These switches are:
• ENodeBAlgoSwitch.HoModeSwitch -> For this command it is important to define if the CSFB will be performed by PS HO or
Redirection. If the CSFB is based on Blind Redirection, then redirection is without measurements to reduce the delay. The MML command
is:
MOD ENODEBALGOSWITCH:HOMODESWITCH=UtranRedirectSwitch-1&BlindHoSwitch-1;

• ENodeBAlgoSwitch.HoAlgoSwitch -> This command involves the activation of the CSFB and Load-based CSFB. So the MML command
is:
MOD ENODEBALGOSWITCH:HOALGOSWITCH=UtranCsfbSwitch-1;

To check the configuration of this swtiches in one eNodeb, run the next MML Command:
LST ENODEBALGOSWITCH:;

2. Then the priority for the CSFB configuration must be set at eNodeB level. This command set the InterRat system priority to perform
the CSFB. The parameter in red is mandatory (usually is 0, to confirm this value use LST CNOPERATOR), the script set 3G as the
highest priority network to perform CSFB.

3. Configure the CSFB Protection timer which is recommended to be 4. If this parameter is set too large, the CSFB delay increases in
abnormal CSFB scenarios. If this parameter is set too small, normal measurement or handover procedures may be interrupted. Also
with this command, CSFB timer and threshold can be configured however most of the time we use the recommended values by
Huawei Documentation. This parameter is configured by cell as you can see in the LocalCellID field. 6

4. Set the configuration for the CS fallback policy. This parameter describes the policy to perform CSB based on
redirection, PSHO or CCO_HO (for GSM).

FLASH CSFB (RIM PROCEDURE)


Flash CSFB is a type of CSFB in which the LTE network includes the Cell ID, system information (besides the UTRAN Frequency) in
the RRC connection release, so the UE has more information to camp on a 3G Cell reducing the delay of the CSFB. To implement this
feature, it is necessary to activate the RAN Information Management (RIM) which allows the MME to get the information of the 3G cell
and send it to the LTE UE performing the CSFB. Since this requires MME Release 8 or above among other requirements.

However if the network fulfill all the requirements, the configuration of this feature in the eNodeB side is made in 2 ways but first
the license should be uploaded and activate it.

• Single Report: Set the switch UtranFlashCsfbSwitch(UtranFlashCsfbSwitch) on EnodeBAlgoSwitch.HoAlgoSwitch. The script


for this command is:
MOD ENODEBALGOSWITCH:HOALGOSWITCH=UtranFlashCsfbSwitch-1;

• Multiple Report: Set the switch UtranFlashCsfbSwitch(UtranFlashCsfbSwitch) on EnodeBAlgoSwitch.HoAlgoSwitch and the


UTRAN_RIM_SWITCH(UTRAN RIM Switch) on the ENodeBAlgoSwitch.RimSwitch. The script for this command is:

5. For each cell on the eNodeB, it is important to configure the UTRAN neighbor Frequency to which the mobile will
redirect/Handover when performing the CSFB. The MML command is:

6. Add each UTRAN external cell to the eNodeB. To run this command it is important to know the cell information as:
MCC, MNC, RNCID, CellID, UTRANDLARFCN, UTRANFDDTDDTYPE, RAC, PSC, LAC, CellName. The script is:

7. Add external PLMN when it is required.

8. Add UTRAN neighbor cell. For this step is mandatory to create the UTRAN external cell. When adding a UTRAN
neighbor cell it is important to define the blind handover priority (Highest priority = Highest value). The parameter
LocalCellID and LocalCellName identify the LTE Cell (LTE Source cell), the rest of the parameters are related to the 3G
cell information. Usually the BlindHOPriority = 32 (Highest priority) is for the 3G co-sector cell. Two cells cannot have the
same blind HO priority except for the value = 0 which means that the Blind HO is not allowed.

3G-4G Cell Reselection Configuration
UMTS-LTE cell reselection is used when the UE is Cell-PCH/URA-PCH state or idle mode so the mobile can measure the LTE system
and perform reselection if the signal conditions are met. Since LTE has better performance and improve user experience it is
recommended to configure this feature to send every UE (with LTE capabilities) to the LTE network once the mobile is not using CS
services. To configure the 3G-4G Cell Reselection execute the next tasks:

1. Activate the SIB19 in every 3G cell inside LTE coverage the absolute priority of the LTE frequency. To do this, run the next MML
Script in the RNC (Cell level commands):

2. For each cell broadcasting the SIB19, it is important to establish the LTE Frequency priority information. Configuring this
guarantee that every UE in 3G mode will measure the LTE system and when the signal condition are met perform the reselection
(higher the value then higher the priority). To configure the LTE Frequency Priority information run the next MML command in the
RNC (Cell level command) considering that CellID refers to the 3G Cell, EARFCN: The LTE frequency, Npriority: The LTE frequency
priority and EmeasBW: The LTE bandwidth.

The last command also includes signal threshold to start the reselection and also the option to chose between RSRP or RSRQ as
triggering condition.

3G-4G Cell Reselection Configuration
There is a feature called Quick Cell Reselection UMTS-LTE that allows the mobile to reselect to LTE faster. To activate this feature it is
also necessary to know about the Fast Dormancy feature since both are very related. With the MML command DSP License, it is
possible to confirm if the license feature is uploaded. To active the feature, the next MML command has to be run (RNC level):

SET URRCTRLSWITCH:PROCESSSWITCH4=FAST_RETURN_LTE_BY_CELL_SELECT_SWITCH-1;

Another important feature is the Fast Return UMTS-LTE. The Fast Return from UMTS to LTE feature enables a UE that moves from an
LTE cell to a UMTS cell through CSFB to quickly return to the LTE network after the CS service is finished. This feature incorporates
the following functions: UMTS-to-LTE Fast Return and Enhanced UMTS-to-LTE Fast Return. For both cases, measurements are not
performed so the process is done based on blind redirection.

1. UMTS-to-LTE Fast Return: This feature can be configured at Cell level or RNC level. If both are configured, cell level takes
priority. The MML Scripts for RNC level and Cell level are:

2. Enhanced UMTS-to-LTE Fast Return: This feature can be configured only if the last one is enabled. It can be activate by
RNC level or Cell level, if both are configured cell level takes priority.

3G-4G Neighbor
1. To add an LTE neighbor cell it is important to create the external element in the RNC as a first step. To create this external element is
important to get specific information about the LTE cell: LTECellIndex (designated by costumer), LTECellName, EutranCellID
(eNodeBID x 256 + CellID), TAC, PCI, LTEBand, LTEARFCN. The script to create an LTE external element in the RNC is:

For this MML command it is important to use the exact LTE cell index created in the step 1.
