Feature Introduction-Background
 This feature serves as a user experience management solution for UMTS services and is available in section
2.2 of Service Awareness-based QoS Management Feature Parameter Description.
 Video services have been one of the major data services on the mobile broadband (MBB) networks. Users
expect smooth video playback and minimum bandwidth waste. However, in mobile communications networks,
radio resource allocation cannot match well the bandwidth requirements of video services. The reasons are as
follows:
 When the radio signal quality is good, downloading too much data at a high rate wastes bandwidth.
 When the radio signal quality is poor, the download data rates fluctuate and video playback is not smooth.
 To address these problems, the WRFD-150252 Video Service Rate Adaption feature provides flexible rate
adjustment based on the data rate requirements of video playback, thereby improving user experience.

Feature Introduction-Technical Principle
 This feature is implemented on the RNC and NodeB.
 The feature provides the following functions:
 Video rate management: Based on the video bit rate in the network, this feature sets an SGBR or
SHBR for video services to minimize the impact of resource congestion on video data rates.
 Initial acceleration: To enable the video to start playing as soon as possible, this feature sets a
high SGBR or SHBR for video services in the initial acceleration period.
 Automatic bit rate detection: When the RAN performs service type awareness, this feature can
detect the bit rate of videos with the format of mp4, flv, or 3gp, and maps the SGBR/SHBR based
on the detected bit rate.

Feature Introduction-Application Scenarios

 Typical scenarios
This feature is applicable when user experience deteriorates due to insufficient network
resources.

Enable this feature to improve user experience for the corresponding services when a cell
under the RNC meets the following conditions:

 Cell load: The average throughput per HSDPA user in the cell is lower than 1 Mbit/s
during busy hours and resources are insufficient.

 Cell services: The proportion of the video traffic volume to the total traffic volume is
lower than 40% in the cell.

 When radio resources or Iub resources are insufficient, this feature increases service data rates of
video services and improves the user experience. The significant effect is reflected in reducing the
average pause time of online video display.
 Network Impact
 System capacity
 If there are UEs that are configured with SHBR/SGBR in a cell for service rate management, the
cell capacity may change, which depends on UE distribution, SHBR/SGBR settings, distribution
of video UEs, and SPI weight. To ensure that the data rate of UEs that have poor channel quality
is higher than SHBR/SGBR, improve the scheduling probability of users in weak coverage areas,
which may decrease the cell throughput.
 A simulation test was made in a lab: A cell has three category 8 UEs. UE 1 with good channel
quality has an average channel quality indicator (CQI) of about 30, UE 2 with moderate channel
quality has an average CQI of about 25, and UE 3 with poor channel quality has an average CQI
of about 9. After UE 3 was configured with an SHBR of 1024 kbit/s, the cell throughput
decreased by about 30%.
 Network performance
 To use this feature, the RNC needs to send QoS parameters such as SHBR and SGBR to the
NodeB through private Iub FP frames. This increases the Iub traffic volume.

WRFD-020806 Differentiated Service Based on SPI Weight
Before enabling this feature, check whether the WRFD-020806 Differentiated Service Based on SPI Weight feature is applied
in the network. If the latter feature is used, ensure that the SPI weight calculated from the SPI weight configured for the latter
feature and the DLSpiWeightAdjCoef parameter is greater than or equal to 1 and less than or equal to 100. Any value greater
than 100 is treated as 100, and any value less than 1 is treated as 1. The service differentiation effect is counteracted in both
situations.
WRFD-020132 Web Browsing Acceleration

On networks with severe congestion, the maximum gains cannot be obtained. The concrete gains depend on the settings of
QoS parameters for web browsing and video services.
WRFD-150254 Differentiated Service Based on Application Resource Reservation

This feature is affected by the proportion of the maximum transmit power of the resource group. The gain of this feature
depends on the HSDPA power usage and the configured proportion of the maximum HSDPA transmit power of the resource
group to which video services map. If the HSDPA power usage of the resource group to which video services map exceeds the
configured proportion of the maximum HSDPA transmit power of the resource group, the user experience of video services is
affected.
WRFD-140221 HSDPA Scheduling Based on UE Location

The HSDPA Scheduling Based on UE Location feature is used to maximize cell throughput. The WRFD-150252 Video Service
Rate Adaption feature is used to improve the user experience of video services. When these features are used together, they
affect each other and, as a result, neither can obtain the expected gains. Therefore, these features should not be used
together.

 Dependency on RNC hardware
 When the RAN performs the service type awareness, the BSC6900 UMTS must be configured with
the NIUa board.
 When the RAN performs the service type awareness, the BSC6910 UMTS must be configured with
the ENIUa board.
 Dependency on NodeB hardware
 To support this feature, the BTS3812E, BTS3812A, and BTS3812AE must be configured with the
EBBI, EBOI, EDLP, EULP, or EULPd board. The HBBI and HDLP boards do not support this feature.
 To support this feature, the DBS3800 must be configured with the EBBC, EBBM, or EBBCd board.
The HBBU board does not support this feature.
 To support this feature, the 3900 series base stations, DBS3900, BTS3902E, and BTS3900C must
be configured with the WBBPb, WBBPd, or WBBPf board. The WBBPa board does not support this
feature.
 Dependency on Other NEs
 This feature does not have any special requirements for the CN if the RAN performs service type
awareness. When the CN performs service type awareness, this feature requires the CN to contain the
DSCP for VoIP services in the UE IP packet headers.
 License
 A new license control item for this feature is added on the RNC side.

Feature Deployment-Required Information

Required Information
 Network load
 Service load: Collect the measurement values of the VS.HSDPA.UE.Mean.Cell and
VS.HSDPA.MeanChThroughput counters. If the value of VS.HSDPA.UE.Mean.Cell is greater than 10 and
the value of VS.HSDPA.MeanChThroughput is lower than 1 Mbit/s, the service load is considered high.
 Downlink power: Collect the measurement values of VS.MeanTCP.NonHS and VS.MeanTCP counters.
Obtain the value of MaxTxPower based on the RNC configuration data. The downlink transmit power
resources are insufficient if the total TCP usage is greater than 80% during busy hours.
 Use of differentiated services
If the WRFD-020806 has been enabled, check the SPI weight configurations. Ensure that the SPI weight
calculated based on the SPI weight configured for the WRFD-020806 Differentiated Service Based on SPI
Weight feature and the value of the DLSpiWeightAdjCoef parameter configured for video services is
greater than or equal to 1 and less than or equal to 100. Any value greater than 100 is treated as 100, and
any value less than 1 is treated as 1. The service differentiation effect is counteracted in both situations.
 Service experience data
The service experience depends on the evaluation methods taken by the operators. Before the service
optimization solution is implemented, collect service experience data and use the collected data as input
data for evaluating the service optimization effects. After optimization, compare the service experience data
before and after optimization to evaluate the optimization effects.

Awareness by the RAN

for Service Type Awareness by the CN
Besides the parameters same as those for service type awareness by the RAN, you need to prepare the
following DSCP-related parameters for video services.

Feature Deployment – Activation
 Configuring the DSCP for video services
 Take the following step to configure the DSCP for video services when the CN performs service type awareness.
 Run the RNC MML command ADD UCNDSCPSERVP to add the mapping between a pre-planned DSCP
and the service type.
 Configuring the QoS policy
 Run the RNC MML command ADD UQOSPOLICY to set a QoS policy and QoS parameters.
 RNC MML command ADD UIPSERVICEQOS to configure QoS policy matching entries and initial acceleration
period for video services.
 Turning on function switches
 Run the RNC MML command SET URRCTRLSWITCH to select the NODEB_PRIVATE_INTERFACE_SWITCH
check box under the Process switch parameter. Select the VIDEO_RATE_ADAPTION_SWITCH check box
under the Process switch5 parameter.
 Run the RNC MML command SET UUPALGOSWITCH. In this step, set the QoS Policy Switch parameter to an
appropriate value, and turn on the QoS policy switches involved in the ADD UQOSPOLICY command.
 Run the RNC MML command SET UUPALGOSWITCH. In this step, if the CN is to perform service type
awareness, set the Service Protocol Matching Priority parameter to CN; if the RAN is to perform service type
awareness, set the Service Protocol Matching Priority parameter to RNC.
 If the CN performs service type awareness, run the RNC MML command MOD UCNNODE to change the value
of the Downlink E2EQoS Algorithm Switch parameter for the corresponding UMTS CN to ON.

Feature Deployment-Activation Observation

 Observe related KPIs after the network has been running for a
period of time.
If the value of VS.Video.Total.DLTraffic is not 0, this feature has
been successfully activated.

Feature Deployment – Deactivation
 Run the RNC MML command LST UIPSERVICEQOS to query the QoS policy matching
entries configured for video services and check the value of the Record Index parameter.

 Run the RNC MML command RMV UIPSERVICEQOS to remove QoS policy matching
entries for video services.

 Run the RNC MML command RMV UQOSPOLICY. In this step, specify the QoS Policy
Group ID parameter to remove the QoS policies for video services.

 If the CN performs service type awareness, run the RNC MML command RMV
UCNDSCPSERV. In this step, specify the Differentiated Services Code Point, DSCP
Data Packet IP Address, and DSCP Data Packet IP Mask parameters to remove all the
mapping between DSCPs and service groups for video services.
