 Public Administrators or Civil servant is responsible to organize, implement


and oversee Enforcing Agencies
 To administer the laws and regulations that keep public life in motions
 This is the main role of Public Administration

1. It should be Politically Neutral


2. Committed to the will being of general public
3. Carries out Public policies
4. Concerned with policy making as well as policy executions (main role in policy
executions)
Why Ethics in Public Administration

1. Public Administration touches every aspect of citizen. Example: Education,


health, Sanitation etc.
2. Citizen are more aware; due to ICT (Information, Communication and
Technology). Example: Media (Social Media)
3. Citizens are more participatory in Govt. (Democratic form of Govt.)
4. Society Norms (Unhidden rules) changing (Getting dynamic not in isolation)
5. For well functioning of governance
6. For legitimacy of Government. (Exp: Govt. lost legitimacy)

and personal pressure). More aspect to Laws

 Ethical Infrastructure is procedure or policy of an organization so that


organization and personal act ethically
 Govt. should provide Ethical Infrastructure to administration
Role of Ethical Infrastructure in Public
Administration
 Need to develop conscience among administrator
 It can be developed by Govt. who will create an ethical infrastructure
a. Constitutions: Liberty, equality
b. Code of conduct and ethics
c. Govt. should outlines its policy
d. Govt. or Organization should clear its vision, objective and mission statement
e. Training of rules
f. Govt/Organization should make its structure transparent, fair and feed back
mechanism
